Meta Rules Amendment: Fixing QT

Both opposition and government MPs have identified that the current rules hinder the functions of QT. Ministers [having lives](https://discordapp.com/channels/392136320320798720/476292678422888450/638273199595061268) or [working dutifully on comprehensive answers](https://discordapp.com/channels/392136320320798720/476292678422888450/638200615603798037) means answers to primary questions can be and often are delayed beyond the first cycle, which frustrates opposition members who unfairly lose the opportunity to ask supplementary questions.
In previous terms, there was a longer opportunity to ask questions, more lenience on exercising the rightto ask supplementaries, and less challenges for Ministers to answer questions within the first cycle.
Given both Ministers and members of parliament are both losing out on fully participating in QT because of this arbitrary and early limit, this amendment would change the limit such that only primary questions must be asked before the end of the first cycle.
That ensures members of parliament don't lose the opportunity to use their supplementary questions, are core part of QT, and Ministers don't lose out on the important opportunity to answer them, while still ensuring primary questions are asked promptly.
