Working group/treasury name

- In writing the latest newsletter there's some confusion of what the working group is really called, and what its scope _really_ is...
- It is also unclear what the relationship between the treasury and WG is. If they refer to the same entity, why use two terms?
- Dework, Discord, HackMD, Github names differ

- Background
- Before a task receives "To Do" status, hence being eligible for rewarding, it must be accepted through a poll with treasury members.
- Before a reward for completing a task
- Problem
- Hard to participate meaningfully in both discussions and polling if it is continuous.
- Discussion questions
- What is the least amount of time we want to allow for discussions of newly created tasks?
- Should poll be set up at the same time as discussions?
- Proposition 1: Polls must be created by Friday 21:00UTC, open for 48 hours, and closed by Sunday 21:00UTC.
- Can also be stated as "task creation closes each week on Friday 21:00UTC".
- Task creation closes each week on Friday 15:00 UTC.

- There is some confusion as to what we should call the Dework Tasks/Bounties.
- To make communication consistent, we should settle on either calling it Bounty or Task.

- It has been argued that there's a need to have a Task Reviewer/Bounty manager.
- This person will, broadly speaking, facilitate the discussion and polling about proposed tasks/bounties and discussions about submitted work.
- What is the purpose and role of the bounty manager?
- Is bounty manager the same as reviewer?

- change of role in discord suggested from @CatalystWG to @vPAWG in order to limit who is voting on internal functions in discord. Suggestion was generally accepted.
- Discussion of polls vetted the proposition: "Polls must be created as soon as possible after task has been created or task has been submitted and be open for 72 hours at least". Vote to work from this baseline was generally accepted.
