# The Compact Charter

Ratified by the **Oversight Tribunal**, this Charter establishes the constitutional authority, procedural law, and sovereign governance framework of the **Interplanetary Monitoring and Research Federation (IMRF)**. It reflects the collective will and mutual consent of all certified installations operating under the IMRF mandate.

## Preamble
We, the personnel and representatives of the **Interplanetary Monitoring and Research Federation**, in pursuit of planetary security, scientific advancement, operational integrity, and interfacility unity, do hereby ordain and establish this Charter as the supreme constitutional framework of the IMRF.

This Charter is enacted through the joint ratification of sovereign installations across Martian and orbital jurisdictions, and shall serve as the foundational law governing all member installations, their legislative bodies, and command structures. It affirms shared sovereignty, codifies interfacility representation, and ensures procedural cohesion in accordance with the principles of federal Compact governance.
