# Rules for Carson City, NV: ERLC
## Inalliable Rules

**Rule 1**
All members shall not be denied access to the server for any reason less than a violation of the rules that implies such consequences.
**Rule 2**
All members shal be treated with fairness and equality regardless of their race, religion, gender, origin, identify, or any subject of such matters.
**Rule 3**
No team shall be locked in a general session, preventing players from joining any emergency services team. Teams may be locked during closed sessions only.
**Rule 4**
There shall be no rule in place mandating all members to join a Discord or other external platforms other than in Roblox before acessing the server.
**Rule 5**
Nobody shall have it forced upon them to participate in a specific scenario or force to commit to a scene and competely participate through the duration of the entire scene.

## Misdemeanor Rules

### MD.R.1
It shall be forbidden to block an active vehicle spawn with the intent to prevent another from spawning or regenerating a vehicle.
**Penalty:**
Moderators may issue a warning on the first offense.
### MD.R.2
It shall be forbidden to loiter around a team spawn and damage or cause harm to players or vehicle upon their loading or completion of loading. This shall include the attempt to cause harm to players within ten seconds of the removal of a player forcefield, unless the player is actively combative.
**Penalty:**
Moderators may issue a warning on the first offense, and legal actions, in accordance to law, may be issued.
### MD.R.3
It shall be forbidden to improperly place props on any roadway, entryway, active parking location, or place of foot traffic without probable reason to do so. Probable reason defined is the purpose of blocking an area of traffic for the purpose of securing the public where the public safety may be at risk, or for the purpose of detering an indivual eluding law.
**Penalty:**
Moderators may issue a warning on the first offense, and legal actions, in accordance to law, may be issued.
### MD.R.4
It shall be forbidden to participate in unrealistic vehicle maneuvers, which may or may not cause disruption betwen scenarios. It shall also not be permitted to involve in a motor vehicle accident without reaction, unless either both parties involved agree to dismiss the scene, or the scene is disrupted by behaviors ot of control, such as glitches, game crashes, or teleports.
**Penalty:**
Moderators may issue a warning on the first offense, and legal actions, in accordance to law, may be issued.

## Felony Rules
### FL.R.1
It shall not be permitted for any member to knowingly obtain the "Gamepass Firearm." And it shall be forbidden that no member shall withdraw, aim, or fire a weapon without indetifying the location from which they have draw or obtained the firearm from.
**Penalty:**
Moderators may issue a warning if the individual has no prior offenses, however, if permitted, a kick shall be authorized.
### FL.R.2
It shall be forbidden for any member to disrupt or suddenly conclude a scene on intent, without the consent of the scene initiators.
**Penalty:**
A kick may be issued immediately to prevent further disruption. If the inidividual stops, moderators may issue a warning and grant legal action if necessary.
### FL.R.3
It shall not be tolerated for any member to fully murder another during session. Full Killing shall be permitted only when a player specifically asks to be killed out of RP, or to stop another member who is destroying a scene by fully killing others.
**Penalty:**
A kick may be issued immediately to prevent further disruption. If the inidividual stops, moderators may issue a warning and grant legal action if necessary.

## Staff
A team of staff shall be authorized for the purposes of the ER:LC server.
### Director of Moderation
A director of moderation shall be appointed by the Adminsitration Bureau, who shall be employed until resignated or removal from office. The director shall act as the chief executive officer of the moderation staff.
### Deputy Directors
There shall be granted two deputy director positions, which shall be addressed as "Deputy Director of Moderation for Discord" and "Deputy Director of Moderation for Roblox". These officers shall be nominated by the director of moderation, however, the adminsitration bureau must confirm these individuals through a background check.
### Moderator-in-Charge
There shall be "moderators-in-charge" who shall lead divisons. They shall report to the deputy director of their branch all the information within their division.
### Special Moderator
There shall be a rank of "special moderator" who shall lead, correct, and maintain moderators.
### Moderator
Moderators shall be members of the moderator staff who are fully trained and approved.
### Moderator-in-Training
Moderators in training shall be those moderators who have not yet been fully pledged to their position, and who may not be completely trained.

### Removal of Staff; Corruption
If any member of staff shall be accused or trialed of corruption or conspiracies of that matter, there shall be an investigation under the adminsitration bureau regarding such a case. If a member of staff is found guilty of such activity, they shall be removed without vote, and barred from holding staff positions, unless appealed.

### Hiring of Staff
Staff shall be hired, but not hired consistently, only hired upon waves of applications which shall be set out by the director. All officer seekers shall undergo an application of entry, then those accepted shall undergo an interview. Those who pass an interview must then endure a training. Once the training has succeeded, the member shall continue as a moderation-in-training, until they are recommended by their moderator-in-charge to take on the position of moderator. Hiring shall be managed by the deputy directors and the director, and they may assign subordinates no lower than the rank of moderator-in-charge.

### Oath; Pledge to Office
All staff, before officially, or acting, as a member of the moderation department, shall take the following oath, admistered by the director, "I, ____ do solemnly swear, that I will, to the best of by ability, ensure the prosperity, legitimacy, and integrity of the moderation department, and I will bring nothing less than justice and peace in NV ER:LC."
