# Constitution of the United Islands
We the People of the United Islands, serving the purpose of creating an orderly, professional, and stable government, allow this constitution to establish and eternally preserve the existence of the Country of the United Islands and the offices established under it. Allow this constitution to sit as a beacon of democracy and prestige for our Country, knowing that under it, harmony and prosperity shall occur and forever be maintained.

Whereas a citizen of United Islands shall be defined as anyone of the rank of Middle Class Citizen in the United Islands group.
Whereas no person or entity is above this constitution or the legislation drafted under it, and must abide by them unconditionally.
Whereas no passed legislation or motion may violate the expressed powers, articles, or amendments found within this document.
Whereas no action may be taken to disband this constitution or the government established under it.
Whereas any legislation or government actions taken before the establishment of this constitution shall be declared null and void. We the Citizens of the United Islands, do ordain and establish this Constitution for the United Islands.
# Article I
## Section I
All legislative Powers here granted shall be vested in assembly of the United Islands, which shall consist of the House of Represnetatives and the General Legislative.
## Section II
All members of the General Legislative are to be elected into office through a fair general election. The Speaker of the Legislative shall be chosen from the elected members of the General Legislative by means of internal election, requiring a majority vote of assembly members to vote in his or her favor.
## Section III
The General Legislative shall act as the primary legislative body of the state, requiring a majority vote of all assembly members to pass any motion, bill, or resolution. A bill, motion, or resolution may only be presented before the assembly by a sitting member of the General Legislative.
## Section IV
With a majority vote, the assembly may create new state agencies or departments to fulfill bureaucratic needs. When creating a department, the overseers must also approve of the legislation. The assembly may also create new state level positions within the president’s cabinet or executive office with a majority vote.
## Section V
The General Legislative may override any executive veto with a supermajority (⅔) vote in favor of the bill. If a bill is to be passed with an override, the president may not have the opportunity to veto the bill again.
## Section VI
Any diplomatic treaties organized by state diplomats or the president need a supermajority (⅔) vote in favor of the treaty for it to be adopted by United Islands. Should any treaty fail to pass, the Speaker of the Legislative must compose a written statement detailing why the treaty failed.
## Section VII
The General Legislative, with a majority vote, shall hold the power to confirm nominations made by the president for any position within their cabinet or executive office. With a supermajority (⅔) vote, the legislative may confirm nominations made by the president to the supreme court of United Islands.
## Section VIII
The General Legislative is required to meet at least twice a month within the capitol complex to debate and vote upon their agenda. No formal debate or voting may occur outside of such sessions unless deemed an emergency by both the president and the Speaker of the Legislative.
## Section IX
All government officials of the United Islands, be them appointed or elected, are required to take an oath of office drafted by the Founders’ Committee before holding any formal power within governmental proceedings.
## Section X
With a supermajority (⅔) vote, the General Legislative may vote to bring charges against any government official within the country government who has committed an offence of rank misdemeanor or higher. Should the charges pass, the Speaker of the Legislative must then act as the prosecutor as the official stands trial before the Supreme Court. With a majority vote from the Supreme Court, the official will then be discharged from their duties and barred from holding state office again, unless decided otherwise by the Chief Court Justice.
## Section XI
No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
## Section XII
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defense and general Welfare of the United Islands; but all Duties, Imposts and Excises shall be uniform throughout the United Islands;
To borrow Money on the credit of the United Islands.
To regulate Commerce with foreign Nations, and among the several islands,
To establish a uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United Islands.
To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures.
To provide for the Punishment of counterfeiting the Securities and current Coin of the United Islands.
To establish Post Offices and post Roads.
To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries.
To constitute Tribunals inferior to the supreme Court.
To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations.
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years.
To supply and support a Navy.
To make Rules for the Government and Regulation of the land and naval Forces.
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions.
To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United Islands, reserving to the Islands respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular Islands, and the Acceptance of Congress, become the Seat of the Government of the United Islands, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the Island in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United Island, or in any Department or Officer thereof.
# Article II
## Section I
The executive branch of United Islands shall consist of the offices of the President, Vice President, the President’s cabinet, and executive offices. The president shall serve as the head of the executive branch and shall be selected through the process of a fair open election. The President must choose a Vice President to run with for the election, and provided they win, they will serve a 1 ½ year tenure.
