### UNIVERSAL HANDBOOK
PUBLIC RELEASE
> This document constitutes the structural and procedural basis under which the Mayflower State Police and its employees operate. The guidelines, policies, and norms prescribed in this document are to be followed at all times by all employees of the Mayflower State Police unless otherwise marked.

# SECTION I
### **GENERAL POLICIES**
1 a) Troopers are under no obligation to act mature in any Mayflower related discord server except in circumstances where it is required. These circumstances will become obvious to the Trooper or they will be told. Troopers must follow all Mayflower discord rules.
b) Unexcused inactivity will not be tolerated. Troopers are to regularly log their patrols, always in compliance with the activity rudiments stipulated which may vary from time to time. Requests for a leave of absence or prolonged excused inactivity should be sent to an immediate supervisor.
c) Troopers are to uphold the law and respect the norms of society thereby set, any sort of illicit activity, on or off duty, will lead to appropriate disciplinary action.
d) Troopers are to abide by the content taught and lectured in the Mayflower Law Enforcement Training Institute, State Police Handbook, as well as any policies imposed by the Attorney General’s Office and other authorized bodies alike. State Law is to be upheld by Troopers at all times.
e) Troopers should come across as friendly and helpful individuals and are to provide aid, support, and guidance to civilians whenever the aforementioned are in need, and circumstances allow it. Troopers are to be tolerant and of good moral character.
f) Troopers are to use grammar and behave in a respectful, mature, and professional manner, at all Mayflower-related games and events, in which they are representing the agency.
g) The Chain of Command must be respected, requests are to be taken up and dealt with by an immediate supervisor before being brought up to a higher entity. Insubordination towards a superior, as well as misconduct with peers or subordinates, will result in disciplinary action.
h) Troopers must behave professionally, responsibly, and must maintain good conduct and maturity whilst wearing the uniform or badge of State Police, in any game where they are acting as a State Trooper, cont. This can be done by enabling two-factor authentication of the account through Roblox settings. Failure to do so may lead to termination of employment by the Internal Affairs Bureau.
i) Troopers are only required to provide supervisors if an MSP SUPERVISOR is in-game.Corporals may act as supervisors if none are available and they are requested. Troopers are under no obligation to attempt to use discord to contact supervisors. Supervisors reserve the right to deny the supervisor request at their discretion.
j) The only people who should be conducting “bait car” operations are those with the expressed permission of High Command.
k) Troopers may patrol with other agencies IF those agencies have either statewide or countywide jurisdiction or if the l) Trooper receives permission from Middle Command+ to patrol with a municipal unit. Middle Command reserves the right to prohibit or allow these privileges on a case by case basis only. High Command+ may prohibit or allow these privileges permanently.
m) Troopers have an obligation to alert IA and HICOMM if any civil suits or criminal charges are brought against them. n) Troopers have a 24-hour window to do so.
# SECTION II
### **CONDUCT STANDARDS**
2 a) Troopers are to refrain from publicly reflecting personal opinions while representing the State Police. (e.g. Troopers must not publicly endorse political candidates whilst on duty).
b) Troopers are to respect the jurisdiction and duties of other divisions and agencies, within or outside the State Police, and as such they shall not interfere and intervene in investigations in which they have not been assigned (e.g. Troopers are to prioritize the State Bureau ofInvestigations in investigations pertaining to organized crime and firearm offenses,
c) Troopers are to report any infraction, wrongdoing or malpractice to the Internal Affairs Bureau, etc.).
Troopers are to treat, address, and interact with both the general public and their colleagues respectfully and cordially.
Troopers are to keep any conflicts they may have with a fellow law enforcement officer or emergency operator colleague out of their work and are expected to furthermore deal and sort such issues privately and out of the public eye.
Troopers are prohibited from publicly defaming, undermining, and insulting other agencies and their respective employees. Constructive criticism is, of course, allowed, but Troopers are asked to mind the difference between that and unreasonable lambasting.
d) Troopers are prohibited from partaking in bad practices and, in general, committing any acts of dubious and questionable morality, these include but are not limited to things such as biased judgments, providing certain civilians with privileges, obstructing internal or external investigations, and so forth.
e) The constitutional rights and liberties of State Police employees are to be safeguarded at all times and as such Troopers do not have to do or say anything that they’re not legally compelled to perform or disclose, however, failing to cooperate with internal investigations will be seen as an element of distrust in the employer-employee relationship and therefore constitute reasonable grounds for termination of employment from the State Police.
Troopers are expected to follow the state law and all of the traffic regulations on and off duty, when not responding to an emergency whilst on duty, and drive in a safe manner, bearing their own safety as well as everyone else’s.
## SECTION III
### JURISDICTION
3 a) The State Police have jurisdiction over the entire State and are not limited in where they may patrol. Primarily the State Police police the State’s highways.
b) The jurisdiction of both municipal and county law enforcement agencies will be respected and as such Troopers are expected not to loiter around urban areas if the circumstances do not warrant State Police presence and assistance (e.g. less than 3 online local units). Troopers are, however, permitted to stop by municipalities and citified areas in order to refill their patrol vehicle, replenish their inventory, and conduct other activities that may require their presence.
c) Troopers are to actively patrol their primary jurisdiction, public roadways and State Motorways, in order to assure the safety of road users and to furthermore enforce the law and proper traffic regulations therein.
Troopers are to promptly provide assistance to local law enforcement upon request, should the circumstances allow it. This applies to any and all emergency assistance calls and warrants an immediate response, depending on the conditions and availability under which the Trooper is operating.
d) In the event the State Police acquires the responsibility to provide protection for government officials and buildings by legislature or government order, Protection Certified Troopers will provide security to the individuals and key government buildings they’re charged with safeguarding.
# SECTION IV
### UNIFORM STANDARDS
4 a) Troopers are to wear the proper uniform provided in-game and follow the uniform standards to the fullest. They should refrain from using immature, unrealistic, and unsanctioned faces and features alike.
Uniform Code is as follows:
Class A Patrol Uniform; Used by all troopers during regular marked patrols.
Training Polo; Worn by State Police during training and similar occasions.
SOB Uniform; Worn by any SOB personal during SOB deployment.
Plainclothes; Any outfit equipped from the “Plainclothes” or “Own” lockers.

