# HAUS Rules

A couple rules and ideas to keep UberHaus running like a well-oiled German machine.

## Meetings / Communications

We'll aspire to do just one delegate meeting per month at least for the first year. We'll reasses after the first year.

The meetings will focus on:
* Discussing new proposals
* Summary of HAUS ecosystem
* Summary of the state of DAOhaus
* New intiatives

In the interim, delegates and DAOs can coordinate via the Discord channels setup in the DAOhaus server.

Please keep communications polite -- remember that delegates can be impeached and DAOs can be ragekicked.

## Proposals

Anyone can submit a proposal, obviously. A paladin should sort through the proposals and flag any serious funding or membership proposals submitted by the community. If a member DAO wishes to submit a proposal, it should follow the formatting below and the DAO's delegate should flag it's proposal to the paladin.

The best practice for proposal flow is:
1. Upload a draft of the proposal to discourse
1. Flag the new proposal in the delegates channel
1. Discuss the proposal at the next delegates meeting / in the chat
1. Ask one of the delegates who seems positive on the proposal to sponsor
1. Remind people to vote when the proposal enters the voting period
1. Process your own proposal once grace period is over

** Remember that most of these actions on xDAI are free, so participation (especially voting) is encouraged.

### Submitting Proposals

UberHaus proposals should first be submitted via Discourse or a HackMD link in the #delegate-proposals channel in the DAOhaus Discord. Proposals should only be sponsored according to the process below. Funding proposals that require spending funds from the vault, need to be submitted via one of the vault minions that holds the HAUS to be spent -- members of the DAOhaus Paladin team are happy to help with this.

Proposals should follow the format:

**Funding Proposals:**

* Overview / Goal
* Details
* Ask (in HAUS)
* Timeline
* Success Metrics

**Membership Proposals:**

* Introduction to your DAO
* Why your DAO wants to join
* HAUS you will tribute (min 500 HAUS)
* Do you need HAUS loan to join

**Signal Proposals:**

* Overview
* Details
* Next Steps
* Quorum for Strong Signal

### Sponsoring Proposals
Proposals should be sponsored after
1) Being discussed at Delegates meeting where at least 1 of the Delegates desires to put the proposal up for a vote or
2) If a Delegate states her/his intent to sponsor a proposal in the #uh-delegates channel and there's no objection to sponsoring prior to a monthly meeting within 48 hours.

### Voting on Proposals
The *voting period for UberHaus is 4 days* and a notification will pop-up in the DAOhaus Discord when any new proposal is submitted or enters the voting period. The grace *period is 14 days*, which should give any DAO the ability to RageQuit if it strongly opposes any passing proposal.

### Processing Proposals
Proposal processing should be done by any delegate who is feeling generous. If a proposal needs processing, you can ping the #uh-delegates channel for help.

## Treasury
One of the primary functions of UberHaus is to manage the HAUS treasury wisely in order to ensure a vibrant community poised for success over the long term.

It is recommended that the remaining HAUS treasury be split into the following "vaults":

* 50% in the deep vault (think year 5+)
* 25% in the DAOhaus, HAUS ecosystem development grant vault (years 1-5)
* 5% for HausDAO incentives (years 1-2)
* 5% for HAUS loans to help small DAOs with their tribute (years 1-5)
* 5% for Farming, Governance mining, HAUS incentives (years 1-2)
* 10% flexible vault (more focused on years 3-5)

We would also recommend that most of the more immediate vaults are placed into streaming or vesting contracts so that the funds are available in the "treasury" at a constant rate.
