# Proposal for a series of off-chain voting activities for dotsama community

## Problem statement

- Governance vitality has always been a problem we tried to improve. Giving rewards is a way but it may lead to the non pureness of the purpose of governance participation.
- We need to build a community where people know more about how polkadot works than speculation.
- We need a way for community members to show opinions to polkadot builders.
- We need a way to combine $DOT and $KSM holders. It should be one community, not two.

## Dotsama space

Dotsama is an off-chain voting space on OpenSquare off-chain voting platform. The proposals to be created on this space can be voted from either $DOT holders and $KSM holders. Symbol of this space is `VOTE`, while 1 `DOT` equals to 1 `VOTE` and 1 `KSM` equals to 10 `VOTE.`

- There are 2 voting result caculation strategies for this space: `balance-of` and `quadratic-balance-of`. Every voters' weight will be different if differnet strategy is used.
- Threshold to propose a proposal is 100 `VOTE` which equals 100 `DOT`, 10 `KSM`.
- Threshold to vote a proposal is 1 `VOTE` which equals to 1 `DOT`, 0.1 `KSM`.
- Dot and KSM holders can vote from chains including polkadot, kusama and statemine.
- The voter's voting balance will be decided by the corresponding chain spapshot height of the proposal.

## Voting proposals

We will propose several governance related proposals and the purposes are:
1. Promote community members to think more about the polkadot onchain mechanisms.
2. Collect community opinions about governance.
3. Improve onchain governance participance in the long term view.

The first 2 proposals we may create is:

1. Do you think the inflation of polkadot or kusama is too high?
2. Do you think the treasury is well utilized or wasted?

Proposal content will be provided before they are published. Looking forward to more community members can create proposals for community to think and vote.