b) Plainclothes: Restricted to Investigations, Internal Affairs personnel, Initiative Program personnel, and Troopers who have been authorized* To temporarily wear them by the High Command, individuals in these outfits have to display, clearly, visible State Police badge, either on the neck or on the belt holster. Troopers who are plain-clothed must avoid conducting traffic stops. If they do conduct a traffic stop they MUST request a uniformed officer to assist them.
**(*)** This has to be announced, and the Internal Affairs Bureau and High Command must be informed.
c) An exception to the plainclothes policy is the use of the “Plainclothes” locker to equip the MSP Class A without the campaign hat by Routine Operations and Special Operations Troopers. Troopers should follow the guidelines listed below unless ROB or SOB command announces otherwise,
Troopers must purchase and ONLY make use of the MSP Class A from the department’s group store found here.
The polo is only permitted with permission from Middle Command+.
d) SOB are to follow their own guidelines in regards to the Vest and UBAC.
The uniform must correctly reflect the Trooper’s rank unless they opt to wear the regular Trooper Class A without any rank insignia or marking.
f) Troopers may use appropriate ball caps, beanies, and hair styles.
Troopers must only use the “Plainclothes” locker and equip the duty belt or vest.
Grooming Code is, as following (in Class A from the “Class A” locker):
Men: Short trecky hair OR clean-shaven (no hair).
Women: Long, free hair OR hair tied into a bun (ponytail).
No specific restrictions will be imposed regarding Facial Code, however, it is expected of all Troopers to have professional and appropriate facial expressions while conducting uniformed patrols.
Common sense should be used when picking face to express on duty. Failure to abide by this will result in disciplinary action.
The Internal Affairs Bureau and State Police High Command reserve the right to request a change of facial expression in individual cases, and the Internal Affairs Bureau at their discretion may completely ban certain faces for the whole department.
# SECTION V
### VEHICLES & EQUIPMENT STANDARDS
5a) Vehicle restrictions are as follows:
Marked Crusader: Individuals of the rank of Trooper and above;
Marked Jackalope: Individuals of the rank of Trooper and above;
Marked Sevilla: Individuals of the rank of Master Trooper and above;
Slicktop Crusader: Individuals of the rank of Sergeant and above;
Unmarked Crusader: Individuals of the rank of Captain and above and Troopers of the State Bureau of Investigations, Internal Affairs Bureau Troopers, and TIP Operatives.
Unmarked Jackalope: Individuals of the rank of Captain and above, Troopers of the Special Operations Bureau (for Special Operations purposes), Troopers of the State Bureau of Investigations, Troopers of the Internal Affairs Bureau and Protection Certified Troopers (for protection operations);
Unmarked Sevilla: Individuals of the rank of Captain and above, Troopers of the Special Operations Bureau (for Special Operations purposes), Troopers of the State Bureau of Investigations, Troopers of the Internal Affairs Bureau and Protection Certified Troopers (for protection operations);
Utility: Individuals of the rank of Captain and above, Troopers of the Special Operations Bureau (for Special Operations purposes), Troopers of the State Bureau of Investigations, and Troopers of the Internal Affairs Bureau.
Protections Crusader: Individuals may use the Protections Crusader only when used for protection purposes.
Protections Jackalope: Individuals may use the Protections Jackalope only when used for protection purposes.
b) Troopers are to maintain their gear and items securely and make a safe and responsible use thereof.
c) Troopers are directly liable for whatever happens to their equipment and as such they shall manage it so that it is kept away from the hands of criminals and unauthorized personnel. This includes taking measures such as safely disposing of equipment and items by placing them in the trunk of their patrol vehicle and respawning said patrol vehicle
d) Troopers are not to share, trade, sell or provide anyone who is not an on-duty law enforcement officer with department material and equipment (i.e if an on-duty law enforcement officer requests ammunition or spare cuffs from you then you may do so).
f) Only those of the rank Captain+, agents of the State Bureau of Investigations, and Troopers with written permission from HICOMM may take with them and make use of, on duty, civilian equipment, weaponry, and vehicles. Any unauthorized Troopers must store personal assets in their civilian vehicle and never in an on-duty vehicle or on their person when on-duty.

g) The only pieces of equipment which Troopers (and probationary Troopers) may take off-duty are the Bennetti 17 handgun and its respective ammunition, which should not amount to more than four (4) 9-millimeter magazines. They must own a Firearm Owner Identification Card in order to do so, and are to display the said card upon request from any Law Enforcement Officer. They are not to store or stockpile the aforementioned equipment in their personal vehicles.
h) Candidates, suspended Troopers, and Troopers placed on Administrative Leave are prohibited from taking State Police equipment off-duty
i) The practice of stockpiling, knowingly storing and keeping large or small sums of police-grade equipment in private residences, vehicles or businesses, is banished and shall be punished with immediate termination and, in cases of more egregious offenders, legal action and prosecution.
j) Troopers may use their patrol vehicles to drive to the nearest car dealer from either the HQ to the Lander Car Dealership or from the Barracks to the West Point Car Dealership when going off duty. Using an MSP vehicle off duty other than to drive to the nearest Car Dealership from the station you went off-duty at is prohibited.
High command members have the ability to use unmarked vehicles off duty. They are not allowed to use the emergency lights and sirens on the vehicle unless it is absolutely necessary. Any misuse of lights and sirens on these vehicles while off duty will be dealt with by the Mayflower State Police Internal Affairs Bureau. High Command members are expected to follow the Mayflower State Vehicle Code at all times.
# SECTION VI
### FIELD TRAINING PHASE
The Field Training Phase is a candidate's first taste of life in the State Police. Candidates will be expected to be familiar with the Mayflower Criminal Code, Mayflower Vehicle Code, and Acts of Congress as well as familiar with Mayflower Law Enforcement Training Institutions Curriculum.
State Police Academy is executed through two phases and two ride-alongs conducted by a Trooper who has passed their Field Training and Probationary Phases.
6 a) Candidates are only allowed outside the State Police installations for ride alongs and sanctioned events alike, and shall otherwise be confined to desk duty at the State Police Headquarters in Lander.
Candidates are strictly prohibited from transmitting over the radio except in the event of a life-threatening situation or during ride-alongs.
Candidates are strictly prohibited from citing and arresting but are, however, permitted to detain individuals under the supervision of a law enforcement officer if a crime has taken place in their immediate presence.
b) Candidates may use a vehicle only when going on a ride-along with a full trooper and said trooper must only allow the candidate to drive a vehicle to which the trooper has access.
