> 匿名網路社群 anoni.net 由關注匿名網路與網路自由的一群人在台灣發起,透過 Tor、Tails、OONI 等開源工具推廣數位隱私與網路審查觀測。我們從整理 OONI 在地觀測、翻譯技術報告與文件起步,於 RightsCon Taipei 等場合舉辦工作坊與小聚,並在 2025 年舉辦「匿名網路工作坊」,陪伴新聞記者、公民團體與倡議者建立第二安全裝置、匿名連線與審查偵測能力。邁向 2026 年,我們將持續經營多語文件網站與線下活動,聚焦三個方向:打造一般使用者可操作的個人隱私指引、在校園推動 Tor Relay 建立競賽,以及探索合規且符合在地情境的匿名支付實務。我們是一個歡迎多元背景參與的開源社群,不只需要工程師,也期待翻譯、設計、寫手與實務工作者,一起在台灣累積匿名網路的知識與基礎建設。

匿名網路社群現正公開徵稿,邀請你投稿 COSCUP 2026 匿名網路社群議程軌。這是社群第二年在 COSCUP 推動相關議程,我們透過公開徵稿,希望吸引更多關心或實踐「匿名」的夥伴加入分享。議程軌為期兩天,涵蓋演講、工作坊、Demo 與實務分享。
## 跨社群合作:匿名網路社群 × ETHTaipei
今年我們與 **ETHTaipei**([台北以太坊社群](https://ethtaipei.org/))展開[議程合作](https://anoni.net/docs/blog/2026/04/2026-anoni-net-eth-taipei/)。兩個社群在**匿名支付**主題上各有不同切入角度,為讓投稿者的稿件能到最合適的聽眾面前,我們將聯合審稿:
- **應用導向、科普類**稿件:優先安排至匿名網路社群議程軌
- **技術、協議層**稿件:可能調整至 ETHTaipei 區塊鏈議程軌
投稿時不需要自行判斷要投哪一軌,審稿階段我們會與講者溝通確認。兩邊時程與議程安排也會互相宣傳,參與者可以在兩個 track 之間跨場聽相關主題。
**活動第二天(8/9)**,兩個社群預計聯合籌辦「**匿名支付**」主題議程,歡迎對此主題有興趣的講者與參與者特別關注。若你有相關提案,也歡迎直接在投稿說明中備註希望列入跨社群場次。
## 徵稿主題
- 個人隱私:聚焦在現實情境採用的個人隱私經驗與方法,包含跨境移動、裝置檢查、帳號與資料管理等情境。
- 匿名網路與網路自由:聚焦監控、封鎖或差別路由環境下的匿名連線與安全溝通,內容可涵蓋 Tor、Tails、OONI 與抗審查實務。
- 匿名支付:聚焦合法前提下的匿名支付與匿名捐款實作,包含支付路徑資料暴露風險、工具限制、法遵與稽核經驗。
- 國際參與:聚焦在地社群與國際組織協作,內容可涵蓋 Tor Project、Tails、OONI、EFF 等跨國合作與在地落地經驗。
- 其他相關主題:可涵蓋吹哨者保護、匿名舉報、安全通訊、去識別化與 metadata、開源授權、可重現建構等延伸方向。

- 個人隱私是基本人權,也是數位安全與數位生活的基礎。
- 網路應保持開放與自由,任何人都應可使用匿名網路。
- 匿名支付討論以合法、可稽核、保護弱勢與成員安全為前提。
- 在地行動需要接上全球協作,並帶回可重複的實務經驗。

> Anonynet Community (anoni.net) is a Taiwan-based grassroots group focused on anonymity networks, internet freedom, and digital privacy. We promote tools such as Tor, Tails, and OONI, helping journalists, NGOs, and activists build safer “second devices”, anonymized connections, and censorship measurement workflows. Since 2025 we have run local workshops and roundtables, including an August “Anonymous Network Workshop” and activities around RightsCon Taipei, and we maintain a multilingual documentation site in Traditional Chinese, Simplified Chinese, and English. In 2026 we focus on three tracks: practical personal privacy guidelines, a campus Tor relay building initiative, and explorations of legally compliant anonymous payments. At COSCUP we hope to connect developers, security researchers, designers, translators, and community organizers who care about verifiable, open, censorship-resistant infrastructure, and to co-design localized, open-source toolkits for anonymity networks in Taiwan.

We warmly invite you to submit a proposal to the **COSCUP 2026 Anonymity Networks Community Track**. This is our second year organizing related sessions at COSCUP, and we hope to bring in more people who care about or actively practice anonymity to share real-world experience. The track runs for two days and includes talks, workshops, demos, and practical sharing.

## CFP Topics
- Personal privacy: practical privacy methods for real-life situations, including cross-border movement, device checks, account handling, and data management.
- Anonymous networks and internet freedom: anonymous connectivity and secure communication under surveillance, blocking, or differential routing, including Tor, Tails, OONI, and anti-censorship practice.
- Anonymous payments: lawful anonymous payment and donation practice, including payment-path data exposure risks, tool limitations, compliance, and auditing experience.
- International participation: local-to-global collaboration with organizations such as Tor Project, Tails, OONI, and EFF, including concrete local implementation experience.
- Other related topics: whistleblower protection, anonymous reporting, secure communication, de-identification and metadata, open-source licensing, and reproducible builds.

## Focus Areas
- Personal privacy is a basic human right and a foundation for digital safety and everyday digital life.
- The internet should remain open and free, and everyone should be able to use anonymous networks.
- Discussion of anonymous payments is grounded in lawful use, auditability, and the safety of vulnerable groups and community members.
- Local action should connect with global collaboration and bring back repeatable practical experience.

## Cross-community collaboration: Anonymity Networks Community × ETHTaipei
This year we are partnering with **ETHTaipei** ([Taipei Ethereum Community](https://ethtaipei.org/)) on [program coordination](https://anoni.net/docs/en/blog/2026/04/2026-anoni-net-eth-taipei/). Both communities approach **anonymous payments** from different angles. To ensure submissions reach the most fitting audience, we will review proposals together:
- **Application-oriented and introductory talks**: prioritized for the Anonymity Networks Community track
- **Technical and protocol-level talks**: may be moved to the ETHTaipei blockchain track
You do not need to decide which track to submit to — we will discuss placement with speakers during the review process. Both communities will cross-promote their schedules, so attendees can move between tracks to follow related topics across the event.
On **Day 2 (Aug 9)**, both communities plan to co-organize a dedicated session on **Anonymous Payments**. Speakers and attendees interested in this topic are especially encouraged to take note. If you have a relevant proposal, feel free to mention in your submission notes that you are interested in being included in the cross-community session.

## Ethics and Open Licensing Reminder
- This track is for lawful use and does not support money laundering, tax evasion, or other illegal activity.
- For topics involving anonymity tools, crypto assets, or coin mixing, please focus on education and risk understanding, and remind audiences about legal differences across jurisdictions.
- Public teaching materials and demo assets should follow COSCUP requirements and use open licenses.
