`After` (Output / IE EOLR * IEMP) / (WHR-COT&Training)
3. At CLO & STFB TN, add 2 rows for "Adjusted | All | Plan | PDMP" & "Adjusted | All | Adjusted | MP Demand"
4. At CLO & STFB TN, Change the formula for "Adjusted | All | Adjusted | IE Target Rate"
