The New Haven County Sheriff's Office is a law enforcement agency in the State of Mayflower. Founded in 1852, for over a century and a half, the department has protected and served the citizens of New Haven County. # 1000. General Policy
### 1001. Role Outline
1. **INTRODUCTION**
- The Sheriff’s Office consists of a number of ranks each of which holds more seniority further up the chain of command to facilitate the number of personnel held under the department. Each outline is written to ensure clear duty delegation is made where needed.
2. **CENTRAL COMMAND**
- **Sheriff & Undersheriff** - The primary Central Command of the department. Absolute delegation is given to these positions and they hold the highest authority to ensure the greatest standards of enforcement of the law provided by the deputies within the County.
- **Assistant Sheriff** - The complete overseer and head of all Bureaus/Units in their Operation. Can assist with the day-to-day management of the department and presents respective reports or concerns to the Sheriff and Undersheriff, and attempts to support other command roles where necessary.
3. **HIGH COMMAND**
- **Captain** - Directly manages a bureau which combines several divisions. Their main task is to report any actions undertaken within their respective divisions and resolve any more issues within their division command where possible.
- Powers of High Command:
- Issue disciplinary actions;
- Develop divisional policies in conjunction with department policy;
- Grant leave of absences up to two weeks;
- Accept resignations;
- Issue promotions as deemed fit;
- Host patrol shifts and briefings;
- Search, detain, arrest lower ranking employees;
- The Investigations Bureau Captain can authorize vehicle searches on employees that does not stem from a termination from two (2) recorded warnings.
4. **ADMINISTRATION**
- **Lieutenant** - Directly oversees a division and holds authority over all divisional task delegation and management of activity of their deputies.
- **Sergeant** - Controls the overall operation of a unit within a division. Assists in maintaining standards within their division command.
- Powers of Administration:
- Issue warnings for their subordinates;
- Develop divisional policies with oversight approval;
- Grant leave of absences for up to one week;
- Suggest promotions to oversight;
- Host patrol shifts and briefings;
- Host trainings;
5. **SENIOR DEPUTIES**
- **Corporal** - Assists their Sergeant in day-to-day oversight of deputies in the field. Maintains authority and power to report issues to oversight and sets clear examples of expectations. Can command a unit within a division.
- **Deputy Second Grade** - Senior employee with the power to assume general command over lower ranking deputies for specific tasks. This rank is expected to assist the corporal in the operation of units as deemed fit. Recognized as an honorary rank.
- **Deputy First Grade** - Holds seniority than lower ranking deputies with the intention of assisting with general needs and successfully coaching lower ranking deputies for improvement. Recognized as an honorary rank.
- Powers of Senior Deputies:
- Assume acting positions in the absence of command;
- Suggest disciplinary action to oversight;
- Suggest promotions to oversight [Corporal only];
- Host patrol shifts and briefings [Corporal only];
6. **NON-ADMINISTRATIVE**
- **Deputy** - The average law enforcement officer of the department and county. Presents the bulk and overall image of the department during regular patrols.
- **Probationary Deputy** - Holds the rank of employee in the group after having completed the bulk of their academy training. The rank is more specific to the department’s academy process. They are still held in zero tolerance.
- Powers of Non-Administrative Deputies:
- Perform regular patrols as required in the county;
- Perform specialized duties as required per division (Deputy only);
- Assist and complete bailiff duties during court cases;
- Regulate prisoners and duties in the correctional facility;
- **Cadet** - Not considered as fully employed (are still an “employee”) under the Sheriff’s Office. Expected to complete required trainings as laid out by the Training Division under its standards. The rank is only specific to the department’s academy process. Cadets can be removed at any time, especially for the violation of any department policy or State Law.
- **Correctional Officer** - Certified as employed under a partial LETI certification in order to staff the County Jail and if permitted, to assist deputies during a ridealong within the county. Correctional Officers are held to zero tolerance and are not considered as law enforcement officers.
