* Downloading ROS, folllowing ROS tutorials

* Bluetooth Low Energy/BLE:
* Setting up BLE, doing some basic tests
* The range for BLE should be appropriate for our setup
* We can compensate for the failure of one or more beacons
* Need some way to filter out garbage data- perhaps by comparing the radii?
