## Abstract
This proposal defines the Governance category used in the CIP process (including problem statements), including:
- guidelines for completeness
- restrictions on admissible content
- essential points for proposal review and acceptance
## Motivation: why is this CIP necessary?

- Cardano has governance, the CIP process doesnt yet.
- if we do not define a chategory for governance CIPs then they will need their own process - (fragmentation of knowledge etc)

## Rationale: how does this CIP achieve its goals?
