pods will likely keep a pretty flat structure

hierarchy will form inter-pod. hierarchies of pods
layer pods together and delegate responsibilities and rule-making to different layers

Orca itself is a team of 8 people
originally wanted to be DAO first and avoid the progressive decentralization process
- were going to bootstrap their own org and fundraising
but went the more traditional route
goal is still to dogfood their own product, w/ pods and community control etc.