Troopers conducting the ride-along of a Candidate must fill out a detailed and truthful report directly following the ride-along’s conclusion. This report should contain relative information pertaining to the Candidate and the Candidate’s performance.
c) Troopers are to allow the Candidate to drive at all times during the ride-along.
Troopers completing the ride-along of a Candidate shall ensure they are paying minimally divided attention to the Candidate in order to ensure proper assessment.
d) Candidates are strictly prohibited from using the following equipment, except when, due to exceptional circumstances, a supervisor allows and requests them to do so:
Delino R21A (Assault Rifle) and 30 round 5.56 magazines;
Hawthorn 500 (Shotgun) and 10 round 12 gauge shells
e) Candidates will be required to sign both search agreements and the Non-Disclosure Agreement before their candidate phase is over. Failing to do so could result in termination.
Upon completing the Field Training, candidates will progress onto the Trooper ranks and undergo a 4-day probationary period, during which their every move and actions will be thoroughly examined in order to determine their value and qualities, as well as overall preparedness as a State Trooper.
f) All Candidates and Probationary Troopers are prohibited from joining any internal department academy or bureau entry process until the end of their probation due to their accountability to the Zero Tolerance Policy. All Probationary Troopers must withstand a 5 day probationary period before becoming a full time trooper. MAJCOM may give express permission under dire circumstances where resources are needed, such as a State of Emergency.
# SECTION VII
### AGENCY & RANK STRUCTURE
The Mayflower State Police is headed by a Colonel who acts as superintendent and is responsible for overseeing the department as a whole.
The Mayflower State Police is split into two separate Command Branches, unique in their missions:
Field Operations Command: Composed of the Routine Operations Bureau which deals with day-to-day policing and maintains the majority of uniformed State Police presence, as well as the Training and Engagement Unit, which includes training individuals in the State Academy and community engagement.
Field Support Command: Tasked with support duties, consists of the State Bureau of Investigations, tasked with high-level investigations on behalf of Department of Justice, as well as the Internal Affairs Bureau, tasked with internal policing, enforcement of department standards and policies, investigating infractions, wrongdoing and malpractice by any and all members of the State Police and ensuring the State Police’s standards are kept high as well as enforcing policies of the Attorney General’s office and other authorized bodies that apply to the State Police. The Special Operations Bureau which is a tactical team trained for high-risk situations, and assisting Protection Certified Troopers in the protection of high-risk events and individuals when required.
Each Command is led by a Major and each command is split into Bureau(s) and each Bureau is led by a Captain. Each Bureau is then usually split into several units which are led by either a Lieutenant or Sergeant, who are assisted in their functions by a Sergeant or Corporal.
Besides the two main Commands, there is still one other unincorporated bureau, the Administration Bureau, led by specific individuals within the State Police and is under the direct command of the Office of the Lieutenant Colonel. Each unit, except for command positions, is regarded as a secondary, part-time body that consists of members of other bureaus and commands.
The Administrative Bureau is responsible for maintaining department training standards, managing the State Police Academy, managing Public Relations, organizing the Applications Commission, and managing various department paperwork.
Rank structure in the Mayflower State Police is as following:
State Police Candidate: Entry-level, in-training candidate for permanent employment within the State Police. These individuals may not conduct duties of a full State Trooper, may not leave the State Police HQ in Lander without the supervision of a full trooper conducting a ridealong with them, and are restricted to certain equipment on-duty.
Probationary Trooper: Trooper that has completed their education and entry-level requirements for permanent employment. May conduct regular duties of a full State Trooper, but may not conduct ride alongs. If a Trooper is found to be guilty of any violation of State Law or agency policy during their probation by the Internal Affairs Bureau, they will have their employment terminated, and are subject to blacklist, depending on the severity of violation at the sole discretion of the Internal Affairs Bureau.
Trooper: Full trooper, a status granted after completing one-week probation. May conduct all regular duties of full State Trooper, and give ride alongs, following the concurrent agency policy on ride alongs. Sometimes, the lowest rank in the State Bureau of Investigations and the Internal Affairs Bureau.
Trooper First Class: More senior trooper, granted the rank for exemplary service, good conduct, and certain time spent in service of the State Police. Often lowest rank in the State Bureau of Investigations and the Internal Affairs Bureau
Master Trooper: More senior trooper, granted the rank for exemplary service, good conduct, and certain time spent in service of the State Police. Most often rank in the State Bureau of Investigations and the Internal Affairs Bureau.
Corporal: Deputy Troop Leader, unofficially lowest-level supervisor in-game (if one is required). Tasked with assisting the Troop Leader in regular administrative and field duties, handpicked by Troop Leader, or selected for outstanding results in the Corporal Exam. Rank is given to more senior investigators in the State Bureau of Investigations and Internal Affairs Bureau.
Sergeant: Troop Leader, official supervisor position, tasked with regular administrative and field management of their troop. May grant absence, respond to supervisor calls in-game, and is considered to be part of “Middle Command”. Rank is given to more senior investigators in the State Bureau of Investigations and Internal Affairs Bureau.
Lieutenant: Deputy Bureau Leader, official supervisor position, tasked with assisting the Bureau Leader, and immediate supervision of troops assigned under them. Tasked with certain administrative and management duties for the Bureau. May grant absence, respond to (supervisor’s) supervisor calls in-game, and is considered to be part of “Middle Command”. Rank is given to chief investigators of investigative units.
Captain (4): Bureau Leader, official supervisor position, tasked with maintenance and command of their Bureau, as well as immediate supervision of lower-level supervisors and troopers assigned under them. Is considered to be the highest position in the Chain of Command, that can be contacted without any extraordinary circumstances. May grant absence, respond to (supervisor’s) supervisor calls in-game, and is considered to be part of “High Command”.
Major (2): Command Leader, tasked with the administration of their Command, as well as immediate supervision of lower-level supervisors and troopers assigned under them. Conducts maintenance and administration for the respective Command, may grant absence, and is considered to be part of “Major Command”.
Lieutenant Colonel (1): Commandant, assists with the management of all State Police operations and administration duties. Conducts maintenance and administration for the entire department, may grant absence, and is considered to be part of “Major Command”.
Colonel (1): Superintendent, overseer of all State Police’s operations and administration.
7 a) All employees within the State Police are to follow the chain of command, violators may receive a recorded strike.
