## Mission Statement
Blackwater, a company founded by CEO Pand_aaa, focuses on supporting state security. Blackwater protects those who are defenseless while maintaining ethical, efficienct, and effective conduct. Members of the Blackwater company are the best of the best.
## Guiding Principles

## Chain of Command
### High Command
#### CEO
The CEO oversees all operations within the orgaization. They are responsible for creating policies, appointing members of command, and the general upkeep of the organization.
#### Executive Secretary
Helps manage organization documents, databases, and assists with any other administrative work.
#### Management
Assists with policy making within the organization and the managing of organizational departments.
### Command
#### Administrative Operative
Responsible for overseeing and organizing Blackwater. Members of this rank have been in the organization for a long period of time and have strong leadership capabilities.
#### Command Operative
Assists the Administrative Operative with overseeing and organizing platoons. Members of this rank have been in the organization for a long period of time and have strong leadership capabilities.
### Enlisted
#### Elite Operative
Operatives who have served in Blackwater for a long time and have undergone a skill test.
#### Duty I, II, and III Operative
Backbone of the Blackwater organization. Members of this rank have just joined the Blackwater Organization and are embarking on a journey filled with adventure, intuition, and danger.
Duty II Operative is obtainable through 5 hours of patrol.
Duty III Operative is obtainable through 10 hours of patrol
#### Recruit
New enlistees to the organization who are required to undergo tough training and initiation into the department.
## Policies, Memos, and Orders
#### Policies
Policies may be written by members of high command with the approval of the CEO. Policies shall dictate the conduct of members of our organization and shall be enforced at all times. Policies may be overridden by the CEO. Policies must follow our guiding policies.
#### Memos
Memos may be written by command with approval from high command. These shall dictate the general conduct of members within Blackwater. High command may also issue memos to any company, platoon, or fireteam with approval of the CEO or Administrative Officer. Memos may be overridden by the CEO. Memos must follow all policies and our guiding principles.
#### Orders
Orders may be given by any member of command or high command and must be followed by all ranks below them. Orders may be overidden by members of a higher rank. Orders must be ethical and professional and must not violate policies, memos, or our guiding principles.
## Recruitment
#### Requirements
Recruitment requirements shall be dictated by the CEO. Members of the Blackwater organization must be a citizen of the State of Mayflower and must not have committed any felonies within the past 15 days. Members may not have more than 30 criminal records. Members must have a Firearms Owner Identification Card.
#### Training
Training shall be coordinated by the CEO and the Executive Secretary. Training shall be rigorous and shall put recruits to the test.
#### Probation
Once a member has completed their probation, they shall enter a probationary period. The time of said probationary period shall be prescribed by the CEO. Upon the completion of their probation period, recruits shall become Duty Operatives.
## Management
Management shall not have authority over members within Blackwater and shall serve directly under the Executive Secretary and the CEO. There are four management spots.
Members within the Management Team are appointed by the CEO.
#### Outreach Manager
Responsible for the coordination of outreach strategies. The Outreach Manager plans and creates material that will maintain or enhance the public image of Blackwater Organization.
#### Administrative Manager
Oversees the admnistrative operations within Blackwater Organization. They manage the department database, the department's bot, and any other work that is in that field.
#### Legal Manager
Legal managers provide advice on legal rights and obligations. They may also be tasked with researching legislative issues or statutes. They review and propose changes to regulatory documents based on their knowledge of the law. Legal managers may also be tasked with representing the Organization in the court of law.
#### Human Resources Manager
Oversee the recruitment, hiring, and interviewing of new employees. They are the link between the organization's employees and command. They may also be tasked with issuing disciplinary actions on employees.
## Amendments
Amendments to the bylaws may be made by the CEO with approval from a majority of the command and the high command. Command members may recommend amendments to the bylaws to the CEO.
