Operating procedures are what make us a professional agency. Supervisors should spend adequate time enforcing and updating such procedures when necessary and appropriate. Failure to follow Standard Operating Procedures or orders could lead to modified assignment, a strike, a demotion, or even a dishonorable discharge. ### Authority to amend or revoke orders There are three types of orders used in the Lander Police Department: Verbal Order: Given via in game chat or discord chat. Used for a temporary situation or in absence of a written order. Written Order: Given via an official document or announcement as a more permanent solution. Standard Operating Procedure (SOP): The backbone and charter for the department. Is used to set rules in stone and cannot be violated by any orders. Orders can be amended by any supervisor as long as they do not intervene with another written order, memorandum, governmental document, law enforcement standard, public safety regulations, or SOP. Orders can be revoked by the administration of the Lander Police Department. Standard Operating Procedures can only be created, modified, and removed by the Office of the Chief of Police. Unethical orders and or orders beyond a supervisor's ability may lead to disciplinary action. Employees involved in such orders are also subject to disciplinary action. # Section 2 - Organization & Structure --- ## 2.1 Organizational Structure for 2024. **Rank Structure & Chain of Command** 1. Probationary Officer Failure to follow the chain of command may result in a strike. ![](https://cdn.discordapp.com/attachments/1028542564497899551/1034003375643172895/LPD_Chain_of_Command_1.png) ## 2.2 Office of the Chief of Police The Office of the Chief of Police is made up of: - Chief of Police - Assistant Chief - Any other designated individual by the Chief of Police **Duties & Goals:** - Update & Maintain the Standard Operating Procedures - Long term planning of the department’s growth - Overseeing all department operations ### 2.2.1 Field Operations Bureau The Field Operations Bureau is made up of: - Patrol Unit I - Patrol Unit II - Traffic Enforcement Unit - Field Training Unit - Community Relations Unit **Duties & Goals:** - Provide the main workforce - Enforce the law efficiently and professionally - Provide department training (FTU) - Manage the status of probationary employees (FTU) - Provide positive community relations (CRU) ### 2.2.2 Special Operations Bureau The Special Operations Bureau is made up of: - Intelligence & Investigations - Internal Affairs - Emergency Services Unit **Duties & Goals** - Provide an investigative service for the Lander Police Department (I&I) - Cooperate with other departments to investigate criminals (I&I) - Ensure proper distribution of documents to civilians (I&I) - Follow up on, and investigate, police reports (IA) - Ensure proper distribution of documents to officers (IA) - Monitor officers for SOP guidelines (IA) - Keep in contact with other agencies and the community. (ESU) - Ensure the safety of Lander against terrorist organizations. (ESU) - Uphold the law in court in order to protect innocent officers. (ESU) # Section 3 - Standards of Conduct and Appearance --- ## 3.1 General Provisions (a). Do not disrespect the general public, fellow officers, or members of the government. (b). No verbal or visual support of politics whilst on-duty or representing the Lander Police Department. ( c ). Committing any crime on-duty or off-duty may result in your termination from the department. This also includes any affilation with a criminal organization rather directly or indirectly may result in your termination from the department. (d). Insubordination or failure to comply with a supervisor's orders may result in disciplinary action. (e). Failure to follow your official bureau's Standard Operating Procedures (SOP), or other divisional SOP, so long as it has been approved by the Office of the Chief, will be the equivalent of violating the Lander Police Department's SOP. (f). Lieutenants are permitted to have one Secondary Division. Police Officer - Sergeant may have a Primary Division and Two Secondary Divisions. (g). Misuse of any equipment, including but not limited to weapons, uniforms, and vehicles may result in disciplinary action **up to** termination. (h). Anything that is not listed in the Standard Operating Procedures but is deemed to be unprofessional or unbecoming of an officer, by the Office of the Chief of Police, can result in disciplinary action. (i). Think before you act. ## 3.2 Dress Code *General Provisions* * No goofy or unprofessional faces, hair, or accessories, keep it professional. Items such as durags, headbands, bandages, dog tags, capes, flowers, headsets, are all examples of what is not allowed. * Police-marked hats are the only hats allowed