# SECTION VIII
### RIDEALONG POLICY
8 a) Ride-alongs may only be given by full Troopers, who are directly responsible for ensuring the trustworthiness and honesty of the individuals they take on a ride-along. Troopers reserve the right to deny anyone a ride-along for any reason they deem feasible.
b) Candidates are exempt from the vetting process that may precede a ride-along. Additionally, The State Police High Command is entitled to give ride-alongs without any prior procedure or formalities, but they still answer to and are responsible for the safety of the ride-along.
c) Ride-alongs may not take place during the performance of protective services, tactical or investigative operations, or similar operations. In addition, a ride-along may not be performed while in plainclothes.
d) Before commencing the ride-along, the Trooper in charge must search the ride-along for any contraband or potentially dangerous items that may, at any point in time, compromise their safety and autonomy as a law enforcement officer. State Police Academy Candidates are exempt from this.
e) Prior to commencing a ride-along, Troopers must inform whoever is riding with them of the risks associated with the journey that they are about to set forth on. Moreover, it is recommended that Troopers read out the following disclaimer and ensure their ride-along beforehand:
“By embarking on this ride-along, you formally agree and acknowledge the risks, threats, and dangers you are likely to face throughout its course. The Mayflower State Police cannot be held liable for any losses, injuries, or damages that may occur during this ride. You furthermore agree to respect the Trooper’s authority and to comply with all their lawful orders. Troopers reserve the inviolable right to cease the ride-along at any given point for any reason they deem plausible.
Do you understand what has just been read to you?
Having these aspects in mind, would you like to carry on?”
During the ride-along, the Trooper in charge is directly liable for the ride-along as well as their actions, meaning high-risk calls should be avoided when possible. Safety is the top priority.
Probationary Troopers may not give ride-alongs to State Police Candidates or any other members of the general population. State Police Candidates may not give ride alongs to anyone.
It is at the Trooper’s discretion whether to allow their ride-along to carry a firearm if the ride-along is in possession of a FOID.
# SECTION IX
### CHECKPOINT PROCEDURE
9 a) Vehicular Checkpoints must be kept away from urban areas and high traffic flow roadways, unless exceptional circumstances require it. (i.e. Checkpoints established on roads near a building where a VIP is staying).
b) In order to take place, vehicular checkpoints must be authorized by a Trooper the rank of Corporal or above. The supervisor authorizing the checkpoint will be held responsible for any service offences or violations of department policy that occur and may choose to attend at their discretion.
c) Vehicular checkpoints require the presence of at least 3 Troopers. There should be at least 2 marked units on site, with properly displayed emergency signalization in order to instruct vehicles to pull over and stop for the checkpoint. The use of cones and barriers is highly recommended for road safety and traffic management purposes.
Vehicular checkpoints must be split into two different sections; there should be a lane for regular inspection as well as a lane for further and more detailed inspection, should the scheme of the roadway which the checkpoint is set on allow it.
d) Checkpoints must be dissolved if the reason they were established no longer applies, there’s lack of law enforcement patrolling, major assistance is required elsewhere, or in the event of a VIP joining the server. Upon dissolving the checkpoint, every piece of police equipment used must be removed and disposed of properly.
e) Protection policies apply at checkpoints set outside buildings where a VIP is staying.
f) Checkpoints may only be established for the following purposes;
Manhunts
i.e. Searching for an individual with a warrant
Special Events
i.e. Building where a VIP is staying at or a polling station
State of Emergency
In this case further information will be relayed by the proper authorities, especially the Mayflower National Guard
# SECTION X
### ENFORCEMENT & PENALTIES
10 a) The clauses and norms stipulated and prescribed in this handbook constitute the ultimate set of rules which all employees of the State Police are bound by at all times during their period of employment with the Mayflower State Police. The violation and wilful breach of the policies set out in this document represents a matter of concern and a serious offense and, as such, warrants the imposition of a penalty, which shall be issued at the sole discretion of the Internal Affairs Bureau who reserve the sole accreditation, faculties, and competence over matters of negligent and wrongful relevance pertaining or involving the workforce of the State Police;
b) The authority to issue and revoke blacklists shall be restricted to HICOMM+ as they deem fit.
c) The Internal Affairs Bureau shall be at liberty to issue the following administrative and disciplinary action to any employee of the State Police as they deem fit, a leave of absence, administrative leave, re-training, bureau transfer, rank-lock, revocation of privileges, an informal warning, a formal warning, suspension, demotion, termination, blacklist
d) The breach of these guidelines results in the levying of penalties against its perpetrators by the Internal Affairs Bureau, such penalties and subsequent punishments rely on the type, severity, nature, and consequences of the violation at hand. For the purpose of facilitating the process whereby these violations are classified, the following structure is rendered:
e) Infraction: Small offenses which lay, primarily, in the disregard for a technicality and as such did not result in any harmful consequences for the general public or the State Police (i.e. Establishing a checkpoint without the approval of a Corporal or above);
f) Wrongdoing: Considerable offenses, resultant of either substantial moral turpitude or relative negligence, which provoked minor consequences against the general public or the State Police (i.e. Injuring a fellow officer in the line of duty without the intent of doing so);
g) Malpractice: Offences of high seriousness, resultant of either gross negligence or extreme disregard for the ethical and moral standard, which originated grave consequences against the general public or the State Police (i.e. going rogue)
Depending on severity, all service offences under Section XII of the State Police Handbook have been designated a tier level to ensure Troopers are held to the same standards across the department. Please see Section XII.1 for more information.
# SECTION XI
### SERVICE OFFENCES
Each tier designation has specific punishments that may accompany the offense. While IA investigators will no longer be able to choose a specific punishment they see fit, they may suggest to IA Command to make a change to the tier punishment. Service offenses with multiple tiers listed are left to the investigator’s discretion. The tiers are as follows,
Troopers in violation of Tier A offences will be subject to termination and blacklist.
Troopers in violation of Tier B offences will be subject to a suspension and probation.
Troopers in violation of Tier C offences will be subject to a warning and probation.
Troopers in violation of any of the tiers may be subject to demotion, rank-locking, bureau transfer, re-training, and revocation of privileges.
Troopers who are responsible for violating a certain service offence are not automatically susceptible to the tier consequences (such as a termination AND blacklist) but are left to the discretion of the investigator or designated authority. Trooper accountability and honesty will affect a case’s outcome.
