# MIP91 Summary
## Summary
This is a summary of the contents of this proposal and its impact, from GovAlpha’s perspective:
* This is a proposal to create a contract called `dss-defender` to protect against governance attacks.
* This proposal aims to give MKR holders more time to either retake the hat or trigger the Emergency Shutdown Module during a governance attack.
* If a sufficient amount of MKR is deposited into `dss-defender` by a minority MKR holders, a mechanism will ensure that no executive will pass for a fixed duration called the `cancel-spells duration`.
* MKR deposited into `dss-defender` is locked up for a duration called the `lockup-duration` to prevent misuse of the contract to block legitimate governance. This lockup can be waived by MKR holders if a legitimate attack was thwarted. The `lockup-duration` is longer than the `cancel-spells duration`.
* MKR in `dss-defender` can still be moved to the ESM by depositors during the lockup period, thereby not affecting ESM functionality.
* This proposal requires the following further work from Core Units:
* Game-theoretic analysis and formal modelling of various attack scenarios to verify that `dss-defender` does not create new attack vectors.
* Determine appropriate parameters for `dss-defender`.
* Smart contract implementation of `dss-defender`.
* This proposal has been assigned `High-Impact` based on the methodology listed [here](https://forum.makerdao.com/t/introducing-impact-estimations/14267).
* This proposal is eligible for the January Governance Cycle.
