## PHG (Aggregation hub) 互通步驟
1. 在 portal 註冊 PHG 所屬單位，並取得憑證(傳輸加密及資料簽章)。 若考慮近端傳輸資安，PHD 也需註冊。
2. 向 portal取得憑證(可能須審核)
3. 向 portal取得裝置所屬單位病人
4. 向 portal取得 FHIR 儲存庫 endpoint，以及授權 token
5. patient device pairing，PHG 設定目前受測人員
6. PHG 將 Device 傳來的量測資料轉成 FHIR observation
7. PHG 上傳資料到 FHIR 儲存庫 。需驗client 憑證，token。 並確保不掉資料