The following are recognized as service offenses, warranting disciplinary or administrative action by the Internal Affairs Bureau:
11 a) Violation of Mayflower Criminal Code - Tier A, B
Violating the Mayflower Criminal Code, should they be a Probationary Trooper or Candidate, they may face termination and prosecution if applicable. Should a Trooper have violated the MCC they will be susceptible to the following:
Depending on the severity of the crime, they are to be placed in Administrative Leave till the Department of Justice decides whether the Trooper responsible should be prosecuted.
The Trooper will also be subjected to an internal investigation conducted by the Mayflower State Police in which interviews, evidence and testimony will be brought into consideration. Should we find the Troopers actions to constitute a violation of the law they may face a formal warning, suspension or even termination.
On the contrary, should the Trooper be involved in dealing firearms they will be terminated and blacklisted from the State Police and susceptible to prosecution if applicable.
11 b) Violation of State Acts passed by Senate and signed by the Governor - Tier A, B
Violation of a statutory law passed by the Senate, signed by the Chief Executive and fully implemented into the law, depending on the type of law that was broken and whether or not the law defines certain penalties the employee in question will be susceptible to an Investigation.
11 c) Violation of Handbook-defined regulations - Tier A, B, C
This refers to the general policies and all written text in the State Police Universal Handbook, ones that are not defined here in the Service offences.
11 d) Insubordination - Tier A, B
Not listening to a superior and neglecting the orders of the superior that has authority, whether it be during a situation such as Protections, events or elsewhere. Therefore, if you are given an objective by a Superior you are required to carry it out.
This does not come into effect if the Superior’s orders contradict any statutory law or comes into conflict with handbook-defined guidelines.
11 e) Neglection of duty - Tier A, B
Neglection is defined as the inaction to act despite having the legal obligation in a conceivable situation, therefore if the employee takes no action in a situation where they had the ability to solve or the legal responsibility to act they are neglecting their duties.
An example may be ignoring your colleague on the radio when he or she has called for backup.
11 f) Falsifying information/Forgery - Tier A
Lying to a Supervisor or Internal Affairs about a report, case or situation is delegated as falsifying information whether it be to cover-up a violation, situation or conceal evidence during an interview.
Forgery is the aspect of lying that a Supervisor has approved of an event or action to be taken when no such order was given.
11 g) Misconduct - Tier B
Misconduct, whether it be Gross or Felony, is the definition of abuse of power, for example, if an Employee decided to falsely and randomly arrest individuals intentionally, or if a Supervisor abused his power such as ordering the arrest of an innocent individual.
Another retriation, for example, shall be if an officer with no real authority exclaims that employees in his patrol-server are allowed to drive vehicles restricted in the Universal handbook. An officer with no real authority may be defined as Corporal and lower unless given permission by a Supervisor the rank of Captain or higher.
11 h) Lying to Internal Affairs - Tier A
Lying or forging evidence to Internal Affairs, for example, should an Interviewee employee involved in an Investigation provide false testimony, evidence and or statements regarding a situation they’re being asked of, they are commencing a lie against Internal Affairs.
11 i) Abuse of force/Excessive force/Misuse of force - Tier A, B
Applications of force, as reiterated during LETI. Should an Employee had a clear and conceivable chance to act differently in a situation on-duty but chose to use a different level of force may be commencing an abuse of force, for example:
If the employee had the chance to properly identify an individual that has been BOLO’d but chose to take deadly force will be commencing an abuse of force.
If an employee who successfully restrains and individual with the shot of a taser decides to physically harm the individual instead of cuffing him or her, by using a baton or another type of weapon is committing an offence that constitutes an abuse of force, this is because the employee had a clear opportunity to cuff the individual who was already immobilised but decided to cause physical harm.
If an employee encounters a suspect who is unarmed but in an agitated state, the employee is expected to defuse the situation by offering words of advice or inquiring about the situation, abuse of force in this situation would be if the Trooper decided to deploy a weapon such as a baton or gun to defuse the situation where no threat to life is conceivable would constitute as abuse of force.
11 j) Failure to comply with Internal Affairs - Tier A
Failing to answer Internal Affairs questions during an Interview or the inaction to carry out instructions given directly by Internal Affairs such as providing evidence in a case he or she may be involved in.
11 k) Disrespect - Tier C
Disrespecting a colleague, department, superior or a non-employee through insults, flaming or racism. No employee should discriminate, insult or make jokes against an individual in-game whether it be by normal chat or the radio.
For example, insulting a department maybe if the employee in question announces that the department in question is “bad” or makes comments about the department’s employees as being “stupid, idiots etc.”
11 l) Unprofessional behaviour/Immature behaviour - Tier B
If an employee of the State Police decides to act in an immature way in-game whether it be through their actions such as standing on top of officials heads during protections, dancing during serious situations such as a traffic stop.
Such as joking on the radio where all conversation should be kept mature.
11 m) Inactivity
Enforceable through the Routine Operations Bureau, if an employee has failed to complete any activity objective mandated, or face possible strikes and termination unless exempted.
11 n) Unauthorized transfer/Unauthorized resignation
If an employee requests a transfer that was not approved but decided to leave anyway or left the State Police group without authorisation from superiors.
11 o) Transfer Policy
If an employee is willing to transfer to the following departments
Lander Police Department
Mayflower Sheriff's Office
Plymouth Police Department
The trooper must be in the department for 20 or more days before transferring.
If a trooper is found in violation of this policy, they shall be temporary blacklisted from the Mayflower State Police
11 p) Reckless endangerment - Tier A
Recklessness exists when the employee does not want the result of their actions to happen but knows it most likely will if he or she does perform the act, example: "Trooper A swings a bat with no desire to hit Trooper B but swings the bat and knows that it will hit Trooper B unless Trooper B moves"
11 q) Misuse of equipment - Tier A, B, C
Using equipment in an unorthodox and unnecessary way, such as using your vehicle, barriers or cones to block lanes that have no reason to be blocked. Dropping weapons and ammo on the ground needlessly or spam-spawning equipment.
11 r) Misuse of emergency signalization (visual & audio) - Tier C
Using your vehicle’s emergency functionality such as the sirens to zip your way through traffic or in the event that no assistance that warrants a Code 3 response has been called.
An event may be where you use your sirens to skip red lights or stop-signs.
11 s) Violation of the FD Burn Permit Guidelines - Tier B, C
Neglecting to follow the procedures set by the NHC Fire Department in relation to legally burning a vehicle. Also see Incompetence.
