# Pre-settlement Working Group Overview Pre-settlement is a proposer commitment framework that enables Ethereum validators to delegate their based rollup sequencing rights to third parties. Its implementation, **LingLong**, functions as a PBS (Proposer-Builder Separation) platform for based rollups.
