# **The New California Republic** #
**In October of 2077, the world ended,** nuclear fire destroyed the Old World in what became known as The Great War. Many individuals survived the war in a survival plan known as *Project Safehouse* where a sizeable enough population would survive in great underground vaults.
*Vault 15 was one of those vaults,* in which several groups composed of wildly various races, ideologies, religions, etc, would survive the war. Decades after the war, the Vault was opened as overpopulation and general unrest caused a schism. The main groups that left would go on to create a variety of factions: *The New California Republic, The Great Khans* and two minor raider tribes; Jackals and finally the Vipers.
Of the groups, the greatest to rise would be the New California Republic, which was voted into creation as a unified republic in 2189 between the five states:
## The Founding States ##
**Shady Sands** - The founding city of the NCR, and their current capital.
**Los Angeles/The Boneyard** - The ruins of the pre-war city, now repopulated and one of the largest cities on the West Coast.
**Maxson** - The city and towns surrounding the Lost Hills Bunker, including Necropolis. (Lost Hills itself is an independent, Brotherhood location.)
**The Hub** - The economic and trade center of the NCR, home of various post-war corporations and economic powerhouses.
**Dayglow** - The southern urban sprawl of The Boneyard, a separate state to the northern half and culturally distinct.
## The Presidents ##
*The first man to govern was Aradesh,* a decedent of the Vault 15 residents who created Shady Sands. He served from 2189 to 2196, disappearing afterwards in search of a great treasure. His daughter, *Tandi*, who served from 2196 to 2248, guided the NCR into becoming a free, prosperous and fair state in the wasteland.
After her passing, the presidency passed her to Vice President, *Joanna Tibbett,* known as weak willed and lax, allowing NCR Settlers to be preyed upon by Mojave Raiders. After a vote of no confidence, *Wendell Peterson* took the reigns of state, his presidency was the 2nd longest in NCR history, and one of the most controversial
During Petersons presidency the anti-trust laws and control the state had over large corporations and the brahmin barons eroded, and political lobbying returned from the dead. Economic might grew as the control of arable land, grazing stocks, and factory space steadily consolidated into single families, corporations, or conglomerates. He is also known as one of the most militaristic presidents; seeing the NCR into the **Brotherhood War** and the **Mojave Expansion**, leading to their meeting with *The Legion*
The most recent president, coming in as Petersons failed re-election run came to a close, is *Aaron Kimball* a war hero and devoted militarist. His campaigns of expansion have focused heavily on the raiders of Baja, and the Mojave Wasteland.
## Current Politics ##
*Within the NCR, pre-war luxury and life has nearly returned,* the daily life of most citizens is focused around their occupation. Gone are the days of the wasteland scavenger or ruin-diver. As most of the interior of the NCR has been picked clean by scavengers, and later on professional NCR-Affiliated excavation teams. Now many individuals work in industrial facilities or agriculture, with a significant portion being part of the burgeoning working-middle-class.
Within the NCR, politics has returned from its post-war-rest. While the everyday citizen has a vote in choosing their Representative for the NCR House Of Representatives, political lobbying and party-ism has grown. Interest groups such as the Farmers Committee, The Stockman Association, or a half dozen others claim to speak for everyday Californians, and have used the degradation of anti-trust laws to strengthen their political power.
## Fast Facts ##
The NCR Currency is the NCR Dollar, backed by gold. Its conversion rate in NCR Territory is thus:
**1 NCR Dollar = .75 Caps = .25 Legion Denarius**
Slavery is banned within the NCR, though indentured servitude still survives in some corners such as Vault City.
Chems and chem use are recreationally allowed, though more dangerous drugs such as Jet and Psycho are banned and criminalized.
Mutants are not just tolerated, but their freedoms are enshrined in the Bill Of Rights, even if everyday citizens may treat them as lesser individuals.
The NCR has two close nations of contact;
*The Brotherhood of Steel*, to whom they are currently in a stand-off war, conflict reaching as far as the Mojave Wasteland.