with the exception of IA, I&I, and ESU SOP's. * Wearing a custom hat can be done via the Plain Clothes option in-game. The appropriate uniform must be bought and worn underneath. * Skin color should be realistic and presentable. Skin Tones like Pure Black, Yellow, and other unrealistic skin tones will be prohibited. * You may not pose as a trap, this is highly unprofessional. * Long guns are to be racked inside of the current spawned Department Vehicle intended for your shift. * All uniforms must be bought and worn only from the original Lander Police Department Group, with the exception of the uniforms in New Haven County that is provided. **Formal Uniform** * Worn only during formal events, state house security, or graduations. **Class A's/Class C's/Windbreaker** * Worn during general or patrol duties, during their respective seasons. * Windbreaker is permitted to be worn for all employees of the Lander PD. **Traffic Class C/Hi-Vis Polo/Hi-Vis Jacket** * Worn only by the traffic unit while conducting their respective division duties. **Training Polo** * Any active employee of the Lander Police Department is generally able to wear this uniform. * Worn by Community Relations Unit (CRU) and Field Training Unit (FTU) when upholding their unit duties. * CRU is allowed to wear the polo on-duty when holding events, meet and greets, speeches, and anything that falls under a public event that is under the command of the unit. * FTU is allowed to wear the polo on-duty when holding phases, and training, or anything that falls under a training event that is under the command of the unit. **ESU Tactical Set** * Worn by member of the Emergency Services Unit, and available to both primary and secondary operators. **Undercover/Plain Clothes** * Only approved for Captain and above, as well as members of the I&I Division, IA Division, and ESU Command. All uniforms must be professional. Internal Affairs must wear formal attire such as a suit/dress shirt. A badge must also be worn for all those in undercover attire. * Approved under special circumstances by Captain and above. * The Lander Police Department Badge must be worn and visible whilist wearing undercover clothing. The offical badges can be found below; * Sergeant+ Neck Badge: https://www.roblox.com/catalog/2753998996/LPD-HICOM-Badge-neck * Sergeant+ Belt Badge: https://www.roblox.com/catalog/2754004615/LPD-Golden-Belt-Badge * Police Officer-Coporal Neck Badge: https://www.roblox.com/catalog/2529032166/LPD-Silver-Necklace-Badge * Police Officer-Corporal Belt Badge: https://www.roblox.com/catalog/2529031796/LPD-Silver-Belt-Badge ## 3.3 Equipment & Off Duty Conduct All Police Officers and above has the following equpment to choose from: * 1 Bennetti * 1 Delino R21A * 1 Police Grade Hawthorne 500 * 9mm magazines (It it recommended to not carry more than 9) * 556 magazines (It is recommended to not carry more than 7) * 3-4 Handcuffs * 1 TI26 Taser * 1-2 Cartridges * 1 Flashlight * 1 Baton * 1 Radar Gun * 1 Radio Officers represent the Lander Police Department even when they are off duty. Officers should maintain serious and professional conduct at all times no matter the setting and mood. Employees also must report any citations received or if they were arrested off duty to the Internal Affairs Division. You are permitted to have fun while being employed but don't over do it and be stupid, have fun but also maintain a positive and professional image. Officers should get rid of all equipment besides their flashlight, sidearm, and 3 magazines of ammunition when they are heading off duty. The best way we recommend to get rid of your equipment is spawning a regular department vehicle and putting everything in the trunk of that vehicle. Officers are prohibited from entering their **PERSONAL VEHICLE'S INVENTORY WHILE ON DUTY TO PREVENT POSSIBLE DEALING AND DISPENSING OF ON DUTY WEAPONS**. When going off duty you are only permitted to drive your own personal vehicle, aren't allowed to drive any Lander PD Vehicle while off duty. When off duty, you are not a peace officer. Use the weapon in defense of yourself and others! Do NOT give chase if the subject flees while not actively discharging or attacking another subject as you are not actively on duty patrolling. ## 3.4 Activity Activity in the Department is tracked by patrol logs and is **often viewed by the Office of the Chief at the end of the week**. Patrol logs are to be done by each officer of the Lander Police Department that is Corporal and below. The **requirement is 1 hour for one week each**, Monday-Sunday. Keep in mind the **Office of the Chief of Police has every right to discharge your employment if deemed inactive.