# Central Authority Standing Rules These Standing Rules have been created to allow more organization to our Society and allow the general public to see how we operate. ## General Conduct Central Authority is the face of our Community and are to be held to specific standard: * Members should not use their extended abilites for in game advantages, like using the Dooglebug to get out of arrests. * Act fairly and without bias in each action made. * Discuss any concerns with the members in our private group chat. * Keep professionalism and maturity when dealing with Central Authority actions or mandates. * If bias could hinder your decision, perhaps ask another member to make this decision. * All votes must be put in the Voting Only group chat, this is to prevent the voting matter being lost in other discussions. * Members are not allowed to be in possession of a Department Head position. ## Membership Applications In the event of a vacancy in our Central Authority, we will start the discussions of potential candidates. This is a very delicate process as being on Central Authority includes many abilities and powers that can be used in a dangerous way. We may create group chats with possible candidates to gather a more background on a candidate and their experiences. Once we feel confident with the nomination, it will undergo a vote, which requires a unanimous vote among the rest of Central Authority. As soon as the membership is approved, the canidiate must resign any Department Head position they are apart of. We are limited to only five members at a time. ## Membership Removal Sometimes members of the Central Authority needs to be removed for various of reasons, if a member wishes for another member to be removed, they must contact the Leadership department and the process will officially begin. For lesser violations, an investigation will begin where all Central Authority members, except for the accused, will participate in. The investigation will involve discussions, showing evidence and even interviewing the accused. Investigations can ultimately lead to removal but they can also lead to specific punishments that doesn't involve removal. For more serious violations, Leadership can temporarily remove the accussed's roles and permissions while an investigation begins. In order for Membership Removal to be approved, it requires a unanimous vote among the investigating Central Authority Members. To keep the integrity of the Mayflower alive, Leadership is given immunnity from Removal. ## Community Removal Community Removal is a last resort option of moderation action against a user. Community Removal includes a ban from all our games and all of our Discord servers. If a member feels that a Community Removal is needed against a user, the member may bring it up to discussion with the rest of Central Authority All Community Removals require a 3/4's vote among the Central Authority for the action to be taken. Any Central Authority member, after a vote has passed, may use the uban command against the user, along with banning them in our game. In the event of Community Removed subject to want an appeal, they must first prove to Central Authority that they have changed and are ready to be brought back into our Community. All Community Removal appeals require a 3/4's majority vote among the Central Authority. ## Amending the Standing Rules Amending the Standing Rules is very important as it allows our society to to add, change, remove or update aspects of how we operate. If a member wishes to amend the rules, they must contact the Leadership department with the exact changes they want to make. From there, it will undergo a vote. In order to amend the Standing Rules, it must recieve a unaminous vote among the members. ## Voting As its already been loosely mentioned, the Central Authority conducts business through voting. The reason we conduct business through voting is to put in a check system for our members to prevent power hungry ideas. There are three different kinds of votes a member can do. Aye: Agreeing to the vote Nay: Disagreeing to the vote Abstain: Neither agree or disagree or not wishing to make a decision ### Overturning an action of Government Although we do have the power to do this, this should only be done in extreme cases to prevent Community anger. We should always discuss when deciding to overturn an action of Government, this can range from a law passed by the Senate, to a Judicial order. A 3/4's vote is required to overturn an action of government. ### Overturning an action of another department In the event a member wants to overturn an action done in a department in which they dont lead, they should always discuss it between themselves and the department lead. In a last resort option, they may always bring it to a vote with the other members, overturning an action requires a 3/4's vote. ### Other Voting Matters In the event that there is a controversial topic or decision that we want to make, it should require a 3/4's vote among the members of our society. ## Departments Departments within the Central Authority allows each member of our society to run a piece of the community. It also relieves load off of the already busy Leadership. Each member is required to be oversite or assistant of a department. ### Leadership Oversite of Leadership is only done by the Owner, with the exception of an assistant in the event the Owner is absent. The job of Leadership is to take command of the Central Authority and lead them in the correct direction. Leadership is also in control of counting the votes and making sure that the action of the vote is executed properly. Leadership can fill in for other departments in the event of an absence. Leadership is also in control of the Mayflower Electoral Commission. Leadership can also assign Central Authority members to departments. Leadership has no more authority than other departments. This department is only lead by OmqItzThief and assisted by Unholycheese64 ### Immigration and Customs Force Oversite of the ICF department is one of the easist departments to lead. Majority of the work is done by the ICF Director. As lead of this department, its your job to resolve any disputes within the department, confirm that Citizenship appeals are properly being conducted, and to make sure that deportations and cititzenship blacklists are within the boundaries of the law. This department is currently lead by TotallyNOTEssa and assisted by OmqItzThief ### Moderation The Moderation Department is a more involved department. Oversite is required to select potential moderators in anyway they see fit, as well as any criteria they see fit. They are also required to train the new hired Moderators. Oversite also settle disputes that may happen between Moderators and handle high case appeals. Oversite is also required to handle the discipline of Moderators if it ever comes to that. This department is currently lead by Unholycheese64 ### Development Overseeing the Development Department has always been done by OmqItzThief. Oversite includes the hiring of Contractors and Developers. The member overseeing the department must make sure that the department is beeing ran in an efficent manner. Oversite is also required to make sure that the Contractors and Developers are being paid the correct Robux and on time. This department is currently lead by OmqItzThief and assisted by AwesomePIays ### Community Affairs The Community Affairs Department is a very important department for the community. They make sure to be the eyes and ears of the community for Central Authority. They will make suggestions to other Central Authority departments in how to improve for the community. This department is currently lead by VACANT ## In Game Commands Being a member on the Central Authority grants you commands in-game that can alter how the game functions **donate**; Gives a user a the specified amount of money donate OmqItzThief Bank/Cash 1000 This command should only be used when a user either has had an accidental datawipe or as part of the Bug Bounty program. **doodlebug**; Sends a plane to a user that will blow them up doodlebug OmqItzThief 1 This command should only be used when needed in a Developer Event or if someone requires a reset. It should never be used to kill officers or yourself to avoid an arrest. **missle**; Launches a missle to a user that will blow them up missle OmqItzThief 1 This command should only be used when needed in a Developer Event or if someone requires a reset. It should never be used to kill officers or yourself to avoid an arrest. **team** (not in use); Teams a user to a the specified group team OmqItzThief Courts This command should never be used as its meant for debugging purposes. **teleport**; Teleports the specififed user to another specified user teleport OmqItzThief Unholycheese64 This command should never be used as its meant for debugging purposes. **waypoint**; Teleports the specififed user to a specified place in the map waypoint OmqItzThief LCD This command should never be used as its meant for debugging purposes. **giveitem**; Gives a specified item to a user giveitem OmqItzThief DelinoR21M This command should only be used in Developer Events or debugging purposes. **mod**; Gives a specified user Moderator privileges mod OmqItzThief This command should only be used by either Leadership or Head of Moderation. **unmod**; Removes a specified user's Moderator privileges unmod OmqItzThief This command should only be used by either Leadership or Head of Moderation. ## Discord Commands Being a member on the Central Authority grants you commands on Discord that can be used dangerously **donate**; Gives a user the specified amount of kkredits /donate OmqItzThief 5 This command should only be used when a user boosts the server with Nitro or when a high class user joins the Discord. **uban**; Bans the specified user in all of our Discords /uban OmqItzThief Community Removal This command should only be when a user has been Community Removed.
