# Corfu design sprint ## Notes Empathy Phase Jul 12,13,14 *Changelog* First version | hester ### Saturday #### Arillas Recycling Centre (ARC) * Started in Feb * Biggest practical challenge is volume. No crusher. (€5000) * Underlying problem is the collection company (small business) can't manage the amount * Bags disappear in the chain. Not enough bags. * Corfu Compost project put up a compost bin at the recycling centre to show how easily it can be done. * Recyclable materials need to be clean. This is an issue with municipal collection. (follow up at landfill) * Association would help, but some people lack confidence. With Greek culture.... because most are 'outsiders' it might work. * 2m per site has been approved by the.... for 3 municiple collection points. This was approved 4 years ago. The 2m only covers construction, not employees. "That won't work!" Municipality doesn't have money to hire employees. * Municipality was not allowed to hire perm employees as part of the 'bail out'. * Recently hiring of 120 people has been approved #### Corfu beer * Has an event each year 25-29 sept. * Currently Corfu beer uses compostable cups at the brewery. At the event, which attracts 18000 people, glasses will be used. These are sponsored by another party. * Water is reused for plants * Bottle return not possible because beer is unpasteurized. Requires chemicals to clean. Risk for environment. * Other measures: * Tried kegs for restaurant bars to reduce glass. Tried to use more draft as to not use bottles. * Paper from boxes and plastic goes to recycling company. Pressed and packages. Pay company to pick it up. Company in kyrkyros. * On collection of waste: Government job to collect, Corfu beer already pays for it through the Hellenic recycling corporation scheme. * Motivation. Environment, we live here. Started 2006 in Corfu. Difficult time with crisis. * Not coca cola, not a lot of money. * Next step: don't know * Every year Corfu beer tries to add something new, "step-by-step" . For 2 years trying with the farm. * In winter better to see farm and packaging * Eggs from chickens, no profit, employees to take care of farm. Owner loves animals. #### Drive to Arillas * Waste collection by the road. * Report was that trucks broke down and therefore was * Waste is collected in shifts. Anything that is next to the bins is collected seperately. * Municipality employees 60 + 40 office not enough during the summer. Hiring not followed through, difficult as it is only for 4 months (summer) , and municipality was not allowed to hire permanent employees. Also, when they do, it's very difficult to fire people once they are hired. * This year, the municipality opened a public, international tender. ##### Cultural context * Communist philosophy. Fought off Germans in WWII * More people died during civil war after WWII, under Junta ruling in Greece. * There's a strong influence that stems from the communist era. In the view of many, waste management should be done by the municipality, not a commercial company. ##### Current situation * The municipality placed green and blue bins as wells as 'bells' for glass last year. * Not long after this system was announced and put in place, the waste people collected in these bins was not collected by the municipality. Waste piled up in the streets, people lost faith in the system put in place by the municipality. * Glass is collected seperately by a different contractor and does not incur the same amount of problems ##### Angles on the problem * Fighting waste * Reduce and recycle so there is less waste * Manage already collected waste (landfill) * Economic impact: The tourist industry suffered from last year's waste problems. * 200.000 to 300.000 tourists, population of 100.000. 1 tourist produces 2.5kg per day, locals 1.2. Mostly food waste. ---------------- ### Sunday #### Kalafakiones (?)recycling centre * Each recycling centre uses a different name, centre spot, etc. They are encouraged to lavel themselves as 'unofficial' as using the official naming followed by the EU, also means they need to follow the associated regulation, which they don't have the means for. * Hours are usually posted at the locations and online, but many people don't know about the hours. * This leads to frustration and misuse among newcomers who are more likely to leave their waste without sorting than take it back home. ... * The village has experience solving hazards themselves. 19 years ago the village burned down. While they received support from the mainland, the played an active role in controling the fire and rebuilding the village. * The team of volunteers started their intiative in december of 2018. "At first they all thought we were crazy, talking about garbage, then they started to join". * 469 bags were collected in the first 6 months. * The number has grown in the summer. Data will be posted on Facebook. * The location has a Facebook page; 398 people 'liked' the page 398. * More than 700 people/families bring their waste. * Less than 50% of the people in village * Influencing kids has helped a lot in getting grandparents involved * A lot of people from outside the village also bring their waste as they are located along a main road between villages. * The land is owned by a woman from the village, living in the UK. * One of the volunteers analyzed if setting the volunteer organization up as a business makes sense. He concluded that they would need to be at least 5x as much waste to make a profit. * Having enough bags is also an issue. * Volunteer has no confidence in the current or a new mayor making any progress. * They have no incentive. Volunteer is convinced that the garbage by the bins now, will not be picked up in the coming month. The private company that got the tender will only start next month. The current mayor has no incentive to find any solutions in the meantime. #### Pizza discussions * Stakeholders map * Waste reduction * Water can be picked up at refill stations, but people are not always familiar with this option. * Restaurants and bars can by filters for €300. People might still not trust it as the taste have been bad in the past. * Water bottles and coffee cups contribute to waste --------------- ### Analysis Recycling Centres #### Pains * Not enough bags (sacks) * Bags disappearing * Collection can't keep up with the demand from the recycling centres * Education of visitors - faulty sorting * Space management (Crusher, enough space) * Appropriate signs (Colors, text, icons) * It's hard!