** ## 3.5 Resigning Officers must inform their immediate superior at least one day in advance if they are resigning. The supervisor must then follow the Chain of Command and inform the Lieutenant and so on. They must also not be on adminisrative leave, suspended, or any pending IA investigations. The employee must of been employed for a mininum of 1 week. If this procedure is not followed the resignation will be nulled and may result in a blacklist and termination. ### 3.5.1 Transfer Policy In order to be eligble to transfer to another Law Enforcement Agency certain criterias must be met. The employee that wishes to transfer, must have been in the department for 1 week. They must have no pending or on-going investigations and must be clear from any suspensions, and or administrative leave. The employee must also receive approval from your respective bureau Captain. ### 3.5.2 Going on Leave & Inactivity Officers must inform their immediate superior following the Chain of Command at least one day prior to going on an inactivity notice. Supervisors should then approve or deny the Inactivity notice. Officers should also fill out the inactivty notice that is connected to the LPD Bot via bot-commands. Unexcused absences during patrol log activity checks will result in a strike. Officers may not exceed an inactivity notice over 7 days without authorization from their supervisor. Officers must wait two weeks before another inactivity notice, unless authorized by their immediate supervisor. These patrol log strikes may be removed if patrol log activity checks are met twice in a row. ## 3.6 Professional Conduct As an employee within the Lander Police Department, you’re expected to remain professional and courteous whilst engaging in any public settings. This would include anything that involves individuals of the public (citizens, tourists, other departments, relevant discord servers etc.). Otherwise, we are aware this is a game and that you’re here to enjoy yourselves. Grammar is not enforced. ## 3.7 Respect As an employee within the Lander Police Department, you're expected to be respectful to all individuals. This includes but not limited to all relevant Mayflower Discord servers. ### 3.7.1 Insubordination As an employee within the Lander Police department, all orders must be followed if you receive one by a superior. This includes Lander Police Department Discord and while representing the Lander Police Department in any relavant State of Mayflower Game. ## 3.8 State of Mayflower & Lander Police Department Communication Server You are expected to follow the Discord Rules at all times. Disciplinary Action can be taken If found to be in violation of a Discord Rule in any State of Mayflower Relavant servers. As an employee within the Lander Police Department, you are required to be in the State of Mayflower Discord & Lander Police Department Discord. If you are not found in these discord servers you'll be terminated if you are not in the servers. # Section 4 - Administrative Procedures --- ## 4.1 Acceptance & Deputization Members of the department can be accepted by the Chief of Police, Assistant Chief, or a Captain who has been delegated to the duties of employment. Deputization is not allowed. Only members of the development team have that power. ## 4.2 Disciplinary Action Disciplinary actions that may be taken against emplyoees who fail to follow department policies and procedures that are listed in the Standard Operationg Procedure. ### 4.2.1 Verbal Warning Verbal Warnings are given by supervisors that are not documented within any records. ### 4.2.2 Written Warning Written warnings are given by supervisors that are documented within the emplyoee's record. Written Warnings expire after 14 days, meaning after 14 days, that written warning cannot be held against that employee, however, it does remain in the employee record. After 3 written warnings, a strike can be issued. Written Warnings are only appealable to the supervisor who issued the written warning. ### 4.2.3 Strikes Strikes are given to employees for many reasons. These strikes are recorded into the employee's record and documented on the Department Database and does not expire, unless appealed. Strikes may be issued by a supervisor with the rank of Lieutenant or above. After 3 strikes the emplyoee is subject to immediate termination. Strikes are appealable by appealing it via the Bureau's Captain. Officers who violate the handbook or are under investigation can be given modified assignments. This includes desk duty for patrol/traffic members. Non patrol/traffic divisions can be limited from performing specialized duties during modified assignments. ### 4.2.4 Promotions, Demotions, & Transfers Only the Captains can move members in between bureaus. Both Captains must be consulted and approve of the transfer. It is the responsibility of the Captain to ensure the respective command is informed of the transfer as well i.e Lieutenant & Sergeant of both divisions. Captains may distribute explicit permission to certain individuals or rankings to transfer at their own discretion. Supervisors are only allowed to promote and demote officers within their bureau, divison, and confirm promotions with the Office of the Chief of Police. Failure to confirm or give notice to the Office of the Chief of Police will result in disciplinary action. If filed in department-logs, then the Office of the Chief of Police does not need to be notified. Cadets may not transfer out of Patrol upon completion of the Academy. They must remain in Patrol for 2 weeks in total which includes their probation period. ### 4.2.5 Suspensions & Terminations Suspensions will only be able to be handed out by the Internal Affairs and anyone above the rank of Captain. Lieutenants may hand out temporary suspensions until the situation is addressed with either a Captain or IA. Terminations may be handed out only by the Internal Affairs after consulting the Captains and with approval from the Office of the Chief of Police. Discharges & Transfering Officers who leave on their own accord with a 1 day notice, no current investigation, and only have a strike or less may be given an honorable discharge. Officers who leave without notice, are under investigation, or have 2/more strikes may be given a dishonorable discharge. **Members who are fired/terminated from the department are given a dishonorable discharge. ** ### 4.2.6 Holding Supervisor Positions Members of the department must have these qualifications to hold Lieutenant, Captain, Assistant Chief, or Chief of Police: Have had good standing with the Administration. Have not had any disciplinary action for (2) weeks. All supervisors are subject of removal if deemed necessary by the Office of Chief of Police. ### 4.2.7 Administrative Leave The Captain of Special Operations Bureau, Internal Affairs Command, the Assistant Chief, and the Chief of Police reserves the right to place any officer under the rank of Captain, within the Lander Police Department, under administrative leave. If a member of or above the rank of Captain is being placed on Administrative Leave it must either be done by the Chief of Police or through a Department of Justice order. While an employee is on Administrative Leave, they shall not utilitze their powers to access weapons or any other tool that is department issued. In addition, they should refrain from accessing the Lander Police Department Team. And the employee shall not enter the restricted areas within the Lander Police Station i.e armory room, reception, SOB area, etc. If these procedures are not followed, then the employee is subject to termination. # Section 5 - General Procedures --- ## 5.1 Jurisdiction The Lander Police Department has jurisdiction within the city limit signs as well as on the “lander side” of the river up to the city limit signs near the jail and state park. Lander Police Department also has jurisdiction over the Lander sewers and Lander Minor. Members can only leave jurisdiction in the following circumstances: * Pursuing a subject that came within LPD’s original jurisdiction. * Transporting a subject to another police facility. May only stay out of jurisdiction for 15 minutes. * Court appearances related to your duties. * Driving to the National Guard or NRA during official training duties. * When an adjoining agency is in need of emergent help. (Only Permitted if there are less than 3 State Troopers and 2 Sheriffs Online) * Requested by a member(s) of the development team. * Given expressed permission by the Chief or Assistant Chief of Police. ## 5.2 Radio Communications Employees are assigned a callsign on entree to the department. The callsign is determined by the Officer’s Rank in their bureau. Anyone who changes the callsign of another member without proper authorization and without notifying and following the proper Chain of Command of that bureau will face disciplinary action. All radio chatter should be kept professional and relevant to your respective duties. Employees can find their callsign in the Employment Roster: LPD | Main Database * Radio Channel Usage * Global Channel (Main Comms between all radios transmitted within New Haven County) * Used for general communication between all departments. * Used to call in unit status (10-8, 10-9, 10-7). * ES Channel * Used for ES-specific conversations, aswell to run CLEAR ONE and CLEAR PLATE. * Hostage Situations * LE Channels (LE-1, LE-2) * Used as tac channels. * Used for officers in pursuits and private chatter. * Department Channel (Lander-1) * Used to have interdepartmental chatter. * Department Training * Briefings When switching between each of the channels, you are to state: “[CHANNEL YOU’RE TRANSFERRING TO].” Once you’re on that channel, you’d state: “Joined.” Ex: An officer is on Global Channel wanting to switch to ES: “ES.” Once the officer is on ES: “Joined.” ### 5.2.1 Panic Button Policy The panic button should only be used in emergency situations requiring immediate assistance. This feature should never be abused and abusing of the panic button will result in discplinary action for (Misuse of Radio Comms) ## 5.3 Lethal Force In order to use Lethal Force it must meet one of the following criteria(s) listed below. * 1(a) Self Defense. When they reasonably fear for their lifeagainst an imminent threat of severe bodily harm ordeath. * 2(b) Serious Offenses Against Persons. When deadly force reasonably appears necessary to prevent the commission of a serious offense against a person where a reasonable person would perceive an imminent danger of death, or serious bodily harm that results from that offense being committed. * 3(c) Apprehension. When deadly force would appear reasonably necessary to prevent the escape of a person in which an officer has probable cause to believe that the person possesses a significant threat of death or serious physical injury to the officers or others. ![unknown](https://hackmd.io/_uploads/SJxEGTKbA.gif) ## 5.4 Disposing of Equipment All issued equipment from the Lander Police Department is to be disposed of via the usage of our department vehicles. An officer is required to place the equipment in the trunk of a department vehicle and respawn said vehicle to ensure the trunk has been cleared. Any other method of disposing of equipment, such as dropping said equipment in the armory, is not allowed. Storing equipment in your personal vehicles instead of department vehicles is also not allowed. ## 5.5 Operation of Vehicles * 1(a) Members operating vehicles in a non emergency fashion must follow all traffic laws. Members will be responsible and respectful while parking their vehicles. * 2(b) Members responding to a non-emergent 10-32 request should not break any traffic laws unless with the use of red/blue visual lighting equipment. * 3(c) Members responding to an emergency or 10-58 should be aware of any traffic issues that may occur and use visual/audible emergency equipment during the response. Members are highly encouraged to turn off the equipment when within a considerable range at high risk situations to prevent alarming or scaring off the suspects. * Classic Crusader: Probationary Officer+ * Modern Crusader: Probationary Officer+ * Modern LPD Sevilla : Police Officer+ * Marked Jackalope: Police Officer+ * Marked Intrepid: Police Officer+ * LPD Utility: ESU Operators or Police Officer+ given approval by High Command * ESU Jackalope: ESU Operators * The Enforcer: ESU Operators and High Command. ANYONE ABOVE THE POLICE OFFICER RANK IS ONLY PERMITTED TO DRIVE THE ENFORCER WHEN THERE IS A HIGH CRIME RATE WITHIN THE CITY. * Slicktop Modern Crusader: Corporal+ and Officer of the Week * Slicktop Classic Crusader: Sergeant+ * Slicktop Jackalope: Sergeant+ * Unmarked Crusader: Detectives, ESU, TEU, & Lieutenant+ * Unmarked Classic Crusader: Detectives, ESU, TEU, & Lieutenant+ * Unmarked Chariot Intrepid: ANY MEMBER of the Special Operations Bureau, Officer of the Week, and High Command. ### 5.5.1 Traffic Stop Policy Traffic stops may only be completed by members of the department that fit the following criteria: * 1(a) In uniform * 2(b) In marked vehicle * 3(c) Unmarked vehicles may conduct traffic stops if the officer is in a fully marked LPD outfit. * 4(c) Stops may be completed by non-uniformed officer only if the person they are stopping is: * 5(d) An active BOLO * 6(e) Active warrant * 7(f) Person of interest for Investigations and Intelligence (non-uniformed officer must also have a uniformed backup for this stop) ### 5.5.2 Pursuit Policy Vehicle pursuits are to be followed as taught in LPD Academy. LPD officers will continue to pursue if they were the officer to have called out and began the pursuit. LPD Officers are expected to fall out of pursuit (especially when out of city limits) if there are multiple other LEOs on the pursuit, usually 3-4 other LEOs. ## 5.6 Providing Identification on Request Members are obligated to provide their username and callsign to the individual asking, up to two times. Members must do this for every individual who inquires. ## 5.7 Supervisor Upon Request Members are obligated to request a supervisor if requested by an individual per each scene. A supervisor must be called via the radio. If there is no supervisor available, supervisor is busy, or a supervisor has already spoken with the individual then a supervisor request can be denied. A member must wait up to 5 minutes for a supervisor, any longer is completely optional. Supervisors are required to make verbal contact with the individual requesting a supervisor and their counsel