## Motivation

This subproposal lays down a mapping from current MakerDAO role structures unto [Hats Protocol](hatsprotocol.xyz/) trees. The Hats Protocol allows for the management of roles and associated permissions in a web3-native fashion via ERC-1155 tokens; the move from web2-based to web3-based role and permission management increases transparency and reduces coordination efforts when roles change.

## Context

As the DAO is currently transitioning towards the Endgame, Core Units will soon no longer be the main building blocks of the DAO --- and some of them are already on their way out and morphing into new entities. The Core Units included in this subproposal have opted in to be mapped unto Hats trees.
