# High Council, a Governance Rollup
The council kit rollup is a standalone rollup where teams using and building on Council can share resources and unify to develop the future of governance. It's a DAO launch platform meets council DAO deployment and management. It also includes a top level governing version of council, High Council, dedicated to the future development and roadmap of Council Kit and governance design as a whole. The High Council will have its own dedicated treasury and will be responsible for managing the state of the rollup. Through the use of voting vaults, protocols/DAOs building on the rollup get to have a vote in the High Council. The voting vaults will collectively give each DAO 1 vote, so if there are 12 DAOs in total, that’s 12 votes. The High Council would approve new DAO participation to avoid sybil attacking this mechanism. Multichain voting is also a core piece of the rollup, a protocol may have products or assets deployed in multiple chains, governed from one place.

## Why bring Governance into a standalone rollup
- Low fees allow for less burdensome voting experiences and make the security of on-chain voting and executables more normalized (similar to what Snapshot enables today).
- Unifying governance efforts and development across teams allows for a more robust and diverse system. It's also a beautiful narrative for the ecosystem.
- The core Council smart contracts are shared all in one place. Further, all voting vaults created can be put into a registry for anyone to use for their project: NFT, LP, cross-chain voting vaults, and more can be contributed collectively and become a shared benefit./
- Adoption for real decentralized governance increases as a framework is created for new DAOs to launch on the rollup using very simple tooling.
- Network effects can be shared across the system, such as delegate profiles and more
- Multichain governance - products can be live on multiple chains or L2s, but governed in a single place
- **An example of a strong usecase for a standalone rollup:**
- entering/exiting won't be as high frequency as other applications
- less need for synchronous, composable integration with other protocols
- protects against flashloans or other security vulnerabilities by allowing it to be isolated
- allows many of the core teams to contribute and pioneer on the direction of the space
## Implementation
- Partnership with rollup core teams to help run the infrastructure. We have this lined up for deployment ready in 3 months, currently finalizing which team to partner with based on what support they offer. Sequencer would be initially managed by the rollup core team
- Chainsafe/connext contributing to cross-chain message passing to the DAO treasuries situated on L1 with possible [multibridge](https://github.com/MultiMessageAggregation/multibridge/tree/EIP5164) support for security
- Migration plan for current DAOs
- Cross-chain voting vaults so users can vote on other chains (connext/chainsafe?)

## Timeline
Launch the rollup in 3 months, prepping up the above implementation details and PM/coordination process in the meantime.
## Future Roadmap

- Underlying network/protocol to allow for DAOs to deploy frontends and data services directly through the existing network, removing the need for centralised CDN/infrastructure services

- Do we have a bonding curve on voting power for High Council based on how early a DAO became involved?
- New DAOs that launch through the rollup could contribute a % of their voting distribution to the top level governance council. What does this look like?
- DAOs that migrate could optionally have a contribution to the top level governance council, what does this look like?
- Do we explore an NFT for core protocol teams (not just the DAOs) to also have a vote?
