# Area 47 Ethics Code

## SECTION ONE: INTRODUCTION
The Code of Ethics is one of the most important Foundation documents. It outlines the conditions of the Ethics Committee as well as all relevant humanitarian rights and power establishments regarding D Class Personnel and the safety of Foundation Personnel. Responsibility for amending this document is ultimately preserved only for members of the Ethics Committee, and may be amended through emergency powers granted to the Board of Directors through the Committee.

## SECTION TWO: THE ETHICS COMMITTEE
### SUBSECTION ONE
The Ethics Committee serves to manage and enforce the Code of Ethics. It has the ability to deem actions either ethical or unethical, and may investigate or punish those, who break the Code of Ethics.
### SUBSECTION TWO
The O5 Representative to the Ethics Committee represents the Council within the Ethics Committee. They advise the Committee and the Board of Directors and help set an overall direction for the Committee. The O5 Representative can not remove members of the Ethics Committee and cannot enact laws or change the Code of Ethics without the approval of the Committee, unless by executive order. It is important to remember that the O5 Representative is not an Overseer. They do not rule over the Committee like many other O5 Councilors do with their departments. The O5 Representative may not vote, unless a tie has occurred. The Ethics Committee may not remove the O5 Representative.
### SUBSECTION THREE
The Editor of the Ethics Committee is responsible for the management of the Ethics Committee. They may manage the membership of the Committee in any way they see fit. This is a position of trust and their authority is expected to never be abused. In the event that the Editor leaves his office for whatever the reason is, the Vice Editor shall immediately be appointed to the role of the Editor.
### SUBSECTION FOUR
The Editor can be removed by a vote of no confidence. Any member of the Board of Directors may motion a vote of no confidence in the Editor by transmitting their wish to do so to the O5 Representative. Then, all members of the Board of Directors, excluding the Editor and O5 Representative, shall vote on whether to or not to remove the Editor. If a majority is achieved, the O5 Representative may choose to remove or not to remove the Editor. If the decision is unanimous, the O5 Representative must remove the Editor.
### SUBSECTION FIVE
The Vice Editor assists and advises the Editor in their duties, though they do not carry the full authority of the Editor. They may suspend members of the Committee if they deem it necessary. Should the position of Vice Editor become vacant for any reason, the Editor shall appoint a new one.
### SUBSECTION SIX
The Ethics Committee is divided into three different subcommittees. Each possesses a different task. Each subcommittee has a Chairman and a Senior Member to assist the Chairmen in the management of the subcommittees. subcommitee chairs are appointed by the Editor, and the Senior Member is chosen by the Chairman. In order to function properly, a subcommittee should have one Chairman, one Senior Member, and at least three committee members.
### SUBSECTION SEVEN
The investigation subcommittee investigates reports sent in by Foundation Personnel and Class-D alike. They interview people in order to look for evidence and or a confession and then compile a report of their findings.
### SUBSECTION EIGHT
The sentencing subcommittee takes reports from the Investigation Subcommittee and decides what punishment in necessary. They then take said action and notify the offender.
### SUBSECTION NINE
The public affairs subcommitee engages and informs the fooundation on ethics. They do this through seminars and general interactions on-site. They also act as a balance to the sentencing subcommittee, and may appeal their decisions.
### SUBSECTION TEN
The Board of Directors is the ruling entity of the Ethics Committee, and is composed of the O5 Representative, Editor, Vice Editor, and all Subcommittee Chairs. They are responsible for everything that occurs within the Committee. The Board of Directors may overrule any subcommittee should it deem it necessary.
### SUBSECTION ELEVEN
Members of the Board of Directors may be removed by the Editor with the O5 Representative’s consent.

## SECTION THREE: D-CLASS PERSONNEL
### SUBSECTION ONE
D Class personnel may be terminated for equipping any kind of weapon unless they have explicit permission from testing personnel, regardless of if they discharged the weapon or put it away.
### SUBSECTION TWO
D Class personnel may be terminated for entering an unauthorized area without the permission of combatant or research personnel.
### SUBSECTION THREE
D Class personnel may be terminated for attempting to breach, breaching, or interfering with the re-containment of any SCP.
### SUBSECTION FOUR
It is unethical to verbally abuse D Class Personnel in any way.
### SUBSECTION FIVE
If a D Class Personnel is pushed across the red line, they cannot be terminated. They must be asked to step back, be detained or shield-bashed backwards. The pusher, however, is subject to termination.
### SUBSECTION SIX
D Class Personnel must be terminated for a proper reason, and by combative personnel. The only exception for this is in case of self-defense.

## SECTION FOUR: FOUNDATION PERSONNEL
### SUBSECTION ONE
Foundation Personnel may not use their weapons to harm others except for self defense. Self defense is when you have been shot, or have a strong reason to believe you will be shot next by someone already shooting others.
### SUBSECTION TWO
Foundation Personnel in restricted areas are to be removed, if they are non-compliant, they may be terminated. A third offense might result in a Class-D sentence.
### SUBSECTION THREE
Foundation Personnel should not enter a SCP’s containment zone without a security escort. Non-combative personnel may never enter a SCP’s inner containment zone.
### SUBSECTION FOUR
When spectating, conducting, or securing tests, Foundation Personnel are to keep a safe distance from the windows looking into the inner containment zone.
### SUBSECTION FIVE
Intentionally breaching a SCP is unethical.
### SUBSECTION SIX
Divisional or Department Directors are responsible for assisting the Ethics Committee and helping enforce the Code of Ethics within their division. Failure to do this may lead to them being repulsed negligent by the Committee and possibly face punishment for negligence.
### SUBSECTION SEVEN
Departments are required to give punishments to its members who commit unethical acts that violate the Code of Ethics, this punishment must be agreed on by the sentencing subcommittee such punishment is inbicted the department must notify the sentencing subcommittee chair saying that the punishment was given.
### SUBSECTION EIGHT
No Foundation Personnel may incite violence or otherwise encourage hatred among any groups of people within the Foundation.
### SUBSECTION NINE
The Code of Ethics applies to all Foundation Personnel ranked Level 4 and below.

