# Memorandum #002
**SUBJECT:** Internal Audit Report
**PREAMBLE**
This memorandum aims to notify division personnel employed under the division “Emergency Response Team” about internal reforms to command and operations. In no way shape or form that this is targeted at an individual or a group of people but the decision was made after a successful majority rate within the Office of the Commanding Officer. After multiple deliberations with the Office of the Commanding Officer and opinions from employees, we believe that this is in our best interests to release this document as an attempt to get the division up to standards.
**STATEMENT FROM THE COMMANDING OFFICER**
I would like to apologize for my recent inactivity and lack of dedication and effort toward the division, as it has clearly impacted the efficiency of the Emergency Response Team. I unfortunately had to take a leave of absence because of technical problems with my device and that took most of my energy away as I was forced to work with an older model of a laptop, which was beyond slow. But that is no excuse for my negligence and inactivity towards the Emergency Response Team and for just realizing the real problems occurring within the division. Moving to today, I will take this entire month to fix the current issues occurring internally with the Office of the Commanding Officer and the overall operations of the division. I have taken the job as the Commanding Officer after my predecessor, iSouthernXR to ensure, and keep the division running up to standards, but it seems like I've been up and down in terms of our operations. As the month progress, I plan on changing and improving myself as a person and a leader for this lego division. Still, I will need the support of all division personnel employed in the Emergency Response Team and gain help from the Office of the Commanding Officer to embrace these new changes and ideas.
**ACADEMY REFORM**
Reviewing the current ERT Curriculum of the VPD Tactical Training Centre, there were some problems within the program for incoming applicants to go through were discovered. There was a lack of activity displayed by the Training Officers and the total duration of the academy was prolonged without proper reason. Some aspects of the curriculum seemed to lack in terms of material and information for incoming applicants to grasp. However, the Office of the Commanding Officer was renovating the academy but released reinstatement opportunities to gain new membership, which turned out to be a disaster. We've learned from the situation and the mistake that took place with our academy process. The Office of the Commanding Officer will review the curriculum and completely reform our academy experience to ensure that incoming operatives have the resources and information to exceed their fullest potential. This new academy experience will ensure that applicants will get the information and knowledge taught to them by individuals who have experience in tactical units. It'll also be increasingly difficult to remove applicants who seem to lack in terms of competence or aren't fit to continue with our program.
Given the results of our internal review of the VPD Tactical Training Centre curriculum, the Office of the Commanding Officer has decided to fully abolish the certification of "Training Officer" and release the current Programme Coordinator, Le0narducks, from his position as Sergeant. On behalf of the Emergency Response Team and the Office of the Commanding Officer, we truly thank you for your service as the Training Sergeant/Programme Coordinator for over 6+ months of service and we are sad to have to demote you to Constable. This was not an easy decision, but we felt as if it was in our best interests as we try to improve the current academy experience. The Office of the Commanding Officer will be in charge of running the program, which will be overseen by Fioatt and Deputy_ALT on the advice of Tactical Consultant Ramerna. Individuals may get chosen as Training Officers if seemed fit to exercise these duties by the Office of the Commanding Officer, but general interest requests will be denied unless ordered otherwise by the Commanding Officer.
We plan on having our reformed VPD Tactical Training Centre experience shortened to 45 days if everything is executed within the time issued by the Commanding Officer. The total duration of the academy is based on the dedication and effort of the incoming operatives, but the schedule will be adjusted to fit everyone's schedule if necessary. All applicants will be expected to complete their own set of notes and show their best effort during any training sessions, as the academy will be under a zero-tolerance policy indefinitely. We plan on increasing our over-strictness and zero tolerance towards all incoming operatives, as any misconduct or fooling around will cause a termination of their progress and a prohibition from continuing with the rest of the applicants.
Along with having our new academy experience and policies in place, we also have come up with a new probation system, which will hopefully ensure that operatives get the full experience of being employed in this division. Probationary operatives will be placed on a standard 14-day probation period and zero tolerance as mandated and during that time, individuals will be expected to complete several requirements before they are eligible to gain the status of a full-time division employee within the Emergency Response Team. The Office of the Commanding Officer has decided to initiate a full division reform which will mandate all division personnel to partake in the VPD Tactical Training Centre again and complete the requirements before being cleared to represent the Emergency Response Team. Division personnel are still free to patrol and represent the parental agency (Vancouver Police Department) during their time in the academy. We believed that this was the right call as there were some questionable actions and conduct displayed by current members of the Emergency Response Team. This plan will not be in effect immediately but rather conducted over time and it will not be rushed as that was our primary reason for the current state of the VPD Tactical Training Centre. It is not all about speed or how fast you graduated but the time and dedication required to obtain this position is something not to take lightly. No personnel will be removed from the division unless they have demonstrated clear incompetence and cannot represent the division due to their behaviour, etc.
**COMMAND REFORM**
Prior to my absence on June 26, 2023, the ERT Command Group was seemed to be lacking in terms of activity, conducting their bi-weekly activity report, and lack of communication between standard and administrative personnel. We believe that Sergeants play a vital role in maintaining activity within the division by providing assistance and support to those who need help navigating through the division, etc.
The Office of the Commanding Officer decided to initiate a command reform due to the inconsistencies of command personnel such as activity and lack of communication towards both administrative and division personnel as a whole. This was not an easy decision but we believed that this was in our best interests for the division. We have observed your activity and dedication and unfortunately, you do not meet our standards of maintaining good activity levels within the Emergency Response Team. If you are aware that you cannot be active and partake in deployments or even hosting them, we ask that you step down from your position as it is only holding the division up due to the inactivity within command. We do not expect you to be online 24/7 and constantly patrolling or hosting events but maintain a good level of activity to the point where the division is not going to into shambles. We believe that this will also enable us to have a new start with fresh command and hopefully attempt to get this division back on its feet.
**DIVISIONAL ACTION**
Unfortunately, we have decided to demote Sergeants KeithDevAdmin and FlipsAero from their positions as Team Leaders. On behalf of the Emergency Response Team and the Office of the Commanding Officer, we thank you for your service as Sergeants and your dedication will not be forgotten.
With that being said, the Office of the Commanding Officer proudly announces two individuals to assume the role of Team Leader and Sergeant within the Emergency Response Team and the Vancouver Police Department. I believe that these individuals are highly experienced in this field and they are able to bring activity to the Emergency Response Team. They will be playing a vital role in maintaining the activity within the division by hosting different types of deployments, events, or socializing inside the ERT Communications Server.
Please congratulate Cst. Fioatt and Jackfruitism for their promotion to Team Leader and Sergeant within both organizations of the Vancouver Police Department and the Emergency Response Team. The Inspector and Staff Sergeant believe that these individuals will take pride in their operational duties and ensure that the division's actively partaking in deployments and other events.
As the result of these promotions, these individuals will be placed on a zero tolerance policy for the total duration of four weeks and will be closely evaluated by the Office of the Commanding Officer to ensure that they are ready to take on the role of a supervisory operative within the Emergency Response Team.
