# Panel Discussion Intro
#### Information Manipulation: Mind, Cognition, and Power
In the era of the attention economy, technological devices such as cell phones and computers function not only as means of communication, but also symbolize the tangible manifestation of the complex network of control inherent in global capitalism.
Moreover, technology and its environment can be seen as extensions of our bodies and minds. They exert a significant impact on our behaviors, memories, thought patterns, and even possess the capacity to mutually shape our cognition and consciousness.
How does the technology and information we rely on for our daily lives impact our minds and brains? Do we possess the mental autonomy to discern fake news and recognize information manipulation? How do these digital technologies shape our mental models, neural systems, and power dynamics within society?
American artist Warren Neidich and Taiwanese researcher Ying-Tung Lin will engage in a discussion about the convergence of fake news, cognitive warfare, and the contemporary information landscape, exploring their effects on the human brain, mind, and consciousness. Their interdisciplinary approach draws from philosophy of mind, neuroscience, sociology of information, and aesthetics.
# Warren Neidich’s Bio
Trained in art, architecture, neuroscience, and medicine, Warren Neidich uses written texts and neon-light sculptures to create cross-pollinating conceptual works that reflect upon situations at the border zones of art, science, and cognitive justice. He is founder and director of the Saas-Fee Summer Institute of Art. Selected solo and group exhibitions include the Venice Biennale, Whitney Museum of American Art, P.S.1 MOMA, and other museums and galleries all over the world.
His performative and sculptural work Pizzagate Neon (2018), recently on display at the Venice Biennale 2019, analyzed through a large hanging neon sculpture the relations of fake news, the networked attention economy, the evolving techno-cultural habitus, and the co-evolving architecture of the brain.
# Warren Neidich’s Lecture- Mind-Models in Our Moment of the Consciousness Industry
In our daily lives, everyone is increasingly dependent on their cellphones and their apps such as Google Map, Google Search Engine and which operate to aid us in the world but also engage with the stories we conjure in the mind’s eye. They are the new mental dispositifs of digital despotism and together engage with what Neidich calls neuropower as opposed to biopower. This colonization is an essential component of the new dispositfs of neo-liberal late cognitive capitalism that refer to the mind’s eye going forward as the minds’ I to stress its importance to processes of subjectivisation and instrumentalization. Neidich will also propose a means of artistic emancipation of this mind’s, which he called the mind’s we.

# Ying-Tung Lin’s Lecture-Fake News and Information Manipulation:The Polluted Epistemic Environment and Mental Mechanism
Over the past nine years, Taiwan has consistently faced the highest number of foreign disinformation attacks, often involving cognitive warfare driven by political and strategic motives. While the national security implications of disinformation and cognitive warfare are evident, it is equally important to understand the impact at the individual level. Why are we susceptible to fake news and information manipulation, and what are the consequences for individuals? Ying-Tung will explore our relationship with the epistemic environment from the perspectives of philosophy of mind and sociology of knowledge, and how fake news and information manipulation "pollute" our epistemic environment and harm our mental autonomy.
ALEX TAEK-GWANG LEE's Lecture-The Invention of the Brain
In my talk, I explore the association between consciousness and the mechanical scan of the brain. I delve into Angelo Mosso's ergograph and its impact on contemporary psychology to achieve this. The fundamental issue with Mosso's experiment is the mystery surrounding how he measured blood flow in the brain. While the specifics of Mosso's brain investigation method remained unknown, his description of the neural mechanism gained widespread recognition. However, Mosso's underlying assumption remains unchanged even in today's neuroscientific context. Technological advancements have provided us with more detailed brain images, but they do not necessarily grant us a significantly different understanding of its mechanism compared to Mosso's early account. Observing visual representations of the brain fails to explain the mind-body relationship adequately. By examining the insights of William James and Gilles Deleuze regarding Mosso's experiment, we can gain a valuable perspective on neuroscience. In conclusion, the effects of the brain cannot be solely reduced to the scanned images of its mechanism.
