Understanding the current situation
### Pains
* **What are the main pains that the organization solves?**
* Lack of internet access through processes of collective construction of infrastructure for self-managed telecommunications networks, called community networks, promoting autonomy and local socioeconomic development to guarantee rights and the full exercise of citizenship
* **From who?**
* They are info-excluded communities, either for lack of infrastructure (geographic discrimination) or for lack of financial resources (economic discrimination), usually in rural or poorer areas with no interest in being served by market actors. E.g.: Indigenous villages, traditional communities, quilombolas, rural locations far from the headquarters of municipalities and areas and outskirts of social classes in a state of social vulnerability.
* **What are the "activities" that grantees are unable to do and are you the solution?**
* Despite the advancement of technologies involving telecommunications and information technology, specific knowledge involving community networks needs to be translated through educational content that meets local cultural characteristics, addressing both technical, legal and administrative knowledge (self-management of common goods of technological basis). The training process is based not on the mere transfer of knowledge, but on the promotion of exchanges of knowledge and practices between the parties, allowing the actors involved in the communities to have a feeling of ownership and belonging to the common good.
* Complementary support is necessary for a period of no more than 1 year for local actors to be able to absorb knowledge through the daily practice of the community network.
* Public access policies and their regulations may prove complex at first, so the performance of IBEBrasil through joint or non-political influence actions is a relevant differential to allow the autonomy of community networks to also interact with the public spheres in the construction of a favorable legal environment and for the creation of policies to promote local initiatives.
* **What do they need? What they want?**
* Objectively, the need is intrinsically linked to obtaining access to the internet, however, this service needs to be economically accessible, of good quality and based on the guarantee of other rights inherent to communications, such as privacy, freedom of expression and the sovereignty of information.
* **How big is this pain in Brazil and in the world?**
* In Brazil, there are more than 47% of households without access to fixed broadband and in the world this number is still a little higher, however, there are at least 2 types of digital infoexclusion, the second type for those who have the service, but the quality is bad or even due to economic discrimination, they use services with limiting business models, such as the case of mobile telephony, especially prepaid plans with data franchises. It is considered that mobile access by itself has limiting factors related to the type of device and the way in which access can be shared among peers in the family and social context.
* **What other data support the importance of this pain?**
* Today in Brazil, at least 20% of internet users share their internet signal as neighbors, which denotes not only solidarity to guarantee access but also the deficiency of both public policies and the service to the market in a fair and efficient manner. The ITU, the highest telecommunications body on the planet, linked to the UN, has issued an international recommendation since 2014 for the implementation of community networks in rural and extended areas. In 2015, within the scope of the IGF, a forum with multi-stakeholder training at a global level, it created a dynamic community connectivity coalition in response to the growing demand for more inclusive, efficient, democratic and economically accessible Internet access alternatives. In Brazil, Anatel, since 2020, has recognized the role of community networks as access alternatives in locations where the market is not interested in serving, allowing universal access to occur through social, non-profit models.

* **How does the organization solve the problem?**
* Through social mobilization, technical, legal and self-managed training for the creation of community networks as a common technological asset. in a complementary way, it acts politically in defense of access policies related to digital cities and community networks as intrinsic parts of each other.
* **What impact does this have on people's lives?**
* In addition to local development and the reduction of inequalities through access to this fundamental right, the community initiative also promotes the strengthening of collective and associative processes, stimulating the appropriation of techniques for the provision of local digital services. Other direct gains are the improvement in the quality of life when using internet access to use both private and public digital services, avoiding displacement and saving time, as well as access to training, education and generation of work and income in the active participation of the digital economy.
* **How do you facilitate the "activities" they need to complete?**
* IBEBrasil has technological infrastructure to add to training processes through e-learning platforms. In times of pandemic, this method allowed the formations and interactions with the target audience not to be interrupted. In person and within the premises of preserving community autonomy, the Institute, when possible, moves its team to what we call an immersion week, carrying out the exchange of knowledge and training so that the community itself implements its community network. .
* In a complementary way, IBEBrasil provides support from a distance, allowing the actors involved in the operation of the local network to have the necessary time to take ownership of the initiative's daily practices.
* **What is the total impact so far? How is this recurrence?**
* Since 2008, IBEBrasil acts institutionally in the support and support of community networks in the country. Several activities were carried out, ranging from the presentation of the initiative, within its concept and methodology, to technical, legal and self-managed training, culminating in the implementation of networks by the communities themselves. IBEBrasil has already helped to implement more than 15 community networks along its trajectory and today, the oldest community network in Brazil, was the result of actions carried out by the institute, with the community of Marrecas, in the interior of Rio de Janeiro, its initiative working since 2010. IBEBrasil has already acted in the formation process in almost all of the national territory, mainly in the Southeast, North and Northeast regions.
* **What are the main obstacles to having more impact?**
* The main challenge is the self-management of technology-based common goods, since there needs to be time for the community to organize and take ownership of the self-management practices of these goods. Then comes a set of factors ranging from the lack of funding sources, mainly for the initial investment in a basic network infrastructure, to the lack of access to the transport network infrastructure that allows economically viable interconnection of the local network with the internet. depending on the community, another problem may be the low scale of users, which impacts the economic balance of maintaining the network, as well as the lack of local actors who engage as community technicians for the maintenance of infrastructure and service to users.

* A community network is usually built in a modular way, that is, in a community with a population relatively larger than 100 families, the process always starts with a group. they are the pioneers, the adventurers, the pioneers who will plant the seed of self-management of an essential service that will in time be able to serve everyone, which ensures that the former are always highlighted by their initiative and proactivity in the quest to improve the quality of life community and its development.