if on scene. If the supervisor has determined they are not needed, they may leave. In addition, employees are only required to provide a supervisor from the Lander Police Department. ## 5.8 Desk Duty Normally used as a way of punishment or disciplinary action for those who have broken any laws or rules located throughout the SOP and Mayflower. Cadets and above may go on-duty as desk duty as long as they announce it through the radio (i.e. [callsign], 10-8, Lander Station, Desk Duty). While on desk duty you are still able to stop crime, however only if it is within the vicinity of the station (i.e From the desk to the bank is a good example of the vicinity). ### 5.8.1 Probationary As a cadet after passing the academy stages and taking your oath you are expected to be on the best behavior for the next three days as any complaint may result in immediate termination. You are always expected to be on your best behavior even outside of the probationary stage. You are not allowed to carry, or use, long-guns during the period of time in which you are probationary. During this time you are still allowed to go about doing desk duty if you wish, this position will also occasionally be utilized as a punishment for rule/law breakers. If you have taken the oath, you are then allowed to do normal patrols on your own, however, do take note of the risk of termination. ### 5.8.2 Officer After completing the academy, taking the oath, and probationary period, you will have received the rank of Police Officer, allowing you access to carry/use long-guns and do normal patrols. You will be expected to fulfill your patrol logs as well as carry out the duties required of you as a fully employed officer. At this position, you are open and free to potentially join a division in which the Lander Police Department has to offer. ## 5.9 Random Vehicle Search Policy Vehicles may be searched by Internal Affairs, Investigations and Intelligence or any member that is ranked Captain or higher. - Any illegal items found in the aforementioned search may be seized. The reason behind the vehicle search is not required to be said. Failure to abide by this vehicle search will result in your immediate termination from the Lander Police Department. Any obstruction from other employees will be subject to disciplinary action. A person may not search another person if they are a higher rank than the individual unless authorized by the SOB Captain or those above the SOB Captain - The Chief cannot be searched unless he gives explicit permission to do so.- Assistant Chief can only be searched with the permission of the Chief. ### 5.9.1 Operating during a City Lockdown While under a city lockdown, which can only be issued by the Office of the Chief of Police, all officers are required to do the following: * Officers are required to equip themselves with Patrol or Plate Vests. * Officers are recommended to use the LPD Utility as their patrol vehicles. * Officers, who are not on probation, are required to continuously equip themselves with a Delino R21A or a Hawthorn 500. This is to be strapped to the front of the vest or slung on the officer. * Officers are required to pay very close attention to any commands being issued by the Office of the Chief of Police via the announcements channel. * Officers are to disregard any minor traffic infractions during City Lockdowns. * Officers are required to patrol with a partner. Cadets and probationary officers do count towards this partner requirement. # Section 6 - Information, Media, & Ride Alongs --- ## 6.1 Classifications of Department Documents *Classified Information:* * Information on gangs. * Information related to LPD operations. * Information given to you directly that is not on the spreadsheet. * Edit links to documents. * SOB Information and documents or Personnel records * Unless requested by the Attorney General, LETI Director, or another law enforcement agency. * Unless declassified by the Intelligence Operations Bureau. * USE COMMON SENSE! *Declassified Information:* * Information regarding entry or employment. * Approved public documents or releases. ### 6.1.1 Releasing of information to the public Members should not be handing any information to the public unless delegated to do so by the Office of the Chief of Police or this handbook. Releasing classified information could result in termination and/or disciplinary action. *Sending someone an application, FAQ document, etc is completely acceptable.