Big win for performance in Bob Wallet as the newer versions of bcrypto allow for the native code to run in an electron environment.

#### Wallet sendupdate Debugging

Users are having trouble when using sendupdate due to bad error messages. If the Resource json isn't perfect, it will just return an `assertion failed` message.
This PR will give users far better error messages when they are creating an invalid resource. There is also a new RPC called validateresource.

#### Hostlist Addr Selection

How good is the selection of hosts from the hostlist? How could it be improved?
It looks like to me that hostlist entries that contain bad peer information do not get penalized enough.
More eyes on this codepath would be very useful.
