# Statement from the Treasury on overhead spending review and appointment of review commission
The Treasury has resolved to perform a review of public sector management and civil service.
The purpose of this review is to evaluate the status of organisational bloat. It has three main goals:
1. Identify if and where management, staff and support functions can be reduced in order to free up funds for the bolstering core services and personnel such as teachers, doctors and other line workers.
2. Evaluate the effect on the NHS Internal Market on overhead spending in the form of systems, managers, administrative and clerical staff.
3. Evaluate the effect of government contracting and long-term procurement on the cost of public services.
In other words, it has two core targets: surplus overhead and new public management (NPM) bureaucracy.
After consulting with the Chancellor of the Exchequer, I have been authorised to appoint a comission to carry out this review.
