THE COVID-19 RESPONSE IN ADJUMANI DISTRICT.

Adjumani District confirmed its first COVID-19 positive case on 25th March 2020. Currently, Adjumani has 52 positive cases. A District Task Force was formed consisting of about 10 sub committees. The 5 major ones are; Case Management, Infection, Prevention and Control; Psychosocial support and Mental Health; Surveillance, Laboratory support and points of entry; Risk Communication, Social Mobilization and Community Engagement; and Water, Sanitation and Hygiene (WASH). The other 4 crucial ones are; Security; Leadership and Coordination; Logistics and Supplies; and ICT and Finance. However, the district has been partnering with different organizations to ensure that these committees are duly facilitated to carry out their different roles through the different structures up to the grassroots. Nonetheless, the Ministry of Health and the President continue to give guidelines and directives respectively.
### Introduction
The COVID-19 pandemic has changed the order of business at many places with some people failing to cope due to the lock down and a stifle on so many things including the way/channels of communication. As such, many people have been forced to embrace Information and communication technologies (ICT) so as to enable a smooth continuation to the carrying out their daily tasks. It is thus not surprising that Web Based Seminars are the new swift and safe way of communicating and ensuring that activities are implemented even amidst the response and numerous standard operating procedures.
While the ICT Sub Committee is functional, it is not active because of inadequate funds to carry out ICT related activities towards the response. This month’s event(s) thus seeks to tap into not just that gap but expertise, and human resource. We will have two zoom meetings with different stakeholders in the response.
### Goal of the event
The Overall goal of the organization as pertaining to this event is to improve access to information and interaction between the District Rapid Response Team, their partners, other stakeholders and the people of Adjumani District. The recorded videos of the events and feedback will be shared widely online. While the radio has been proven to be one of the most effective way of communication in remote and rural areas including refugee camps; guidelines on COVID-19 response like social distancing hinder the participation of many panelists at a given time unlike the Web Based Seminars/zoom meeting that are able to accommodate more people. But also, with many youth (both in and out of school) currently at home, these spend a better part of their time online using the internet for different reasons. The internet thus proves a better medium of communication to reach out to these youths with information opposed to radio that many of them feel is an outdated source of information and entertainment during the lock down.
### Challenges
There is poor mobile network coverage in some parts of the district. We anticipate that this may affect or delay the meetings. Most participants will be using their mobile phones.
### Impact of the event
There will be instant sharing of key messages from the discussions on our social media platforms both to inform the people of Adjumani but also ignite a discussion on some of the issues that will thereafter arise.
We anticipate that this will not only encourage more participation of people in Adjumani in the response efforts but also improve information sharing through available technology to ensure that no one is left behind.
### Feed back
There will be instant sharing of key messages from the discussions on our social media platforms both to inform the people of Adjumani but also ignite a discussion on some of the issues that will thereafter arise.
We anticipate that this will not only encourage more participation of people in Adjumani in the response efforts but also improve information sharing through available technology to ensure that no one is left behind.
