## Data Governance Design and Implementation Recommendations
A robust Data Governance Design and implementation plan provides a structured approach for managing organization's data assets, ensuring data quality, security and compliance with regulations.
#### Purpose ‼️
The purpose of this document is to provide DG Program Framework and Design recommendations to align with customer's data operations with the recommended policy.
#### Scope
>[!Note]
This Design Document applies to all Company offices, departments and operating entities.
#### Roles and Responsibilities
1.1. Current State ✅
==Customer currently has informal roles and responsibilities in their information lifecycle management practice. Each department (data domain) is responsible for creating and storing their data in company approved locations with some help from central IT team==
==The data design, storage, us and archival, destruction processes are not forma;lized at an enterprise level. Each department is responsible for these processes, if they are implementing them.==
> [!CAUTION]
Implication: without official roles for the approval and issue resolution process, data quality may be at stake.
1.2 Future State 🔮
`Customer should establish Data Governance Framework that utilizes formal roles in the information management lifecycle to ensure safe and reliable data. The following roles should be established.`
### General Data Governance Organizational Framework
>[!Important]
*The guiding body for data governance is the Data Governance Council, which defines and oversees the governance frameowk, data owners, data stewards and subject matter experts enact the governance framework in practice and report back to the governance council.*

| Data Governance Council | A Data Governance Council (DGC) is a group of people within an organization that sets and enforces policies, standards and procedures for data management and governance. | The council should be made up of experts and key stakeholders from IT, legal, compliance, and representatives from working groups. There shoudl be one data governance council for the enterprise. |
| Data Custodian | A team that is responsible for protecting data, managing systems and servers, providing secure infrastructure, and implementing policies set forth by the data governance council. | This team should be comprised of data analysts and managers with technical acumen in data management and administration. Data custodian should be a central team. |
| Data Stewards | A data steward is responsible for protecting data, managing systems and servers, providing secure infrastructure, and implementing policies set forth by the data governance council. | This team should be comprised of data analysts and managers with technical acumen in data management and administration. Data custodian should be a central team. |
| Data Owners | In conjunction with working groups and the Data Governance Council, data owners are responsible for defining data access permissions, ensuring data accuracy and integrity, determining data usage policies, and overseeing compliance and relevant regulations and internal standards. | Each Domain should have data owner. This individual should have decision making authority and ability for regular meetings with data custodians, stewards and councils. |
| Working Groups | Data Governance working groups are responsible for ensuring data governance policies are implemented within their relevant departments and ensuring commonly used data and templates is approved across all relevant departments. | Customer can form working gorups based on data that is commonly shared among data domains. See below for working group recommendations. |
#### Data Governance Roles Interaction
Working groups are comprised of data owners and stewards to implement data policies, ensure data quality, and put forth templates that are to be reviewed. These groups have a regular review cadence with the data governance council and data custodians to report any ongoing data issues and/or request new data governance initiatives to ensure the enterprise data is secure and relevant to the strategic goals of the business departments, or data domains. The data governance council reports any issues and initiative requests to the board and c suite stakeholders via an identified executive sponsor. The data governance council should utilize the established governance process for reporting relevant material to committees, boards, and executive sponsors.
1.3 Working Groups
Below are proposed working groups for customer. These domains share and access much of the same data on a regular enough basis to necessiate regular working sessions regarding data governance policy implementations and data design.

#### Data Governance RACI
The data governance RACI establishes responsibilities of each role/group in the proposed Data Governance Framework. It covers a range of tasks from one-time meetings, ongoing efforts, and a large scale implementation.
