## Question 1: Minimum Vote Count Value?
**Description:**
In a [previous poll](https://near.social/easypoll-v0.ndc-widgets.near/widget/EasyPoll?page=view_poll&src=chloe.near/easypoll-4.0.0/official/1331e82a9a5d7lkyw43rcb66a74b4b67b8), the question was posed: "Do we need a minimum vote count for nominee election to a house? When a limited number of candidates are contesting for a position, should their election be confirmed solely based on their nomination, or should there be a specific minimum vote count they must attain in order to be officially elected?" The chosen response was: **Yes**, there should always be a minimum vote count to ensure legitimacy.
Now, the task is to determine what that minimum vote count value should be, considering the minimum required voters for the election is 500, and it must be a fixed number.

The [Transparency Commission (TC)](https://www.notion.so/near-ndc/Overview-of-the-Transparency-Commission-0c79dade45034f23b8307941440afee5?pvs=4) is responsible for maintaining proper procedure and governance, including the removal of poor actors (adding them to blacklist/greylist).
The Election Integrity Council (EIC), an autonomous body of OGs who are not running in the NDC election, ensures fairness and integrity in elections.
Should the EIC have the power to remove accounts from the blacklist before the election (allowing these accounts to vote), or should this responsibility remain solely with the TC?
If not, these accounts on the blacklist will only be able to be removed after the election in September by the TC and will only be able to potentially vote in the next election that is held.
