Waiting on a forum proposal for Hats from Spencer. Once forum proposal is up, let's move quickly

1. Finding new members -- should we decrease buy-in so it's more open to new folks?
- Membership used to be like $2000, now its $15k? thats too much for most people now.
- We need Labor AND Capital
- balance between labor and capital
- instad of half price for women, cartel should pay half as a "scholarship"
- women can request scholarship. if accepted, and mc will mint shares
- prop on forum to set expectation
- signal prop on-chain
- each scholarship will be on-chain as well
- Lower ETH req:
- min: 5 ETH

2. Finding awesome DAO tooling builders? Maybe we commit to doing a couple quick grants after MCON?
- already teams going through moloch dao proposals
- Hats and some other infra is cool, lets stream line some proposals that will have big impact
- Goal: 3 streamlined proposals by end of mcon for new dao tooling