## Section II
The cabinet shall consist of any individual given the authority to head a state level department in United Islands. The executive offices shall consist of any high-ranking government official working for the President not given authority over a department. The President shall have the sole power to nominate individuals for these positions, and the power to remove anyone from the cabinet or executive office at their authority.
## Section III
The President shall hold the sole power to nominate candidates for the positions of supreme court justice and chief court justice. Upon the beginning of each gubernatorial term, a new Chief Court Justice may be chosen, or kept the same, from the already sitting supreme court.
## Section IV
All officials within the cabinet and executive office shall serve an indefinite tenure until they are relieved of their duties by a sitting governor.
## Section V
To go into effect as law, any legislation passed by the General Legislative must first be given approval by the President of United Islands. Should a president decide that legislation is unfit to go into effect, they may use an expressed veto power. After five days of neither signing, nor vetoing legislation, any passed legislation shall lapse into law.
## Section VI
The President shall serve as the chief diplomat of the country and shall have the power to negotiate treaties and agreements with foreign and economic entities. Such powers may also be delegated to state departments at the discretion of the General Legislative.
## Section VII
The president is allowed to pass executive orders that bypass legislative consent if the content pertains directly to a state department or agency. Government offices, cabinet/executive office members, and departments may not be created/confirmed by executive order.
## Section VIII
Should the President vacate their office, the vice president shall be sworn into the position of president. Should the vice president also vacate their office, the position of president shall then be placed on the Speaker of the Legislative. Should the Speaker of the Legislative also vacate their office, the position of president shall then be placed on the Speaker of the House. Should all four of the mentioned positions be vacated, the line of succession shall then proceed to cabinet members and executive offices in their order of creation.
## Section IX
Should the office of Vice President be vacated while the President still is in office, the president may then appoint another through the same confirmation process inscribed in C.I.VII.
## Section X
The president shall hold the power to declare a country-wide state of emergency in which proper departments may become active. All country of emergencies must have a defined start and end date, with a clear explanation as to why it was implemented.
## Section XI
The Vice President shall have the authority to head a department within the country of United Islands if the department head position is vacant. The Vice President shall be the sitting department head for no longer than one (1) month, while the President finds someone to fill the position. If the position is not filled within one (1) month, the Vice President shall recommend a candidate for the position to the President.
## Section XII
The Vice President shall hold the power to declare a country-wide state of emergency in which proper departments may become active, when deemed necessary by the Vice President, if the President cannot be reached. A state of emergency declared by the Vice President can be lifted by the President at any time, or by the General Legislative with a majority vote.
## Section XIII
The Vice President shall serve as the deputy chief diplomat of the state and shall have the power to negotiate treaties and agreements with foreign and economic entities, upon approval from the Governor and proper state agencies.
## Section XIV
The Vice President shall have the authority to supervise official State departments to ensure that all state laws and standards are being properly enforced within the departments. In the event that a law is being violated by a state department, the Vice President will recommend that the department head fix said issue and, if not dealt with in exactly two (2) weeks the Vice President will have the sole power to fix the issue as he/she seems fit. The Vice President shall not have the authority to enforce department policy, only establishment laws and laws that grant power to said departments.
## Section XV
The Vice President shall have the sole authority to transmit to the General Legislative a written declaration that the President is unable to discharge the powers and duties of his/her office, the Vice President shall immediately assume the powers and duties of the office as Acting President, unless the President transmits to the Legislative a written declaration that no inability exists, the President shall resume the powers and duties of his/her office, however, if the Vice President and a majority of the principal officers of the executive branch, transmit within two (2) days to the Legislative their written declaration that the President is unable to discharge the powers and duties of his/her office. Thereupon the Legislative shall decide the issue, assembling within forty-eight hours for that purpose. If the Legislative decides, with a majority vote, that the President is unable to discharge the powers and duties of his office, the Speaker of the Legislature must then act as the prosecutor as the official stands trial before the Supreme Court. With a majority vote from the Supreme Court, the official will then be discharged from their duties, and the Vice President shall continue to discharge the office of the President.
