I am writting these words to formally requesting an investigation into systemic training failures within Immigration and Customs Enforcement (ICE), under the oversight of DHS Secretary ms Kristi Noem and mr Tony H. Bovino, Acting Director of ICE. These failures have created foreseeable risks to public safety and purposeful infringements on constitutional rights, that have been ignored. If some folks of your team were as concerned as I am about the current chain o fevents with fatal consequences, I hope that this requests helps everyone to implement accountability. I ask you to consider the human cost of these training failures. If it were your own daughter who perished in the recent Minneapolis shooting, would you find the current lack of oversight acceptable? If the answer is yes, then proceed; if not, then the duty to act is immediate and non-negotiable, before more similar tragedies occur.

While Qualified Immunity may offer a margin for honest error, it was never intended to shield systemic and willful recklessness. The Fifth and Fourteenth Amendments explicitly guarantee the right to life and liberty—rights that cannot be protected by an agency that has abandoned its own professional standards. I trust your office does not wish to be an accomplice to this abrogation of the Constitution by failing to investigate when the risks are so ovious, & clearly evident.

We are a nation of laws; training standards are not mere suggestions. They represent decades of hard-won legal and professional progress that DHS leadership cannot unilaterally discard without a formal Administrative Procedure Act (APA) assessment.

II. FACTUAL CHAIN OF EVENTS
1- Systemic Deprofessionalization: Critical field training has been documented to have been reduced to online modules, stripping away the essential rigors of supervised, in-person instruction.

2- Integrity Failures: This shift facilitates testing fraud and eliminates the "stress-test" evaluations required for real-world enforcement.

3- Inadequate Certification: Officers are entering the field without demonstrating necessary tactical or legal competency. Per NY Times, mr Jonathan Ross's career reflects a 20-year government effort to reshape immigration enforcement with a military mind-set. However, even combat veterans (VFWs) require constant retraining to adapt to civilian law enforcement standards, that are diferent from active war duties; but ICE leadership is currently moving in the opposite direction, and while this is perhaps acceptable under an authoritarian form of governement, it has no place in the land of freedom.

4- Documented Harm: These gaps have already resulted in botched operations, civilian injuries, and preventable fatalities.

5- Constitutional Breach: These failures directly undermine 4th, 5th, 14th Amendment guarantees of equal protection and due process for all residents and U.S. Citizens.

III. SUBJECTS OF SYSTEMIC OVERSIGHT
I am requesting that this investigation specifically examine the policy decisions and administrative actions of:

Kristi Noem, Secretary of Homeland Security: For the high-level authorization of reduced training standards and the failure to perform an APA assessment.

Tony H. Bovino, Acting Director of ICE: For the operational implementation of unmonitored online modules and the failure to maintain field-readiness standards.

The Assistant Director of the Office of Training and Tactical Programs (OTTP): For the technical failure to prevent systemic integrity gaps and testing fraud.

IIV. CONSTITUTIONAL & PUBLIC SAFETY CRISIS
