# **Preface**
The Mayflower State Police and its staff take pleasure in upholding the highest standards and ideals daily. As members of the agency, you have a position of trust and must conduct yourselves conscientiously at all times.
To ensure that the department operates at a high degree of productivity and maintains a positive outlook, the command has compiled a document that contains all the necessary guidelines and policies for performing your duties as a police officer within the Mayflower State Police and its deployed perimeters.
We are an egalitarian department, which indicates that any sort of discrimination is taken very seriously.
# ***Chapter 1 ; General Policies & Conduct Procedures***
# **§ Section 1.1 - Trooper Obligations**
As a trooper of the Mayflower State Police there is a set of obligations that you are required to uphold. They are the following:
***Upholding State and Local Laws***

Whether you agree with the law or not, as a trooper for the Mayflower State Police you will be required to uphold all state and local laws as presented by elected officials.
***Professional Conduct***
---
While performing your duties as a trooper for the Mayflower State Police you are required to be unbiased and fair when performing your duties.
***Duty to Report Law Violations***
---
As a trooper for the Mayflower State Police you will be required to report any and all invitations and arrests issued to you by fellow troopers or other departments. These reports should be sent to a member of Internal Affairs along with what you plan to do about it.
***Detainments***
---
Troopers of the Mayflower State Police may only detain individuals for a certain amount of time before all charges are dropped. Those are the following:
Traffic/ped stop - **12 minutes**, anything more, and all charges are dropped.
Criminal Investigations - **45 minutes** for interrogation, and at most 15 to decide on charges and make the arrest.
# **§ Section 1.2 - Trooper Rules & Regulations**
As a trooper of the Mayflower State Police there are some specific rules and regulations that must be followed.

Troopers of the Mayflower State Police are required to be professional in the game and on discord when representing the Mayflower State Police in any fashion. This includes community events.
***Professional Courtesy***

Troopers of the Mayflower State Police should come across as friendly and helpful. Troopers are required to assist Citizens in need, not just ignore them.
***Giving out Money***
---
From time to time, civilians of the state will ask you to give them money to assist in the purchase of items from a flashlight to a car. Troopers are permitted to give out money, but the following stipulations must be considered.
Is the individual in good standing with the State Police?
Have they been known to commit violent criminal offenses?
If they're fine, you can offer them money, however no more than '450' (four hundred and fifty) at a time.
***Chain of Command***

The department runs on a specific structure that keeps things in order. All Troopers are required to follow the chain of command. You should go to the rank above you before going any higher for assistance.
***Cross-Agency Patrols***

Troopers are welcome to patrol with other departments as long as they have statewide or countywide jurisdiction. If you want to patrol with a city unit, you must get it approved by a Patrol Sergeant+
***Community Moderation***
---
A trooper of the Mayflower State Police that is issued any kind of moderation action, including kick and temp bans, will be subject to immediate administrative leave, and internal affairs investigators have the right to use discretion on punishments for this.

***Equipment Abuse***
---
A Trooper of the Mayflower State Police that is found abusing tools issued to them by the department will be subject to an Internal Affairs investigation. If found to be ‘rogue’ or mass abusing department equipment, you will be subject to immediate termination & blacklist.
***Outer Department Violations***
---
A trooper of the Mayflower State Police that is terminated from another department for going rogue or abusing department equipment will be subject to an subsequent Internal Affairs Investigation, or immediate termination at the discretion of the Internal Affairs Investigator.
***Personal Opinions***
---
A trooper of the Mayflower State Police has the right to their own opinion, but that does not extend to attacking other departments or their members. Any attempt to start department wars or fighting will result in immediate termination. If you have a problem with someone, go talk to their Internal Affairs or speak to your immediate supervisor.
***Criminal Records***
---
A Trooper of the Mayflower State Police may not obtain any felony within their record but are also obligated to inform high command when obtaining any type of record such as a misdemeanor, traffic infraction, or felony. Failure to do this will result in internal action and may lead to termination.
# **§ Section 1.3 - Troopers Internal Affairs Interactions**
As a Trooper of the Mayflower State Police, there will be times when reports come in against you, and you will be required to talk to Internal Affairs. Everything below is **important** and tells you what to expect when an Investigation is placed against you.

***The Case***

After investigators process your case, they will review evidence and contact you, witnesses, and the individual who submitted the case against you. Investigators will then type up a case report, and suggest a punishment based on the evidence, along with any statements made.
***The Signature***
---
Once they decide on a punishment, it gets sent to an Internal Affairs command member. The command member will review the punishment, and, once the Investigator and Command member agrees on the punishment, the Command member will sign off on the case.
***The Return***
---
After your case is signed off on by a member of Internal Affairs Command you will receive your case report, along with your punishment. Your supervisor will be notified that the case has been closed, a message will be sent in department logs, and if action was taken against you, it will be logged on the database.

