# **Introduction** With a costly loss at the Hoover Dam, and a promise to a nation broken - Kimball is put on a hot-seat. The political climate in the Republic is unsteady, and there are talks about the president being voted out. Even still, the cost in man and resources at the Mojave theatre, and the looming danger of the Republic's water drying up - drive the nation in a desperate search beyond Vegas; and the Brotherhood with their newfound peace, could only do so much to help stave off the drought and starvation that was potentially to come. Yet, at the eve of doom; scouts and merchants alike brought word of a now-flourishing trade settlement at the Zion valley. Tribals and smaller villages alike pouring in culture and economy to it. With cleaner water sources aplenty in the region, and a more tameable locale than the rest of frontier Republic. Kimball promises a breakout from the recession, a grand idea that would propel the NCR back into its prior state of pseudo-stability. Expeditionary initiatives were set up, and sent along the regions of Utah and further North. However, a different storm was already brewing. --- **A New World** The regions of Zion offer less hostilities than the harshness of the Californian frontiers. Most of the tribes are often wary, but ultimately friendly, with a few exceptions - especially those that have broken off of the Legion and turned to raiding. And the presence of the established settlement of Verkin is a potential into expanding trade and commerce along the Zion route - what with the destruction of the Canaanite trades. The 13th Expeditionary Group, based out of Caliente (and far away from New Vegas' glow), ensures proper supply to the expeditionary detachments around Utah. Diplomatic efforts with the tribes in the region and the settlement in full swing (with the eventual objective of a full annexation) allows for a restoring of faith in Kimball. Though, this tranquility does not last; as word of an approaching Bull reaches the ears of the Republic. A hasty plan is brought up, and a blockade is planned around Verkin in a desperate attempt to stall the advances of the Legion - with further plans being brought up for a potential counter-assault across Utah, and into Dog City. At the latter half of the fifth anniversary of the ill-fated battle at Hoover Dam, the stench of war permeates all the same. Stopping the Legion's push through Zion, and breaking their resolve in possible counter-assaults is the primary objective of the detachment; with securing the town's diplomacy as a secondary task. --- # **Personnel Allotment** A **Colonel** is the highest ranking personnel on-base, and is generally entrusted with the operations of the region at large. They are often escorted from Blackfoot, to Expeditionary holdouts under special circumstances. *(This role is admin-only, and can be used for events!)* A **Personal Aide** is a trustworthy flagbearer of the Colonel, and is generally attached to them during visits. They are of the rank of **Corporal**. *(This role is admin-only, and can be used for events!)* A **Captain** is the next highest ranking personnel, and is entrusted with the operations of a specific detachment of the Expeditionary Group. They hold complete authority over both the NCRA, and Ranger attachment. A **Lieutenant** is the second-in-command of the camp, entrusted with leading personnel at the behest of the Captain. They can be seen acting as field command on missions and operations of importance, alongside Rangers and other enlisted. They are often of the rank of **1st Lieutenant**. While they do not outrank the Veteran Ranger of the Ranger Corps, they are expected to work in tandem. A **Medical Officer** is in charge of the Medical Corps attached to the detachment. They are often of the rank of **2nd Lieutenant**. Medical Officers are trained to conduct surgical procedures, medical and sometimes, psychiatric evaluations, and utilise pharmaceutical knowledge to synthesize battlefield medicine. They are, however, *not allowed* to leave camp; with the exception of being allowed under heavy escort to set-up aid centers for locals if the need arises. A **Quartermaster** is in charge of the Logistics Corps attached to the detachment. They are often of the rank of **2nd Lieutenant**. They uphold the logistical and supply chain of the camp, write-off trade negotiations with locals, maintain and create armaments for use by personnel. They are allowed to leave the camp outside of salvage duty under escort. But may require permission for superiors to exit unescorted. A **Sergeant** is the highest ranking enlisted position in the camp. Sergeants are expected to lead teams of NCRA into operations, and as such, are also outfitted with medium-range automatic or a shotgun standard issue. A **Corporal** is the second-in-command to a Sergeant in a squad. They are also trained and can be allowed to lead smaller teams into skirmishes and other operations. They are often also equipped differently to other Troopers, fetching fast-firing, short and medium-range automatics. A **Heavy Trooper** is the heavy weapons platform of a squad. Often holding the rank of **Specialist**. They are trained and equipped to be able to dish out heavy firepower, and take heavy firepower in return. They are the only personnel in camp to be issued steel armor and heavy ordnance. Oftentimes, Heavy Gunners may also be equipped with salvaged power armor - a smaller continuation of General Lee Oliver's doctrine. A **Combat Medic** is one of the support personnel of a squad. Able to carry short-range automatics or semi-automatics, and being able to conduct field surgeries and also synthesize medicine. They are often of the rank of **Specialist**. Being under the standard chain of command, they are supervised by Medical Officers. A **Combat Engineer** is the other support personnel of a squad. Issued either specialised grenade rifles with limited range, explosives (and the ability to construct them), and may also be issued advanced building supplies. Their standard issue firearms range from short range automatics, or a shotgun. They are often of the rank of **Specialist** and while still under the chain of command, are usually supervised by Quartermasters. A **Trooper** is the backbone of the NCRA. They are armed differently to their non-Expeditionary counterparts back in California and Nevada; and are allotted hunting shotguns or medium range lever action semi-automatics. They are often of the rank of **Private First Class**. A **Conscript** is the basic infantryman pushed to the frontlines. They are often ill-armed, and are expected to pick up better armaments on the way. They are often of the rank of **Private**. *In addition to the Army, a smaller Ranger Corps is also attached to the garrison for general support and law-enforcement in the region.* A **Veteran Ranger** heads the Ranger Corps of the Verkin Blockade garrison. They ensure that orders are disseminated to the rest of the Rangers, and are in charge of their operations. They are, however, still under the authority of the camp **Lieutenant** and **Captain**. A **Ranger** is the base personnel of the Ranger Corps.They are a self-sufficient, autonomous scouting and skirmishing group meant to aid the NCRA in operations, and can also take-over as a law-enforcement party. *Civilian attachés can also be present to direct public relations and diplomatic efforts of the garrison in the region.* A **Representative** ensures that the Republic's image is upheld. They work in tandem with the camp officers to ensure that diplomatic efforts are kept tight and proper. They are often present at the behest of the government, and may be a part of any of the civilian and research sectors of the Republic.
