# 解決 Copilot Studio Free License 無法發佈 Agent 的方法

## 問題描述

近期 Microsoft 調整了 Copilot Studio 的授權策略，導致使用 **Free License** 的用戶無法發佈 Agent。若未配置付費授權或 Pay-as-you-go 計畫，系統會阻擋 Agent 的發佈。

## 解決方案概述

為了解決此問題，需完成以下兩個步驟：

1. 在 Power Platform Admin Center 中建立與 Azure Subscription 相關聯的 **Billing Policy**。
2. 將 Azure Subscription 指派給一個 **Azure Security Group**，並將使用者加入該群組。

## 步驟一：建立 Billing Policy（Pay-as-you-go）

### 前置條件

- 需有一個有效的 Azure Subscription。
- 使用者需具備足夠權限（如 Global Admin、Power Platform Admin 或 Environment Admin）。

### 操作步驟

1. 登入 [Power Platform Admin Center](admin.powerplatform.microsoft.com)。
3. 點選 **New billing plan**。
5. 選擇要使用的 Azure Subscription。
7. 指定 Resource Group（若尚未建立，可至 Azure Portal 建立）。
8. 選擇要套用的 Power Platform 產品（例如 Copilot Studio）。
9. 選擇要加入此 Billing Policy 的 Environment。
10. 儲存設定。

完成後，系統會在 Azure 中建立一個名為 Power Platform Account 的資源，並開始以 Azure Meter 計費。

## 步驟二：指派 Azure Security Group

➡️ Go to the Power Platform Admin Center
➡️ Under Tenant Settings, find Copilot Studio author settings
➡️ Assign an Azure security group

➡️ Everyone in that group gets access to build agents in Copilot Stud

From Admin Center，將此 Security Group 指派給剛剛建立的 Billing Policy。

## 注意事項

- 若使用者不在 Security Group 中，即使有 Billing Policy 也無法發佈 Agent。
- 建議使用者使用 Microsoft Entra ID（原 Azure AD）進行身份驗證與群組管理。
- 若使用者仍無法發佈 Agent，請確認其帳號是否已成功加入 Security Group 並且 Environment 已正確連結至 Billing Policy。
