# New Haven County Sheriff's Office Bailiff Certification ### Section I: Uniform Policies The deputy acting as a bailiff should be in their [formal uniform](https://prnt.sc/pyratq). All assisting deputies should be in their normal [Class A uniform](https://prnt.sc/pyrajw). ### Section II: Firearms Policy All deputies that enter the courtroom should not have a long gun on their person. This will be voided if the courtroom is put into lockdown. Any assisting deputies who are posted **outside** of the courtroom may have a long gun if they want to ensure that they can contain any possible threats. ### Section III: Entrance Policy The following conditions must be met before all court proceedings: - One deputy is stationed beside the presiding judge (this is normally the bailiff) - At least one deputy is stationed on every entrance of the courtroom; - One barrier is placed five studs infront of all external side entrances; - A search station is established by the courtroom internal entrance. A person may not enter a courtroom in session if: *- The person involved possess a firearm or blunt weapon; - The person involved denies the search; - The person has been barred from the venue; - The person has been denied entrance by the presiding judge* ### Section IV: Gallery Rules No person shall discuss the details of a closed case outside of a venue, else they shall face indefinite disbarment; - *No person(s) shall speak during an active court proceeding unless in case of recess; - Officers shall hold no tolerance towards the eviction of any person for any of the proceeding reasons - no matter the positions of the person(s) involved.* ### Section V: Bailiff Lines **The Bailiff should state each of these at the correct time stated.** #### Opening: First Message: ALL RISE Second Message: The District Court of New Haven County is in Session, the Honorable [JUDGE'S FULLNAME] presiding. #### Recess: First Message: ALL RISE Second Message: The District Court of New Haven County is in Recess. #### Swearing in a Witness: Ask the witness to rise. First Message: Do you solemnly swear to tell the truth, and nothing but the truth, so help you god? #### Swearing out a Witness: Ask the witness to rise. First Message: Was the evidence you gave, the truth, the whole truth, and nothing but the truth, so help you god? #### Case Adjourning: First Message: ALL RISE Second Message: The District Court of New Haven County is Adjourned. ### Section VI: Threat Procedure In the event of a viable, credible threat the following measures are to be taken: *- Those involved in the hearing are to be evacuated into a safe location; - Those in the gallery or spectating balcony are to be evacuated out of the courtroom; - The threat is to be immediately be assessed and contained* ### Section VII: Goodison Courthouse [Rules](https://docs.google.com/document/d/18XnV5biX7WQzMagERX3CMw7f6jrUniV0aOvOPBAz9Eg/edit?usp=sharing) The following rules shall apply within the Goodison Courtroom in the NHCSO HQ: *- Under active judicial proceedings, the presiding judge in the Goodison Courthouse shall be the direct authority able to dismiss or further order any action to be executed or to be ceased so as long as the order is limited to the area of the venue or courtroom; - In the absence of any judicial directive, the highest-ranking custodial certified deputy present may order the enforcement or any and all listed rules; - At the convenience of the presiding judge, any of the preceding rules may be waived or withheld to support the convenience of law enforcement officer present; - No agency or department may act as security unless requested by the undersheriff, his acting, or the sheriff and/or his acting; - Entry and security rules and procedures of the Goodison Courtroom **shall ultimately be decided by the New Haven County Sheriff's Office hierarchy.*** ### Section VIII: Reasons for Goodison Courtroom Usage There are multiple reasons why the Goodison Courtroom will be used. Reasons are: *- A State of Emergency has been declared. - Orders supported by both the County Sheriff and Chief Judge - High Profile Cases* The usage of the property is ultimately determined by the Sheriff of the New Haven County **Authorized by DragonColeMD** *Office of the Sheriff*
