QA Fixes to done before our Standup an Client Meeting

1. Create Dataset Form
- [ ] for the "Author Email" field, the placeholder used is wrong

2. Dataset Metadata page
- [ ] Temporal coverage data is not properly displayed e.g. https://wri.dev.frontend.datopian.com/datasets/nov-20-dataset-qa
- [ ] Licenses are not displayed. I think this should be listed in the "About" Tab
- [ ] inconsistent use of icons in Resources tab (created/updated)
- [ ] All links should open in a new tab (e.g "Technical Note", "Open In" etc) e.g. https://wri.dev.frontend.datopian.com/datasets/nov-20-dataset-qa
- [ ] Graceful error message if a dataset does not exist
- [ ] WRI Data field is the yes/no field in the form (Check the schema)