***Expectations and Rights***
---
When interacting with Internal Affairs during your employment within the Mayflower State Police, there are some things you should be aware of.
* Troopers have the right to refuse to answer the question, however, punishment will be decided on witness statements and evidence alone.
* Troopers are expected to comply with all in-game orders given by Investigators.
* Although Troopers don’t have to answer questions, they are expected to answer all questions truthfully if they choose to answer questions. Failure to answer questions truthfully will result in Termination.
# **§ Section 1.4 - Trooper’s activity requirements**
As a trooper of the Mayflower State Police there are some expectations in place regarding your activity.

# **§ Section 1.5 - Department Rank Structure**
Below is the department rank structure, please read carefully.
Colonel (**One**)

The rank of Colonel is the highest position of authority. This position is tasked with running the department on its day to day operations.
Lieutenant Colonel (**One**)
---
The Lieutenant Colonel is the State Police Deputy Superintendent, and is the 2nd highest position of authority. This position is tasked with assisting the Colonel with running the department.
Major (**Two**)
---
The rank of Major is the State Police Division oversight position, and is the 3rd in command of the department. This position is broken into two halves, which are Investigations and Routine Operations; their tasks include supervising divisions under their command and ensuring proper operational standards.
Captain (**Five**)
---
The rank of Captain is the State Patrol Division Director position and is the 4th in command of the department and is the first official command staff position. This position is tasked with running their specific division and is expected to keep their division under control and running properly.
Lieutenant (**Four**)
---
The rank of Lieutenant is the State Patrol Division Deputy Director position and is the 5th in command of the department. This is the final supervisory position before you step into command staff and is tasked with assisting the director of their assigned division.
Sergeant (**Five**)
---
The rank of Sergeant is the State Patrol’s first official supervisor position. This position is spread between routine operations and each division.
Corporal (**Five**)
---
The rank of Corporal is the State Patrol’s non-official supervisor position. When a supervisor isn’t present they are the supervisor and should be treated as such. They have some permissions but not as many as a Sergeant.
Master Trooper (**Fourteen**)
---
The rank of Master Trooper is the State Patrol’s most senior non-supervisor position. Members in this rank are either highly experienced or are in a specialized division.
Trooper First Class (**Fourteen**)
---
The rank of Trooper First Class is the State Patrol’s senior trooper position. Members in this rank have proven they know what they’re doing and are trusted within the department.
Trooper (**Thirty-four**)
---
The rank of Trooper is the State Patrol’s first official position. This position is mostly those who just graduated from the State Patrol Academy and are working their way to becoming the best Trooper they can be.
State Patrol Cadet (**Fifty**)
---
The rank of State Patrol Cadet is the State Patrol’s Academy position. Members of this position are not allowed on the team alone and have strict policies when it comes to team and equipment access.
Civilian Employees (**Four**)

The rank of civilian employee is the State Patrol’s specialized position for people that are hired to assist the State Police.
# **§ Section 1.6 - Department Divisions**

The routine Operations Division is tasked with patrolling the streets of Mayflower. This is the department’s base patrol division.
***Internal Affairs***

The Internal Affairs Division is tasked with investigating reports of misconduct by troopers. This is an Internal Investigative branch only.

The State Investigations Division is tasked with investigating reports of criminal activity and corruption outside of the Mayflower State Police

The Special Operations Division is a highly trained tactical unit specially trained in hostage negotiations and active shooter tactics.

All troopers have requirements for equipment that must be carried on duty, then there is equipment that is officer discretion.

# **§ Section 2.4 - Bait Car Policy**
The Mayflower State Police may use a bait car operation under the following circumstances.
***Command Approval***

A bait car operation must be approved by a Patrol Major+, and a SBI Investigator must be requested. SBI Investigators must be present when the operation starts and must be present until the end. If at any time an Investigator leaves, the operation stops.

***Cross Department***
---
An additional department may be brought in to assist at the discretion of the SBI Investigator. The only thing is, it must be approved by a Captain+ of the assisting department. It will be at the responsibility of the SBI Investigator to make sure that department's command staff have been notified
# **§ Section 2.5 - Ridealong Policy**
The Mayflower State Police allows Troopers to let a civilian ride along, with the following restrictions in place

When you are asked for a ride along or wish to give one there are a few steps to do beforehand. Each of these steps listed below must be completed in order to approve a ride along.

Troopers who wish to do a ride along must be a Trooper or above, and can’t be on probation.
***Criminal Records***

Individuals wanting a ride along can’t have more than 10 criminal records with the exception of traffic offenses.
***Compliance Letter***

When giving a ride along you must DM them the following below and they must agree to both statements in order for the ride along to commence.