## Section XVI
The Vice President shall preside over the first legislative session after a legislative election with all the powers defined for the Speaker of the Legislative granted in C.I. After the first session, the presiding power will pass to the elected speaker of the legislative.
## Section XVII
The President, Vice President, and the Chief Court Justice shall have the power to administer the Oath of Office.
# Article III
## Section I
The judicial branch of the United Islands shall consist of twenty (20) Supreme Court Justices, one of which shall be elevated to the position of Chief Court Justice by the President. Justices shall serve a life tenure unless they retire, resign, or are removed through impeachment proceedings.
## Section II
The President shall have the power to nominate Supreme Court Justices, and with a supermajority vote from the legislative, they shall assume their position. In addition, the president may nominate a sitting Supreme Court Justice member for the position of Chief Court Justice. Any incoming president may choose to either keep the sitting Chief Court Justice or place them back to a regular Supreme Court Justice and choose a different Supreme Court Justice. The legislative must approve the nomination with a majority vote to take effect.
## Section III
With a majority vote, the Supreme Court may decide on cases appealed through municipal and appellate courts, serving as the final court in the appeals process. When a case is decided upon by the Supreme court, the Chief Court Justice is required to write a statement detailing why the court voted as it did. This statement shall be taken as precedent and will decide how all cases below the Supreme Court are ruled from then on.
## Section IV
If an individual is lawfully impeached, the Supreme Court must decide whether the offense was worthy of impeachment, and with a majority vote, can either choose for the individual to be removed or remain in office. If removed, the Chief Court Justice can either choose to bar the individual from holding state office again or allow them to run again in the following election.
## Section V
No case quota may be established for the Supreme Court to hear. To hear a case, at least Fifteen (15) of the twenty (20) members must vote to hear the appeal, in which a hearing date must be scheduled within a week of acceptance. Cases may not go directly to the Supreme Court unless specified within this document or by proper legislation.
## Section VI
The General Legislative, with a majority vote, may pass legislation for the creation of appeals courts within the United Islands. The legislation must specify how they are chosen, their location, and who may appeal to them.
## Section VII
C.III.V shall apply to appeals courts as well, with the difference of the appeals justice having the sole authority to decide whether a case is heard.
## Section VIII
All trials within the United Islands shall fall under either the category of a federal or civil trial. A federal trial shall be defined as country prosecution seeking higher legal penalties than in-game jail time or fines, or a civilian seeking to challenge the penalties they faced while in-game. A civil trial shall be defined as a lawsuit brought forth by an individual or entity, against another individual or entity in which the plaintiff has suffered as a result of the defendant’s actions. All trials shall be carried out as a bench trial unless otherwise specified by the plaintiff in a civil trial, or defendant in a criminal trial. Supreme Court hearings shall always be a bench trial.
## Section IX
In cases of jury trials, jurors must vote unanimously in favor of a guilty verdict in criminal trials, and a majority in favor of liability in civil trials for action to be taken against the defendant. The presiding justice shall always have the final say in sentencing for the accused.
# Article IV
## Section I
The Founders of the United Islands shall serve as the head of government oversight. They may appoint an added individual to specialize in government oversight with no need for confirmation.
## Section II
Member of government oversight shall have the ability to hold public office within the United Islands or its municipalities. And, they may freely own businesses and run as a normal department employee under department heads.
## Section III
Government overseers shall have the ability to call elections, rank legally elected/appointed government officials, and group hold departments. A department may not be considered official at either the state or municipal level without being owned by the founder.
## Section IV
Overseers shall have authority in creating game rules, which may be enforced in either appealable, or non-appealable administrative actions.
## Section V
Overseers may remove sitting government officials without proper impeachment proceedings for serious infractions of game rules, prolonged inactivity, or serious discord infractions when necessary. If a President and Vice President are removed by one of these clauses, one of the Founders has full authority to take the role of Interim President until an election is called.
## Section VI
Any laws, bills, or executive orders that are passed at the time of government oversight step in, with or without the approval of the General Legislative unless specified, are deemed amended and the clause under constitution. Amendment 2. Article 7 will be suspended until it is deemed by the Founders and government oversight that the State government can function on its sole duty entirely.
## Section VII
Overseers may at any time conduct a full sweep through of government to ensure reasonable activity. They have full due right at any point when deemed necessary to step in and ensure that government operations are conducted with satisfaction.
