# Federation and/or partnership

Is Garden Crew a federation of sovereigns, or a partnership, or both, or something else altogether?

I'm starting to think that we need to define this, and the parameters thereof (how decisions are made, what is owned by whom, who is liable for what, etc.) as a foundation, before we can confidently build other commitments to GC.
