Review Criteria === ## Introduction When a Treasury Community Member submits a claim for funding from the treasury, that claim first undergoes a review and edit process. The goal of this process is to assure that all claims meet certain minimum criteria and standards outlined below. Treasury Administrators MUST conduct the review in an open and transparent way, and they SHOULD direct questions about applicability or clarity to both the claimant and the community in general. If the claim is evaluated to have not met the standards below, the claimant MUST be given the opportunity to edit the claim and bring it into alignment with these criteria. The choice of whether a claim should be removed from consideration rests with the claimant, however, the burden for bringing the claim into alignment with these standards also rests with the claimant. Claimants SHOULD seek discussion with the community to bring a claim into alignment. This review period MUST NOT be used as an opportunity for the Treasury Administrators to evaluate the claim outside of the criteria provided below. Any revisions to this criteria are subject to Section 9 of the Treasury Governance Framework. Alternative review processes seeking adoption should be submitted as TIPs. ## Review Standards - Claims MUST NOT violate the Treasury Community **[Code of Conduct](/_L-gopTgRcmaJFtKcjrtlw)**. - Claims MUST be in alignment with the **[Principles](https://hackmd.io/@PA-vPATreasury/SJRBkgvro)** guiding the Treasury and the Principles guiding **[Distributed Community Leadership](https://hackmd.io/@PA-vPATreasury/rJXSkBVro)**. - Claims MUST be in alignment with the high level **[Purpose](https://hackmd.io/@PA-vPATreasury/SJ_pnJwBj)** and **[Objectives](https://hackmd.io/@PA-vPATreasury/SktKA1Dri)** of the Treasury Governance Framework. ## Review Criteria - Is the claim original or sufficiently distinct? – Claims SHOULD NOT overlap each other in too many areas, nor duplicate effort or results. Where overlap or duplication is found claimants SHOULD seek to collaborate. - Can the claim be clearly classified under the following criteria from Section 6.1 of the TGF? – Claims MUST fall under these categories. - Community management - Moderation - Community events - Tools and services - Marketing and PR - Treasury Governance Participation - PA/vPA work auditing - Process research or improvement - Does the claim have a clear deliverable? Is the deliverable open and available for the community’s use? – Deliverables SHOULD be open-source, open-standards and belong to the Community. - For claims for work to be completed, does the claim have an expected timeline? Does the timeline fall under the governance term (180 days from initial funding)? –The treasury MUST only fund work that can be completed under its term. - Has the claimant included contact information? – Current contact information MUST be included. - Is the value requested reasonable for the work done or to be done? – Treasury Administrators and Claimants SHOULD discuss this with the Treasury Community to reach agreement, as this may have the largest impact on the community’s eventual vote. ## Review Completion If a Claim meets all the criteria above, it SHOULD be marked as Complete, and scheduled for a community vote on its funding.