This service violation is applicable regardless of whether or not you retain your permit after investigation of the situation.
An example, blowing up a vehicle with less than 5 illegal items or failing to provide evidence of the burn in the legal burn registry
11 t) Violation of universal policies set out by the Attorney General’s Office - Tier A, B, C
Policies that are announced and implemented by the Attorney General are expected to be enforced by Law enforcement agencies and conducted by the employees of said agencies, the inability to follow the orders of the Attorney General through the relevant documents published by his or her office constitutes this violation.
11 u) Unauthorized disclosure of classified information - Tier A, B
Disclosing documents that are labelled classified will result in action being taken. Such as leaking classified information in regards to special divisions or leaking documents.
11 v) Violation of the Non Disclosure Agreement - Tier A, B
The Non Disclosure agreement such as the unauthorised disclosure of classified information outlines that all documents that are not labelled secret should not be utilised for publication.
11 w) Failure to inform Internal Affairs of a username change - Tier C
Failing to inform Internal Affairs that you have changed your username
11 x) Failure to be in the discord - Tier A
Failing to be in the MSP discord for more than 12 hours will result in a termination, unless you have been jokingly or mistakenly banned by a Moderator. At the same time, if you have been officially banned you will be subjected to termination either way.
All employees are expected to be in the voice communications at all times, for obvious reasons this is to ensure ample communication and coordination between members.
If your Discord account has been deleted or banned, create a new one immediately and rejoin the server and re-link your Roblox account to the discord bot.
11 y) Incompetence - Tier A, B, C
Incompetence is the inability to do something successfully despite having been trained for that very situation.
Addendum 1. For example, an officer who is LETI certified is expected to know the mechanics of the law, how it may apply in certain situations and specifically how it can be enforced.
Should the Internal Affairs Bureau find an employee to be unfit of conducting their duties they may be asked to rejoin the State Police Academy or undergo specialized training. In extreme circumstances they may be subjected to a termination of the grounds of incompetence as a result of being unprepared.
11 z) Gang Affiliation - Tier A
Troopers are prohibited from affiliating with gangs and organized crime which results or may result in the tarnishing of the State Police’s reputation. Employees may be asked to leave related discords or groups.
Troopers conducting investigations within SBI or at the direction of SBI are exempt from this service offense
Troopers who gain relevant information on organized crime must turn that information over to SBI
The disciplinary actions that can be imposed by the Internal Affairs Bureau for these violations are prescribed in Article 3, Section X.
Service Offenses with more than one tier listed or no tier listed are at the discretion of the investigator and their supervisor or the designated authority.
# SECTION XII
### STATE POLICE POLICIES
Termination Quota ~ 2 Strikes
All violations hold a certain punishment - For any violation you have committed and is seen to tally up to 3 warnings, your employment will be terminated.
Exceeded over 10 dossier entries
If you have exceeded or accumulated over 10 dossier entries, no-action and administrative leaves are exempt.
**Clarifications**
If you were to be rehired, your record may remain however a new section will begin for your second employment meaning the cycle will restart. The termination quota exists to prevent the accumulation of service records in regards to the violations a Trooper has committed as well as uphold the integrity of the Department as a whole.
12 a) Internal Interview & Testimony Policy
Troopers who were reported will be sent a direct message from an Investigator with a set of instructions in the form of questions and inquiries, you are expected to provide as much detail and context to each question, truthfully and honestly. To lie to an Investigator would be in violation of handbook defined rules and will result in additional punishment.
You are given 48 hours to reply to an Investigator, if you have missed this deadline, your testimony will not be recorded therefore you have given leeway in helping yourself.
You may inform the Investigator to give you more time if you are not available.
If you have your DM(s) closed or you have blocked the Investigator from getting in contact for an interview, you will be pinged once by the Investigator or Investigation Supervisor in #msp-chat and ask to unblock or open DMs, you will be given 24 hours to do so before we continue the investigation without your testimony.
If a verdict has been placed upon the conclusion of your Investigation, you will be contacted by the Superior or Investigator of your case detailing whether or not you will be facing punishment, extra charges or special tasks to carry out.
**The end of an Investigation**
If an Investigation has ended and you have been contacted, this marks the end of the Investigation, therefore it may not be reopened.
You may NOT ask for the contact details of the complainant unless the action the complainant is taking warrants it, (i.e. Litigation)
Appeal
The Mayflower State Police does not have an appellate system in-place, as a result an appeal on your punishment is not possible. If you received evidence that may turn the Investigation around, inform the respective Investigator of the discovery and you will be notified on whether or not your case has been reopened for review.
12 b) Search Agreement
Internal Affairs & HIGH COMMAND reserves the right to search any and all of your personal vehicles at random. Anyone found with any weapons or ammunition will be terminated instantly from the State Police, please note the bullet points below are the current situation (19.11.2019) in the Mayflower State Police that must be addressed.
Your personal property (vehicle and your on-body items) may be searched by Internal Affairs or any member that is ranked Major or higher. Any illegal items found in the aforementioned search may be seized. Any SBI Agent with the permission of a Major or higher or with the permission of the Internal Affairs Captain may conduct a search of the personal property of any Trooper of the same rank or ranks under him. The Agent may also seize illegal items. A person may not search for another person if he is a higher rank than him unless authorized by a Major The Colonel cannot be searched unless he gives explicit permission to do so. Majors can only be searched with the permission of the Colonel.
#### 12 c) Non-Disclosure Agreement
THE PARTIES. This Non-Disclosure Agreement, hereinafter known as “NDA”
effective on and after this date of June 24th, 2019 involving the disclosing party,
hereinafter known as “Mayflower State Police”, and the receiving party, hereinafter
known as the “employee”
DEFINITION;
Whereas the Mayflower State Police is the direct employer of the
employee, the Mayflower State Police produces information that shan't be released to the
general public to the employee. The employee is not to distribute any information that
could be deemed as “confidential.” Confidential information refers to any information
released to the employee which holds one or more of the following traits;
(a). Information that is not generally accessible to the public.
(b). Information relayed across a secure line of communication.
(c). Information that causes immediate danger to another player if released.
(d). Information that is explicitly labeled as “Confidential” by a member of High Command.
12 d) CONTRACT
Confidential information released to the employee shall not be released to
any entity outside of the AGENCY Mayflower State Police. If the employee is to release
Confidential information, the employee will be subject to immediate termination and blacklist, aswell as being legally penalized in a court of law.