And the *Shi*, a nation of Chinese-Americans who run the city of San Francisco and its surrounding urban sprawl. NCR - Shi relations are peaceful, and citizens may pass between their border.
It is not uncommon to see personal vehicles upon the roads of NCR towns, as nuclear miniaturization has been revived and mastered; power cells are expensive but available. Often times regular citizens will chose bicycle locomotion, or a train.
## The NCR Military ##
*The NCR Military is one of the largest in the wasteland,* in comparison to its civilian population. It is organized thusly:
**Squad:** 6-10 Soldiers, Lead By A Sergeant
**Platoon:** 3-5 Squads, Lead By A Lieutenant
**Company:** 3-5 Platoons, Lead By A Captain
**Battalion:** 3-5 Companies, Lead By A Major
**Regiment:** 3-5 Battalions, Lead By A Colonel
**Division:** 3 Regiments, Lead By A General
**Field Army:** A Designation For All Divisions Operating Within One Theatre
Numerous support companies exist, and might be in use at any one time within a theater; artillery units armed with post-war foot mortars, mechanized units given vehicles of some description, air units using rare and often sparse post-war aircraft or vertibirds, cavalry units mounted on horseback, heavy mechanized units using scavenged or pre-war powered armors, or military police.
Lastly and most importantly is the NCR Rangers; a group of veteran soldiers adopted into the NCR Military after the Ranger Unification brought together the two groups in mutual defense of the wasteland. Rangers are some of the most able combatants in the wasteland, and are often deployed alone or in small units to overcome difficult tasks. They are direct descendants of the mythical "Desert Rangers" who in decades passed defended the wasteland from great threats; from the Enclave to rogue AIs, and some of whom are rumored to be out within the wastes, bringing law to the lawless, from the East Coast to the Frozen Hell of Seattle.
The NCR Military is concerned mainly with: the occupation and eventual absorption of the Mojave Wasteland and New Vegas, the defense internally from resurgent separatist and terrorist elements, the defense of the Vault City and New Reno territory from raider incursion, and the pacification of Baja. Troopers should expect to be deployed to one of these fronts if they are drafted or volunteer.
## Parties Of Interest ##
The following groups are just some of the parties an individual might come into contact with in NCR Lands:
*New Reno Mob Families* - The city of New Reno is divided up into four sections, each run by a family: *Bishops, Mordinos, Wrights, and Van Graffs* each of which controls a section of the town and some of its interests, everything from gambling to fire-fighting goes through the families control.
*Gun Runners* - One of the largest post-war corporations, this company is a decentralized amalgam of hundreds of firearms producers, with offices and factories in almost every major urban center. Its inner organization is Byzantine and cryptic, said to be lead by a board of directors and engineers.
*Caravan Companies* - A broad term for the hundreds if not thousands of companies and groups that have come to prominence moving freight across the wasteland. From the smaller groups like the Far-Go Traders, to massive conglomerations such as the Hub Union. They all operate with one goal; profit.
*Followers Of The Apocalypse* - A group with a storied past, coming to being directly after the Great War, this band of anarchists, doctors, scientist and technicians work to bring about a peaceful world, eschewing violence and force whenever necessary. They operate the largest library and scientific center on the West Coast.
*Raiders* - Dozens if not hundreds of individuals have taken up the title of Raider, some with colorful names such as Vipers or Jackals, others simply desert muggers and highwaymen. Some such as the Khans have history as old and storied as the NCR, others are simply violent thugs.
*Tribals* - A sometimes derogatory term for individuals living outside "civilization" though others consider anyone still living in a primarily familial or town-ship communal society within the wasteland as Tribal. These individuals can be from a truly deprecated society where the most advanced technology is pottery, meanwhile others might hail from far off but highly advanced city-states within the wasteland.
*Brahmin Barons/Agri-Barons* - Following the degradation of anti-trust laws within the NCR, the newest form of aristocracy has come about in the form of Barons of Industry or Agriculture, these individuals or small families control large swaths of land and livestock, using their power and influence to continue to grow their power.
