## Improve the Debates component: Listing

### User story
**Is your feature request related to a problem? Please describe.**
As a visiting user, I want to have more filtering options in the debates, be able to sort them and see some metadata from the general listing cards.
**Describe the solution you'd like**
In addition to the current filters, which are Origin and Category, I want to have the following filters:
- [Hashtags](https://decidim-design.herokuapp.com/public/proposals/proposals-with-filters)
- Status (Open / Closed)
- Scope
I also want to be able to sort them by the following options:
- Random
- Most recent
- Most commented
- Most recently updated
Finally, I'd like to view an improved design of the debates cards (some cards now appear with a loose icon if the dates for an AMA are not added), and I'd also like to see the last active participant in every debate.

## Improve Debates component: Detail metadata

As a visitor I want to see how many unique users commented and how many User Groups have commented on a debate.
**Describe the solution you'd like**
To see the summary metadata of the debate:
- Number of unique participants who have commented in the debate
- Number of unique user groups commenting on the debate
**Describe alternatives you've considered**
To show this data on a smaller scale. This should be visible on other
To not show this data, as this is something that other platforms (Discourse, Meneame, Reddit, HN, etc) don't give, as this is some analytics that are extracted on a posterior analysis.

**Is your feature request related to a problem? Please describe.**
As an administrator of a participatory process, I want that participants only have access to a level of the Scopes on Proposal creation form.
**Describe the solution you'd like**
When I go to the form creation as a participant, I should only have access to some of the levels of Scopes, as we do with MAX_DEPTH
Right now on Barcelona we have the following Scopes: City > Districts > Neighborhoods. We need to only have Districts > Neighborhoods on Proposals (Filter and Creation form), as this is what the normative says for this process (Participatory Budgeting 2020).

To have other way to select Scopes with different levels.