12 e) EXCLUSIONS
While #msp-chat is usually used for memes, employees will not be
punished for publishing data in #msp-chat unless it falls under Section II, clause (d).
Candidate and Probationary Policy
Candidates are members of the State Police Academy, their purpose is to complete both phases without mistakes, mishaps or incidents. Candidates are required to go on 2 separate ride-alongs with a Trooper to supervise them. The candidate is required to drive the vehicle for the duration of the patrol which has to be at least 45 minutes long.
The Trooper's duty is to systematically advise and supervise the Candidate throughout the procedure, should the Candidate fail to follow orders, commit a mistake or discrepancy. It must be reported on the Candidate assessment form.
Introduction to the Policy
12 f) Candidates are on a zero-tolerance policy, according to the State Police Academy handbook failing 1 phase will result in strict punishment followed by possible termination of said individual/candidate.
Should a Candidate become a Probationary Trooper whose duty is to perform normal Patrol logs for a period of 1 week is also subjected to the same policy in which committing service violation will result in a termination.
A probationary trooper or candidate can subjected to the following during an Investigation:
Be placed on administrative leave.
Administrative Leave is a form of suspension of duties and is not used as punishment. This is only given out if the Internal Affairs Bureau believes that the employee may cause harm or commit more service offences, if they were allowed to continue patrolling during the investigation.Be allowed to continue patrolling.
This means the Internal Affairs Bureau whilst still continuing their Investigation allows the employee to continue patrolling or performing their duties till a verdict has been given.
12 g) Right of Dismissal
All candidates and probationary troopers by Department policy are subjected to dismissal should they happen to violate any rule on the Department's handbook that includes committing a crime, insubordination, as well as inactivity.
12 h) Zero Tolerance Policy
The ZTP is used sparingly and is not in effect unless:
A Captain+ puts it in effect for the Troopers in their bureau
A Major+ puts it in effect for the Troopers in their Command Branch
The Lieutenant Colonel+ puts it into effect for the department
An individual is a Probationary Trooper, Candidate, or on Probation
Breaches of the ZTP while in effect will result in immediate termination and, should the case require, blacklisting from the State Police.
12 i) Usage of the Radio
Calling on others in a rude and disrespectful way, calling out Departments on their conduct during the patrol.
Exceptions are when you are in a heated situation, high-speed pursuit or mistaken errors in your efforts to type on the Radio, HOTMIC’s will not be counted as an offence unless done deliberately in which it will result in a Minor Offence of Immaturity.
12 j) Applications of Force
Wrongful applications of force & Forgetting basic LETI Training
This situation will be taken seriously, if you aren’t able to control the way or when you would use your weapons to your advantage is entirely up to you - However, the wrongful or misjudged use of said application of force.
Provided it is appropriate and reasonable to the situations before them, your main goal is not to escape any situation unless absolutely possible. As a police officer, you keep the escalation low.
Level 1. Cooperative Controls: The Officer can diffuse a situation simply through being present and assertive.
Level 2. Contact Controls: Restraining and grabbing are used to ensure compliance, this may be used if a suspect is refusing to remain present.
Level 3. Compliance Techniques: The deployment of balanced force is used to overcome an abusive or violent suspect, equipment used may include the Baton.
Level 4. Defensive Tactics: If the suspect is acting violently towards members of the public or the Candidate themselves, then they must take quick action, this may include the deployment of a Taser against the suspect.
Level 5. Deadly Force: If there is an immediate and direct threat to life then the Law enforcement officer may deploy deadly force.
12 k) Moderation, Deportation or Litigation
If you were permanently banned, blacklisted or removed from the Community of Mayflower by a Moderator, you will be removed from the State Police as well. If you were lawfully deported by the ICF, you will no longer be considered a citizen, thus you are no longer qualified to stay on as a Law Enforcement Officer.
If you have been criminally charged in the category of a felony or have your LETI certification removed, you will be rendered incapable and unqualified to stay on as a Law Enforcement Officer.
12 l) The Providing of Service Records
We only provide your service record if a State, county or municipal official has requested you provide the details, in-order to be hired under said officials.
Internal Affairs Opinion
Internal Affairs has the authority to provide opinion to bureau commanders such as the lieutenant or captain and Major on matters regarding their bureau.
Authority of Bureau Commanders to remove, relieve or suspend an individual from their post, including but not limited to demotion or transfer back into the Routine Operations Bureau
Furthermore, bureaus have the authority to demote or remove an individual from their placement to be put back into the routine operations bureau should they have justification, this justification may come in the form of service offences violations, immaturity, lack of knowledge, administrative decision, reforms, shuffling or being unfit to serve such as inactivity or multiple mistakes on behalf of the trooper.
The job of internal affairs is to decide whether the demotion or removal of one's place from a bureau is indeed justified.
Therefore, as previously mentioned. If a bureau leader (Lieutenant+) has justification to remove an individual from their post within their command. They have full rights to do so.
Troopers have the right to know why they have been removed. However, bureaus have authority to refrain from disclosing reasoning, should they have justification under the State Secrets Act.
Cordially, should the bureau have the justification to remove an individual, the case can not be reprimanded to the IAB.
Bureaus who decide to remove an individual from their Bureau is not considered an IA Action, but the decision will be recorded in the form of a report or in the dossier of the trooper in question.
In summary, should you have adequate proof that your demotion or removal from the division and or bureau is wrong and unjustified, only then may it be reported.
Let it be known that removal from a department if justified is not appealable. Nor does it concern the intervention of IAB.
12 m) Deadly Force Policy
Deadly Force
Subject possesses a weapon or is attempting to gain access to a weapon under circumstances indicating an intention to use it against the officer or others.
The suspect is armed with a weapon and has indicated that they are capable of intending to cause harm to others such as criminal threats, evidence of conspiracy or solicitation from others.
If the Officer is aware the suspect is intending to cause harm and has the means to carry it out the Officer should take the necessary steps to defuse the situation such as restraining the suspect before using deadly force.
If a situation where the suspect has gain the upper advantage such as being too far from the Trooper who is now unable to tase or cuff the suspect and the suspect has the means or is attempting to inflict harm through the usage of a weapon to others or the Officer themselves, deadly force may be acceptable.
The subject is armed and is running to gain a tactical advantage of cover.