# Article V
## Section I
Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the General Assembly may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.
## Section II
The Citizens of each Islands shall be entitled to all Privileges and Immunities of Citizens in the several Islands.
A Person charged in any Island with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another Island, shall on Demand of the executive Authority of the Island from which he fled, be delivered up, to be removed to the Island having Jurisdiction of the Crime.
No Person held to Service or Labor in one Island, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation there, be discharged from such Service or Labor, but shall be delivered up on Claim of the Party to whom such Service or Labor may be due.
## Section III
New Islands may be admitted by the General Assembly into this Union; but no new Island shall be formed or erected within the Jurisdiction of any other Island; nor any Island be formed by the Junction of two or more Island, or Parts of Island, without the Consent of the Legislatures of the Island concerned as well as of the General Assembly.
The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United Island; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United Island, or of any Island.
## Section IV
The United Island shall guarantee to every Island in this Union a Republican Form of Government and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be met) against domestic Violence.
# Article VI
## Section I
Voting shall fall under two categories: elections and referendums. Voting can be held by either member of the oversight branch, the president, the vice president, or any other official given the authority to do so by proper legislation.
## Section II
Each vote shall only count as one, and only one vote may be cast per individual. Non-citizens may not take part in United Island elections or referendums.
## Section III
Hosts of elections have the authority to detail specific rules for getting on the ballot, what each candidate can and cannot do, and the election scheduling. No rules may violate this document or any legislation about elections. When voting opens, they must be open for at least twenty-four (24) hours to accommodate for all time zones.
## Section IV
If the General Legislative is unable to agree on whether to pass legislation, they may make a motion for a referendum in which the bill is then sent to the public for approval. If a majority of all who voted vote in favor, the bill passes to be signed or vetoed by the governor. The Speaker of the Legislative is to act as the host for referendums and shall decide upon the rules for voting.
## Section V
Upon winning an election, an official-elect must be sworn into office by a member of government oversight to have the authority to act in their position. This clause also applies to appointed officials in both the state and local levels of government.
## Section VI
President-elect shall be sworn into office after affirming this oath of office: “I {roleplay name} do solemnly swear that I will faithfully execute the office of President of the United Islands and will to the best of my ability preserve protect and defend the constitution of the United Islands. So, help me God.”
## Section VI
Vice President-elect Shall be sworn into office after affirming this oath of office: “I {roleplay name} do solemnly swear that I will faithfully execute the off office of Vice President of the United Islands and will to the best of my ability preserve protect and defend the constitution of the United Island. So, help me God.”
## Section VII
Governor-elect Shall Be sworn into office after affirming this oath of office: “I do solemnly swear that I will support and defend the Constitution of the Island {name}; against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; that I will fairly and honestly represent the people who have bestowed this duty upon me; and that I will well and faithfully discharge the duties of the office that I am subscribed to and on which I am about to enter. So, help me God.”
## Section VIII
Lieutenant Governor-elect Shall Be sworn into office after affirming this oath of office: “I do solemnly swear that I will support and defend the Constitution of the Island {name}; against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; that I will fairly and honestly represent the people who have bestowed this duty upon me; and that I will well and faithfully discharge the duties of the office that I am subscribed to and on which I am about to enter. So, help me God.”
## Section VIIII
Mayor-elect Shall Be sworn into office after affirming this oath of office: “I do solemnly swear that I will support and defend the Constitution of the Island {name}; against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; that I will fairly and honestly represent the people who have bestowed this duty upon me; and that I will well and faithfully discharge the duties of the office that I am subscribed to and on which I am about to enter. So, help me God.”
## Section X
Deputy Mayor-elect Shall Be sworn into office after affirming this oath of office: “I do solemnly swear that I will support and defend the Constitution of the Island {name}; against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; that I will fairly and honestly represent the people who have bestowed this duty upon me; and that I will well and faithfully discharge the duties of the office that I am subscribed to and on which I am about to enter. So, help me God.”
# Article VII
All Debts contracted and Engagements entered, before the Adoption of this Constitution, shall be as valid against the United Islands under this Constitution, as under the Confederation.
