Catalyst Improvements Fund 10 Task Force

Purpose of Task Force

  1. To develop a structure for iterative improvements of the Catalyst parameters and core documentation.
  2. To facilitate the research on (i) Catalyst parameters improvements and (ii) Catalyst core documentation revision.
  3. To encourage wider participation in the Catalyst Improvement work process.

Definitions
Catalyst core documentation is defined as the proposer, veteran proposer, challenge team and proposer flagging guidelines. It will also include the Catalyst improvements guidelines (yet to be produced).

Catalyst parameters is defined as all the parameters and rules regarding the process dictating how funds from the Catalyst treasury are allocated. This includes for example rewards parameters, petition process, voting system, proposal and veteran proposal eligibility and reputation.

Task Force Membership Expectations

  1. Members of this task force must participate in the weekly meetings, synchronously or asynchronously.
  2. They also take on a well defined responsibility that relates to the goals of the task force.
  3. Members should read and follow the Code of Conduct for participation facilitated by this Task Force.

Members of the task force are remunerated for their work, including time in meetings. Participants in meetings who have not gone through the application process are not compensated for meeting times (see below). However, they can of course take on Dework tasks which are rewarded with bounties!

How to Participate

Anyone can participate in meetings and contribute by taking on tasks from Dework. However, to be considered a member of the task force, one must apply. This allows one to be paid for the time spent in meetings.

  • Anyone can join this task force.
  • To join, the applicant must submit a Funding Request in the vPA Working group Dework space in accordance to the Funding Request (FR) template.
  • Approval occurs in accordance with the rules of the the vPA treasury.

Meetings

The Catalyst United fund 10 improvements TaskForce meets for 1 hour every Tuesday. The time has regularly been 1500UTC (3pmUTC) but can be changed if the group would benefit from a better timeslot.

All meetings are archived on a dedicated meeting page, and all meeting links include the agenda, recording and notes or minutes from the meeting.

4.0 Purpose

[This is a short, clear statement of the overall purpose ("mission") of the GF.] In order to ensure the continued viability of the Proposal Assessor and Veteran Proposal Assessor (PA/vPA) roles in providing core operations and services to the Catalyst QA Ecosystem, as well as to model experimental decentralized self-governance, we have adopted this Governance Framework for managing a community-owned and community-disbursed Treasury, obtained through Project Catalyst Funding.

Introduction to Governance Framework for PA/vPA Operations Treasury

A note on the founding of this side treasury During Project Catalyst Fund 8 a challenge setting called Community Advisor Improvements was introduced. Several Community Advisors (now called Proposal Assessors) suggested that a proposal could be made to request a portion of the challenge funds for a CA (now called PA) community treasury. This treasury would be able to function as a rapid-funding mechanism for tools, efforts and related expenses to maintain and improve the Quality Assurance ecosystem, within the larger Catalyst ecosystem, and to function as a small experiment in decentralized self-governance. After discussion, it was decided that the CA representative for the Catalyst Circle v3 would submit the proposal on behalf of the community. The following Governance Framework has been created as an option for Trustees of the proposal to adopt in order to have objectively defined governance protocols for managing the integrity of the PA/(v)PA Operations Treasury. The proposal submitted to Catalyst regards the person who submitted the above proposal to be the Founding Trustee, and that role and its responsibilities are provisionally described in the document On the Qualities of Distributed Leadership. What is the Governance Framework? The PA/(v)PA Operations Treasury formally consists of a set of interrelated protocols that outline many areas of governance, and includes a glossary of terms, principles and objectives of the treasury, a schedule of controlled documents that govern specific aspects of the treasury, policies for revisions to the framework, and more. The Trustees may also request or adopt additional resources and documents for inclusion under this framework, such as whitepapers, FAQs, checklists, diagrams, etc. Where is the Governance Framework? Right here, obviously! This Governance Framework and its architecture, including controlled documents and trust registry is Version 1.1, and it is available both as an official document in the [PA-vPA Treasury repository] as well as this public comment version that collects feedback from the community. There are two previous versions in the repository, Version 1.0 which was in google docs and Version 0, which was a template meant to capture initial data about the proposal, and it is also archived in the repository. Links and summaries for all of this documentation is available in the repository. This Governance Framework was adopted on June 1st, 2022.