* ### 6.1.2 Tampering with Department Resources Tampering with department resources will result in the immediate termination with banishment from all Mayflower Discords & Games. ## 6.2 Information Requests or Orders Members of the department should not give any restricted information to outside enforcement or investigative bodies without permission from the Office of the Chief of Police. ## 6.3 Press Briefings The Office of the Chief of Police, Captains, and the Community Relations Officers may host press briefings or public releases. No other member should host or speak at a briefing or meeting without approval. ## 6.4 Ride Alongs Ride alongs can be given by any officer with the permission of their Sergeant, Lieutenant, Captain or above. ### 6.4.1 Ride Along Rules: * No Firearms or Weapons, excluding a service weapon (B-17) for off duty LEOs. * Inform the subject to stay in the vehicle. * Inform the subject not to interfere with scenes or suspects. * Special divisions must get supervisor approval before giving ride alongs unless it is public relations. * At any time the officer may terminate the ride along for any reason. # Section 7 - Lander Police Academy --- ## 7.1 Requirements of Entry In order to enter the Lander Police Department the following must be correct: 1. Citizen of the State of Mayflower. 1. No arrests on record up to two weeks. (THIS IS SUBJECT TO CHANGE LATER ON IN THE FUTURE) 1. Is in the LPD Discord server and State of Mayflower Discord server. ### 7.1.1 Entry Process There are 6 steps into becoming a Lander Police Officer. If you pass one stage, you go onto the next: 1. Employment 1. Pass the application. 1. Pass the interview. 1. Acceptance 1. Get accepted into the Lander Police Department. 1. Get your roles within the Lander Police Department Discord and Group. 1. Briefing and Expectations 1. You will be briefed and taught the LPD expectations. 1. Cadet Training 1. Finish your training with the Field Training Unit. 1. Final Assessment and Probationary Period (If Fail Final Assessment you will have to undergo Academy once again after failing once more, You will be be generally discharged.) 1. Be assessed and finish your probationary period. (Must take oath.) 1. Become a fully fledged Lander Police Officer ## 7.2 Cadet Guidelines **These guidelines are to be followed to ensure that you, as a Cadet, do not violate the Zero Tolerance Policy automatically placed on all cadets.** * Cadets are not permitted to dispense or use long guns (R21A, Hawthorn 500) * Cadets are not permitted to take any equipment off duty with the exception of flashlights. * Cadets, while on team, are only permitted to perform Desk Duty if they have completed Phase 1, and Stage 1 Ride Along. Please reference the Desk Duty policy for more information. * Cadets cannot spawn or drive any vehicles while on the team. * Unless spawning a vehicle to check for roof number & license plate. Cannot drive said vehicle. * Cadets cannot leave the station’s vicinity without explicit permission from a Captain+. * Cadets may go on ride-alongs with any FTU. * Cadets are expected not to go near the parking lot unless told to do so or dealing with a high risk situation. * Cadets can perform arrests with supervision of an MPO+ or FTU. * Cadets can issue citations with supervision of a PO+ or FTU. * Cadets can detain individuals if needed, so long as they request a supervisor. ### 7.2.1 Cadet Loadout * 1 Bennetti 17 * 5 9mm magazines * A Cadet can carry up to 6x 9mm magazines (1 loaded, 4 extra) for their Bennetti 17. * 3-4 handcuffs * 1 TI26 Taser * 2 Cartridges * 1 Flashlight (optional) * 1 Baton * 1-3 Flares (optional) * Radio * Radar (optional) * Cones (optional) * Barriers (optional) ## 7.3 Probationary Guidelines These guidelines are to be followed to ensure that you, as a Probationary Officer, do not violate the Zero Tolerance Policy automatically placed on all probationary officers. * Probationary Officers are not permitted to dispense or use long guns (R21A, Hawthorn 500T) * Probationary Officers may dispense and use any other equipment, whatever that they deem necessary for their patrol. * Probationary Officers may only patrol in the Marked Classic Crusader and Marked Modern Crusader. * Probationary Officers may arrest and/or cite any individual without supervision. * Probationary Officers may not take any equipment off duty, excluding a flashlight. * Probationary Officers are permitted to conduct ride-alongs so long as they obey the ridealong policies stated in this Standard Operating Procedures Manual. * Probationary Officers may not take Cadets on a ride-along. * Probationary Officers may patrol on their own, so long as they abide by the policies stated in this Standard Operating Procedures Manual. ## 7.4 Cadet Foot Patrol Guidelines * Cadets must wear the Class A with the reflective vest during the duration of the Foot Patrol. * Cadets must stay within the City of Lander Jurisdiction. * Cadets must have a battle buddy; aka a partner to patrol with you. * Cadets may ride in another departments vehicle for 58 requests. * Cadets may arrest, cite, detain and act in their official Law Enforcement capacity.
