# City Watch Lieutenant

## Abstract
A watch member who was chosen, by the Captain, to be the second-in-command of the city watch. They were granted authority over the city watch as a whole, as to lighten the load the Captain has over having to command the entire garrison.
If the Forest Warden is in command of the Forest Garrison. And the Captain is in command of the City Watch and the Keep Garrison. Then the City Watch Lieutenant is the right-hand man of the Captain when it comes to the command of the City Watch, so as to let the Captain be more in command of the MAA.
What I believe should be the "chain of command", or hierarchy, of the garrison roles.

King directly commands Royal Knights, Captain and the Forest Warden.
The Forest Warden commands the Forest Guard, and the Captain commands the Men at Arms. The City Watch Lieutenant answers to the Captain, and his duty is to command the City Watch.
Do note, in the absence of the Warden, the Forest Guard should answer to the Captain (whom is in charge of the entire garrison) so it should be something like this.

But assuming all the roles are filled, I believe the first image should be what the chain of command should look like. Partially to make things clear, but also so the Warden can "override" the orders of the Captain, introducing some conflict and friction.
Also goes without saying, if a noble (like a Royal Knight, etc.) orders a MAA to do something, they should most likely do it. They are a noble, after all.
## Goals
* A budget command role for people to experiment with, either in terms of roleplay, or learning how to command people.
* Helps make sure the City Watch have someone to follow, instead of hoping the Captain will remember the City Watch exists, and doesn't sit in the keep the entire round.
* Roleplay opportunities. For example: A Lieutenant whom is corrupt and uses the City Watch as a gang of sorts (made up fines, etc.). Or one whom tries his best to uphold justice and law with his rabble of slightly-trained peasants.
## Non-Goals
* Overtuned combat role. No need for that. They are meant to be slightly better than the common watchman, not to outshine them.
* Not a keep role. They are another peasant, not a trained soldier. They should have nothing to do with the keep other than showing up when called for, or arriving to make a report to the Captain. The captain is ultimately the one still in charge of the City Watch. The lieutenant is simply the one who has his boots on the ground and has to do the dirty work.
## Balance
In essence, they are meant to be a footman++ when it comes to gear, stats and skills.
Slightly better gear (iron breastplate instead of a hauberk for example), chain mittens instead of leather gloves, etc. Small changes, but noticeable ones.
They are also meant to get average in each weapon the watch utilizes, such as bows, flails, polearms, swords, etc.
Their stats and skills should be above that of the city watchmen, but below/on-par with the men at arms, and certainly below the Captain.
They should also be given weapon choices, for ex. like the Royal Knights. Instead however they should be something the city watch has access to. For example: Flail, Spears, Swords, etc.
# Alternative: Veteran takes the role of City Watch Lieutenant. Renamed into Sheriff.
Hopefully you have read the previous part of the design document. Because this part will assume you have.
Instead of creating a new job, we can simply turn the Veteran into the Lieutenant, or perhaps rather, a Sheriff.
## Abstract
In terms of chain of command/hierarchy. It's largerly unchanged. 
The Veteran, aka Sheriff, is the one in charge of the city watch. A member of the old party, the members were given various positions within the city. The Town Elder became the, well, Town Elder, the Court Magician was hired into the keep as a court mage, and the Veteran was given a position in the garrison as Sheriff.
If the Town Elder represents the civilian side of the town/city, then the Sheriff represents the law enforcement side. He answers to the Captain, but has the additional aspect of being connected to the old party.
## Goals
* Turns the Veteran from an aimless role, whose only purpose is to train others, into someone with responsibilities. They can still train others, they are well skilled, but their primarly responsibilities are to organize and manage the City Watch.
* Helps explain why they are in the "Garrison" category. Seriously they are more like a bum with gear at the moment.
* Same goals as City Watch Lieutenant.
## Non-Goals
* It is NOT meant to be just a rename. The Veteran, if changed into the Sheriff, should get reworked. For ex: advanced classes.
* Also same non-goals as City Watch Lieutenant.
## Balance
The Sherriff can either be Old or Immortal (so Aasimar can play as him).
I would like to keep the idea of advanced classes specializing in specific weapons, however I do not believe the current ones will fit. So here are rough ideas.
Polearms, starts with a billhook and medium armour.
Swords, starts with a longsword and heavy armour.
Mace and Shield, starts with a mace or bludgeon and a heater shield, medium armour.
Ranged, starts with a longbow and light armour.
In terms of stats: It would depend on the advanced class chosen, but do note the stat changes from having Old age. Should avoid Old Sheriffs with Ranged specialization having 5 extra perception for example.
## Misc
At the moment, the Veteran spawns alongside the Town Elder in the Inn. If the Veteran is changed into the Sheriff, this should be changed. The Sheriff should spawn in the city watch garrison, alongside the rest of the city watch. They should have their own room in the garrison alongside their office.
The old Veteran room could be merged with the Town Elder's to form a home/office for the Town Elder. A bedroom, kitchen and maybe some sort of Office where he can have private talks with people.