***Firearm Compliance***
---
As the Ride Along Trooper you are authorized at your own discretion to let a civilian carry a firearm while riding with you. They must have a FOID, and it must be a legal firearm.
# **§ Section 2.6 - Checkpoint Policy**
A Trooper may initiate a checkpoint under the following circumstances.
***Supervisor Approval***

A checkpoint must be approved by a Patrol Corporal+
***Reasoning***
---
A checkpoint is used to prevent suspected criminals from getting through a certain area. This isn’t a used everyday tool and must be used appropriately when attempting to catch a fugitive.
Additional reasons this may be done is if there is a high presence of State Troopers on (8+) and a Patrol Corporal+ wants to put a crime apprehension checkpoint somewhere on a state highway.

In order for a checkpoint to be put in place there must be **four** troopers online for a fugitive checkpoint and **eight** for a high crime apprehension checkpoint.
# **§ Section 2.7 - Leave of Absence Policy**
The Mayflower State Police understands that real life comes first. This policy is what allows for our troopers to leave for extended periods of time.

Upon knowing you need a leave of **seven** days or more you must notify your immediate supervisor. **IF** this is more than **fourteen** days a **Lieutenant+** approval will be required

Anything above **thirty** days will require a **Lieutenant Colonel+** approval (At the responsibility of the supervisor you notified)

# **§ Section 2.8 - Transfer Policy**
The Mayflower State Police are understanding of troopers ' wishes to try out new things. We will never deny a transfer unless you’re under investigation and/-or attempting to evade it.

Please notify your immediate supervisor when you plan on transferring.
Please turn over all documents you may possess for department use before time of transfer.

# **§ Section 2.9 - Probation Policy**
The Mayflower State Police is a strict department. Punishment is given as required, and trust is earned, members on probation are either new or it was part of their punishment.
***Probationary Trooper Status***

A Trooper on probation, after completing the state patrol academy has a couple restrictions during this process:
* No Ride Alongs
* Can not patrol in **Class A’s**, must use Training Polo
* Can only use **R21A/Hawthorn 500** when approved by a Patrol Corporal+
A Trooper on probation as a punishment for malpractice for wrongdoing has a couple restrictions too:
* No ride alongs
* Can only patrol in Class A W/Campaign hat regardless of division SOP’S (including undercover divisions)
* May be subject to desk duty as noted by the issuer of the Punishment.
# **§ Section 2.10 - Supervisor Request Policy**
The only employees within the department that shall be considered as supervisor are those at the rank of Sergeant+. This policy outlines supervisor requests, specialized circumstances, and department regulations in the means of supervisor request occurrences.
***Traffic Stops and Ped Stops***

After a suspect requests a supervisor, you are required to provide him one if there is one available (Sergeant+). If a supervisor doesn’t arrive within 3 minutes of your request, you may continue with the stop without one present or request a different department’s supervisor at your own discretion.
***Arrests***

At the time of arrest if a suspect requests a supervisor a Trooper may request one if there is one available (Corporal+). If a supervisor doesn’t arrive within 10 minutes of your request you may request another department, or process the arrest at your discretion.
***Officer Rights***
---
A supervisor on the scene of your request may only suggest an action. You as the arresting officer have the right to make the arrest against supervisor judgment at your own accord, but could face legal punishment if you’re wrong, as the courts can bring that supervisor forward on the stand against you.

As a supervisor responding to a supervisor request you are to get a statement from both sides then suggest to the officer what you would do.

# **§ Section 2.11 - Protections Policy**
The Mayflower State Police policy for protections
***Who is Protected***
---
The following are the positions in which the Mayflower State Police will provide protection for when they are on the ‘State Government’ team.
* Governor
* Lieutenant Governor
* Attorney General
* Chief Justice
* President Pro Tempore
* Additionally, anyone otherwise requested by the Governor may be protected.
***Protections Certifications***
---
All Troopers of the Mayflower State Police are required to be certified to graduate from the state patrol academy.
This certification may be revoked if mis-used and you will be required to regain it by getting with an Academy Instructor within (7) days of your removal.
***The Process***
---
When a Protectee wishes to be protected, they will ping the State Patrol in #pager in the Mayflower State Police Discord. Until they do, Troopers are not required to activate protections.
# **§ Section 2.12 - Disciplinary Policy**
The Mayflower State Police takes discipline very seriously. This policy explains our disciplinary system and how it will affect Troopers.
***Verbal Warning***

