Charter of Oswell County === :::info In accordance with Lockridge's Constitution, we hereby do ordain this Charter for Oswell County ::: In accordance with Article V of the Lockridge Constitution, we hereby do establish Oswell County, to be governed in accordance with State law and this Charter. # Article I: Board of County Commissioners ### Section 1: Composition The Board of County Commissioners shall be composed of three elected officials, each with equal privilieges and duties. ### Section 2: Election; Term The election shall be held by the Founders and Co-Founders in accordance with the State Constitution. All commisioners shall be elected at the same time for a term of four months. ### Section 3: Division of Executive Duties The commissioners may, with unanimous consent, divide their executive duties under themselves, or delegate certain authorities to county executive officials. ### Section 4: County Executive Officials County executive officials shall head county departments, established by this Charter or Ordinance. A county executive official may only be appointed with majority consent of the Board. ### Section 5: Legislative Duties: Ordinances An ordinance must not be in opposition to any State law or this Charter. For an ordinance to be enacted, it requires majority approval from the Board. # Article II: Charter Amendments; Municipalities ### Section 1: Charter Amendments A charter amendment requires unanimous approval from the board, and a simple majority approval from the qualified voters of the County. ### Section 2: Municipalities A municipal charter in the county requires unanimous approval from the board to pass. # Article III: Oswell County Fire Department ### Section 1: Establishment The Owell County Fire Department shall be established and tasked with providing fire and medical services to Oswell County. ### Section 2: Administration The Fire Department shall be headed by the Fire Chief, a county executive official. He shall be supervised by the County Board. ### Section 3: Search and Rescue The Fire Department shall also coordinate and assist other departments in the search and rescue of missing persons. ### Section 4: Other provisions The Fire Chief shall administer the Fire Department as required by State law, County Ordinances, medical and fire practices. He shall do so using Standard Operating Guidelines. # Article IV: Oswell County Sheriff's Office ### Section 1: Establishment The Owell County Sheriff's Office shall be established and tasked with providing law enforcement services to the County and its District Court. ### Section 2: Administration The Sheriff's Office shall be headed by the Sheriff, an elected official. He shall be elected for a term of four months as required by State law. ### Section 3: Deputies The Sheriff shall hire Deputies, who shall be tasked with common law enforcements duties. The Sheriff shall only hire certified law enforcement officers as required by State law. ### Section 4: SWAT The Sheriff shall establish and maintain a tactical team, whether voluntary or permanent, for deployment to high-risk situations, and other scenarios where a tactical team may be necessary. ### Section 5: Court duties The Sheriff and his deputies shall protect the County's District Court, enforce this court's orders, subpoenas and warrants. ### Section 6: Other provisions The Sheriff and his deputies shall abide by State law, County ordinances, and court orders by the County's District Court.