## SECTION FIVE: COMBATIVE PERSONNEL
### SUBSECTION ONE
Lockdowns may be declared in the event that there is heavy D Class rioting that endangers personnel, containment breaches in the CDC, or large numbers of D Class are missing. In the event of a lockdown all D Class not in their cells are to be terminated, any tests are to be halted, and D Class are to be returned to the D Class cells.
### SUBSECTION TWO
D Class have exactly one minute after the lockdown alarms begin to get to their cells, afterwards, they are subject to immediate termination.
### SUBSECTION THREE
People who may declare a lockdown are as follows:
- Foundation Personnel ranked Level 4 or above.
- Security Department personnel ranking Director or above.
- Mobile Task Forces ranked Task Force Leader or above.
- Rapid Response Team personnel ranking Deputy Squad Leader or above.
- Internal Security Department personnel ranking Executive Director or above.
### SUBSECTION FOUR
Members of the Ethics Committee Board of Directors may end a lockdown at any time, they may not, however, call lockdowns unless they meet at least one of the above criteria.
### SUBSECTION FIVE
For all of the above divisional rankings to be valid, they must be on their division’s team.
### SUBSECTION SIX
Detain should be used on D Class Personnel in the event that their presence endangers a VIP, they are jumping around and causing harm to other D Class Personnel, when the D Class Personnel was pushed across the line, and if the D Class Personnel crosses the line. Detain may be used for the transfer of a VIP or D Class Personnel.
### SUBSECTION SEVEN
Actions that may be declared unethical are as follows:
- Unauthorized termination of D Class Personnel.
- Unresponsive termination of D Class Personnel.
- Lacking safety protocol awareness for D Class and others.
### SUBSECTION EIGHT
In the event of a breach during testing, the test is to be halted and the D Class are to be terminated, any Foundation Personnel are to be moved to the breach shelter as quickly as possible.
### SUBSECTION NINE
D Class are to be introduced to the containment zone by combatives only, not any member of testing divisions.
### SUBSECTION TEN
D Class personnel are not to be terminated during medical exams unless ordered to by Medical Department personnel ranking Assistant Director or above.
### SUBSECTION ELEVEN
If a D Class is terminated during a test without authorization or justification, the person who terminated is subject to punishment.
### SUBSECTION TWELVE
D Class are not allowed to give authorization for their own termination.
### SUBSECTION THIRTEEN
D Class must be escorted by combative personnel when being escorted to tests, checkups, or anything outside of the CDCZ.
### SUBSECTION FOURTEEN
Guarding forces such as Alpha One and the Rapid Response Team are exempt from the Code of Ethics when they are guarding a protectee to ensure maximum protection, when not guarding a protectee the Code of Ethics applies fully to their actions and they will be held responsible for any codes broken.

## SECTION SIX: RESEARCH PERSONNEL
### SUBSECTION ONE
The only departments allowed to test SCPs are the Scientific Department and Medical Department.
### SUBSECTION TWO
The amount of D Class personnel a researcher requests must be a reasonable amount for the SCP being tested. i.e: If a researcher is testing how long the effect of SCP-035 lasts, 2+ D Class are not needed.
### SUBSECTION THREE
Research personnel are allowed to bring 1 extra D Class along for testing in case of another D Class getting him or herself terminated before the research personnel are able to reach the SCP, or the D Class having to leave or go away. If the test goes as planned, this D Class is not to be tested, and returned to the CDCZ.
### SUBSECTION FOUR
Research departments are allowed a maximum of 7 D Class per test, while directorate members are allowed 10. Any tests that require above that amount need permission from a Site Director or O5 Councilor.
### SUBSECTION FIVE
The only personnel allowed to be tested on are D Class, at no point should Foundation personnel be interacting with SCPs unless necessary for a test.
### SUBSECTION SIX
When testing, the researcher’s commands to the D Class must be made abundantly clear; at no point should a D Class be killed because the tester did not properly give instructions.
### SUBSECTION SEVEN
Combative personnel may enter the containment zone of a SCP to recontain, terminate D Class, or carry out a procedure necessary for the test. All other Foundation personnel are not allowed to enter.
### SUBSECTION EIGHT
A test is only defined as officially started when all personnel needed for the test have left the briefing room and are heading to the SCP being tested on.
### SUBSECTION NINE
D Class personnel must be briefed of their rights before the test moves out of the briefing room, failure to do so will result in the test being halted and the tester and security being punished.
### SUBSECTION TEN
Tests may be stopped in the briefing room before the start of the test, or shut down after the start by any member of the Ethics Committee ranked Committee Member or higher.
### SUBSECTION ELEVEN
Tests may be considered unethical if they are improperly carried out in an unsafe or wasteful manner.