A verbal warning is a verbal warning. This is usually issued by a Supervisor.
***Written Documentation***
---
A written document is basically an official warning. This gets documented within Internal Affairs, and Division Director’s may pull these when thinking of employment.These are permanent and can’t be appealed.
Furthermore, these stay after you leave the department and can cause you problems if you were to ever reapply depending on what it was from.
***Strikes***
---
Strikes are an official form of punishment when you break department policy. A strike can be issued alongside other disciplinary action. If you receive two strikes you will be terminated.
***Termination***
---
A Termination means you have committed enough violations, and you are being removed from the department. This normally comes after your second strike, but depending on the severity of your actions, can come sooner.
***Blacklist***
---
A Blacklist means you are no longer welcome back to the Mayflower State Police. It takes a lot to get a blacklist, and, oftentimes, it is not appealable.
# **§ Section 2.13 - State Patrol Cadet Policy**
The Mayflower State Police has a process to become a State Trooper and it starts as a Cadet in the Academy!
***Zero Tolerance Policy***

Throughout the academy process as a Recruit Officer, as well as probation, Recruits will be subject to a **zero tolerance policy**. If the Recruit is accused and found to be in violation of a serious department policy, or gets Internal Affairs action taken against them through this period of time, they are subject to immediate termination from the State Police.
***Entry Rules***

When you first get accepted into the State Police you have very little you can do, so please read carefully.
* Do not go on team without an Instructor or Internal Affairs Investigator
* Do not dispense department equipment unless told to.
* Do not spawn department issued vehicles unless told to.
* Read all issued documents and the SOP thoroughly.
***Phase I Candidates***

As a Phase I candidate you’ve been educated on the basics of being a State Trooper. You are not yet allowed to be on a team without an Instructor.
***Phase II Candidates***
---
You’ve done the classroom education and are now allowed to be on team for desk duty only. You may also request to patrol with a Corporal+ in which they may accept or deny at their own discretion.

***Phase III Candidates***
---
You’ve completed the hands-on portion of the training curriculum and are basically done. From here you have to get through the protection training and take your exam.
***Phase IV Candidate***
---
You’ve completed your protection training and are now waiting for your examination.
***Examination***
---
You will be required to fill out a 100 point exam and pass with at least an **80%**. You will have 2 tries to do this before you will be required to reapply next class.
# **§ Section 2.14 - Trooper of the Month Policy**
The Mayflower State Police is all about honoring Troopers for their loyalty and professional acts during their time as a Trooper. This policy goes over the benefits of being Trooper of the Month.

At the beginning of each month your division command will put in 1 name and a reason why from their division to the Office of the Colonel. The Colonel will review each and select a Trooper.

# **§ Section 2.17 - Administrative Leave Policy**
The Mayflower State Police Administrative Leave Policy

Internal Affairs Command may place an individual on Administrative Leave for the duration of that individual’s case at their discretion. They may also place individuals on Administrative Leave if they have reason to believe that an individual may be a threat to department security.

Troopers who are on Administrative Leave are not authorized to be on team during their Administrative Leave, unless requested by an Internal Affairs Investigator.
***State Police Employment***

When on Administrative leave you are not to act within the Capacity of the State Police unless otherwise specified by an Internal Affairs Investigator.

While on Administrative Leave the following will happen:
* Transfer requests will be denied (The department you are transferring to will be notified)
* Resigning from the department will result in a blacklist, and be considered a termination.
* Being caught on team will result in immediate termination and blacklist, unless approved by an Internal Affairs Investigator.
* Speaking of your case or anything involved may result in disciplinary action.
# ***Chapter 3 ; Amended Policies***
# **§ Section 3.1 - Legal Responsibilities**
All Troopers are expected to act in accordance with all laws and provisions set forth by the State Government
* When troopers encounter criminal activity, they have a responsibility to take proper action.
* When dealing with classified or sensitive information, troopers must use caution.
* Troopers have a responsibility to report any misconduct by a fellow officer to the appropriate authorities. Failure to disclose misconduct could be interpreted as a threat to public safety, and disciplinary action could be taken as a result.
* Troopers are responsible for individuals in the custody of the State Police and are required to take reasonable precautions to protect and safeguard those who are detained or in the custody of the State Police.
* Troopers are not allowed to associate with any gang or criminal group.
* Troopers must not knowingly violate any provision of this manual or any other department policy.
* All questionable activity or dealers must be reported to a member of the Investigations Division for further investigation.
* Troopers should contact department supervisors and command members if they have any inquiries about department policies.
* While performing their duties as an Officer of the Law, troopers must adhere to all department policies and state laws.
# **§ Section 3.2 - Oath of Office**
The oath of office is sworn by all employees of the department upon joining. Officers swear to uphold the US Constitution and the State Constitution.

# **§ Section 3.2 - Special Orders**
Special orders are temporary policies that are announced by the Colonel. Special orders have been created to allow the department and its policies to quickly revolve around dynamic, rapidly changing situations.
Special Orders are often only temporary. The Colonel shall have the sole power to create, revise and remove special orders. Special orders override any policies, department, or divisional. Troopers are required to follow special orders over policies.