The suspect is armed and is running behind obstacles or walls to gain a tactical advantage to shoot back at others and specially police officers.
The subject is attempting to escape from the vicinity of a violent confrontation in which the subject inflicted/caused or attempted the infliction of death or a serious physical injury thereof.
This essentially means the subject has caused injury or death to others and is attempting to evade the scene by fleeing, deadly force is acceptable in this situation because the suspect at hand has already demonstrated an ability to cause harm or death and should be considered as a threat as anywhere he or she may go can cause the same harm they have caused previously.
An officer should find the opportunity to apprehend the suspect peacefully without the need of deadly force such as getting close enough to properly tase or cuff without causing injury to her or himself.
12 n) Appeals
Appealing a Punishment by IA
The following are policies of the Appeal Court and must be obeyed by all employees of the Mayflower State Police at all times regardless.
Judges are comprised of High Command, all Judges are High Command members, Captain(s), Major(s), Lieutenant Colonel and the Colonel themselves.
All Denied Appeals cannot be re-filed, If an appeal has been denied after the hearing process, it may not be re-filed again.
Judges reserve the right to dismiss cases, Should the majority of Judges (8) therefore (5) Judges who vote to dismiss a case, the case is hereby dismissed and cannot be re-filed again. Judges also reserve the right to withhold why it was dismissed.
Appeal Suspension, an appeal hearing can be suspended whenever there are enough Judges to hear the case, whether operations have been halted or if the time is not of convenience.
Chief Judge, The Chief Judge is the leading questioner in all hearings, this stems from the highest to the lowest commanding officer during a hearing, therefore, this role is given to the Colonel. (The Chief Judge does not have to be present for a decision to be made, as long as there’s a majority amount of Judges). Either way, it is unlikely your case will be heard if no majority of judges are present and will be suspended.
30-day rule, all appeals can only be made within 30 days of the punishment being served.
Appeals of more than 3 offences will be heard in-game. All-else, if an appeal is deemed to be not large enough for an appeal to be heard in-game. The appeal will take place in a specific chat room where the Trooper would only have to give a statement for Judges to decide on.
Appealing a Blacklist
30-day rule. All blacklist appeals can only be made within 30 days of the punishment being served.
Does not mean you can come back immediately! If we grant your appeal, you still have to apply the next time applications re-open!
Appeal Suspension, An appeal hearing can be suspended whenever there are enough Judges to hear the case, whether operations have been halted or if the time is not of convenience.
Judges reserve the right to dismiss cases. Should the majority of Judges (8) therefore (5) Judges who vote to dismiss a case, the case is hereby dismissed and cannot be re-filed again. Judges also reserve the right to withhold why it was dismissed.
Failing to show up applicable only if In-game hearing is needed, If you have failed to turn up to your appeal hearing. Your case will be dismissed.
Protections Certification Requirement
Acquiring a Certification
All Troopers are required to obtain a Protections Certification by the end of their Probationary Trooper phase
Exceptions and extensions may be made in accord with requests from Probationary Troopers who aren’t able to complete the task assigned
Certification Reform
High Command reserves the right to reform the Protections Curriculum at anytime for any reason
High Command may designate a time frame for refreshers to take place if the changes will greatly affect operations
If Protections Troopers fail to complete a refresher in the given time frame, they will be subject to disciplinary measures.
Certification Revocation and Suspension
If a Trooper fails to uphold the rules and guidelines taught and outlines in the Protections curriculum, their certification may be revoked or suspended by any member of the Training Command
If a Trooper fails to regularly attend Senate Sessions and events hosted by a protectee, their certification may be revoked or suspended
When a Trooper’s certification is revoked, they will have two (2) weeks to complete a scheduled Protections Training. If the Trooper fails to schedule a training in the given time frame, they will be subject to disciplinary measures.
Absence Policy
Troopers are entitled to regular leave of absence that will not exceed one (1) week/seven (7) days. During this time, they are excused from attendance on any events, administrative responsibilities, as well as the patrol log cycle. This leave of absence may be authorized by their Troop Leader, Deputy Troop Leader (if Troop Leader is absent), or their next immediate superior, respecting the Chain of Command.
Troopers may not request another leave of absence for a week/seven (7) days after they have returned from a previously requested leave of absence.
Troopers may request special, extended leave of absence, for reasons that will prevent them from conducting their duties properly for a period of eight (8) days or longer. During this time, they are excused from attendance on any events, administrative responsibilities, as well as the patrol log cycle. This special, extended leave of absence may be authorized by the next immediate superior after their Troop Leader, respecting the Chain of Command.
Troopers may not request another leave of absence for a week/seven (7) days after they have returned from previously requested special, extended leave of absence.
Requesting an excuse for the running patrol log cycle within a time window of 24 hours until its conclusion will result in it being denied and ignored unless appropriate and legitimate reasoning for the inability to inform the superior on time is given.
Troopers are restricted to the use of 2 regular leaves of absence every month, and each regular leave of absence should not exceed 7 days.
Troopers are restricted to the use of 1 special leave of absence every 2 months, which should not exceed 30 days, unless, because of special circumstances the entire State Police’s High Command agrees on a waiver.
Monetary Policy
Troopers are permitted to provide citizens and tourists with funds from their personal account so long as;
The recipient is in good standing with the State Police
The recipient is not actively committing a crime or assisting with the commission of a crime
The recipient has no more than 30 records
Troopers are not permitted to give sums of more than $100 dollars to hostage-takers without the direction of a supervisor from SBI, SOB, or HICOMM.
## SECTION XIII
### DECORATIONS, CERTIFICATES & USEFUL LINKS
Decorations are, amongst other things, handed out in order to award, recognize and acknowledge good conduct, bravery, activity, loyalty, and other traits alike. These can be obtained through a variety of ways, from simply being assertive and faithful to the department’s cause to going above and beyond the line of duty for human life.
Certificates accredit Troopers with the ability to carry out and perform certain duties, such as protection, tactical operations, and so forth. Protection courses are usually incorporated in State Police Academy sessions, however, other certificates must be obtained through the proper channels. (e.g. the entity in charge of handing out tactical certifications is the Special Operations Bureau);

It will, however, be the handbook maintenance team’s responsibility to inform Troopers of these changes. Informed or not, it is the duty and obligation of every State Trooper to stay updated on the latest regulations and policies within this handbook, and contact their superiors or peers should they have any inquiries on any sections in particular thereof.