This Constitution, and the Laws of the United Islands which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United Island, shall be the supreme Law of the Land; and the Judges in every Island shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.
The Legislatures and Representatives before mentioned, and the Members of the several Island Legislatures, and all executive and judicial Officers, both of the United States and of the several Island, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the United Island.
# Article VIII
## Section I
Citizens shall have the right to freedom of expression in the form of speech, public assembly, protest, and government petition. If in compliance with discord rules, and Roblox ToS, it may not be infringed.
## Section II
No government action may be taken to establish an official religion or set of beliefs. In addition, no government action may inhibit the free practice of religion unless the practice violates the rights of others.
## Section III
Citizens shall hold the right to possess arms acquired through legal means for reasons of self-defense.
## Section IV
Citizens shall hold the right to own private property and maintain privacy within that property unless otherwise specified by a search warrant. Private property may not be seized by the State of San Fortunes unless given consent by the owner or ordered by court authority.
## Section V
Citizens shall have the right to vote in free and fair elections for candidates of their choosing. They shall be free of intimidation or coercion to vote along indicated lines.
## Section VI
Citizens shall have the right to file lawsuits within the court system or challenge law enforcement discretion by an unbiased justice or jury. All juries shall be comprised of the defendant’s peers and shall decide cases as said in C.III. IX. Trials shall be made public unless desired private by the defendant.
## Section VII
Citizens shall have the right to legal representation during trials and while in questioning by a licensed attorney. If the citizen in question does not have an attorney, one must be supplied for them. Citizens may not be forced to bear witness against themselves when accused.
## Section IX
Citizens shall be protected from cruel or unlawful punishments when arrested for a crime. All legislation about criminal code must include proper sentencing for the offense.
## Section X
Citizens shall have the right to equal protection under the law by the government, its agencies, or employment opportunities. Discrimination on any grounds is not a variable to take against an individual.
# Artcle IX
## Section I
The state shall reserve the right to own property, and legislate it as either public or private domain.
## Section II
The state shall reserve the right to regulate commerce when deemed necessary by the general assembly.
## Section III
The state shall reserve the right to incarcerate or fine individuals who violate state laws permitting these actions to be taken by law enforcement agencies.
## Section IV
The state shall reserve the right to protect its citizens through means of law enforcement and appropriate agencies.
## Section V
The state reserves the right to approve municipal charters by a majority vote within the General Assembly before going into effect within said municipality.
## Section VI
The state reserves the right to strike down municipal ordinance that violates this document or state legislation using the court system.
# Article X
## Section I
Municipalities shall hold the right to act as a sovereign entity within the United Islands, golfing democratic elections for municipal positions and passing municipal ordinance in compliance with C.VII.VI.
## Section II
Municipalities reserve the right to own property unowned by the state or a private entity and legislate it as either public or private domain.
## Section III
Municipalities hold the right to create agencies to enforce laws or provide a service within municipal limits. All municipal departments are required to follow the same standards specified for state departments about oversight in C.I.IV and C.IV.III.
## Section IV
Municipalities must create a charter in which the proceedings of municipal government are established. All charters must be approved by the General Assembly as detailed in C.VII. V.
## Section V
Municipalities shall reserve the right to incarcerate or fine individuals who violate state laws or municipal ordinance allowing these actions to be taken by law enforcement agencies.
# Article XI
## Section I
Any article or section may be changed in this document through the amending process. In addition, added articles and sections may be added through the same process detailed in C.IX. II.
## Section II
The amending process shall start in the General Assembly in which a sitting assembly member must propose an amendment to the assembly. With a supermajority (⅔) approval in favor of the amendment, it shall then be sent to the people for a referendum. The Speaker of the Assembly shall host the referendum, in compliance with regulations specified in C.V. If a 75% majority of all who voted, vote in favor of the amendment, it shall be enacted and added to C.X of the constitution.
## Section III
Upon the signing of the Founders of United Islands, the Head of Government Oversight, the sitting President of United Islands, and the sitting Vice President of United Islands, this document and all its articles shall go into effect at once.
# Article XII
The Ratification of the Conventions of twelve Islands, shall be sufficient for the Establishment of this Constitution on the day of September in the year of our Lord two thousand twenty and of the independence of the United Islands the twenty first.