- All members of the group “New Haven County Sheriff’s Office“ are considered employees of the department. (Cadets are partially employed but are considered employees for policy reasons)
7. EXEMPTIONS
- Central Command shall have the authority to change anything within this regulation.
### 1002. Routine Policy
1. **INTRODUCTION**
- Routine operations fall under the general patrols within the County that are conducted by the Sheriff’s Office, and are to be followed by all deputies regardless of rank or division, except where explicitly specified. Zero tolerance can be imposed for violations.
2. **BRIEFINGS**
- Briefings may be organized by more senior deputies. All deputies are to then report to the department headquarters and go up to the main briefing room, upstairs. In other instances, lower ranked members of the department must adhere to orders given by those of a higher rank to them.
3. **RIDEALONGS**
- Ridealongs are permitted if the following conditions are met by the person:
- Not having fifteen (15) or more records
- Will not prevent the deputy from completing their duties
- Will still leave room within a vehicle for detainees if they are inside it
- Are aware the department is not liable for anything that occurs
- Ridealongs are not permitted to drive department vehicles unless otherwise approved by Central Command. Correctional Officers are not permitted to drive any vehicle besides the Sheriff Conveyor when doing community service with a Custodial Deputy.
- Ridealongs do not require direct authorization from a supervisor, but a deputy’s direct supervisor (e.g. Sergeant) must be notified of a ridealong. Failure to notify a supervisor of a ridealong can result in disciplinary action. They may only possess a sidearm if reasonable.
4. **INTERROGATIONS**
- Interrogations require authorization from a supervisor, unless done by the Criminal Investigations Division. The Miranda Rights and Waiver must be read to the suspect, and the interrogation must be recorded entirely. Interrogations may not be watched by uninvolved deputies.
5. **CHECKPOINTS**
- Checkpoints may be carried out by a Sergeant+ as per the standards and guidelines set in the [Public Safety Checkpoint Act](https://drive.google.com/file/d/11lVjywUo3qzLJnnHa3jKbJ9BvhCC65xb/view).
6. **SUPERVISOR REQUEST**
- A supervisor may be requested by any civilian or tourist. Deputies are required to present a Corporal or higher to the individual who requests a supervisor. This is not required for anyone at or above the rank of Lieutenant. The request can be denied if there is no superior deputy present in-game. Supervisors may deny said request if there is reasoning to believe the suspect’s request is invalid or an attempt to stall the arrest. If there is no response from a supervisor within three (3) minutes then the supervisor request may be canceled.
7. **SEARCH WARRANTS**
- Search warrants are primarily handled by the Warrant Enforcement Bureau, and must be contacted through Discord if a warrant is to be executed or there is one present. If there is no response from the Warrant Enforcement Bureau within a reasonable time period, the warrant is to be conducted in the car hanger of the HQ and be recorded entirely. Said recording is then to be passed on after the warrant is executed completely [“WARRANT [USER] EXECUTED” in the radio] to a member of WEB to properly document the warrant.
8. **DEPARTMENTAL SEARCHES**
- All department searches must be conducted in the WEB Hanger at the Sheriff’s Office Headquarters. Conducting searches at any other venue is strictly prohibited. Departmental Searches may be approved by a member of High Command and may be conducted by Internal Affairs, Criminal Investigations, and any other approved persons by High Command.
9. **LETHAL FORCE REQUIREMENTS**
- Deputies may only utilize lethal force in permitted circumstances, with active threats to life including the following:
- A significant threat is posed by death or serious injury to officers or others
- Anything conducted involving an objectable of conducting severe harm
- Drivers purposefully posing careless actions causing harm to vehicles/pedestrians
10. **CORRECTIONAL SECURITY ACT**
- Employees of the Sheriff’s Office are protected by the Correctional Security Act when using lethal force on trespassers near the Sheriff’s Office Headquarters. The Correctional Security Act should not be utilized on other on-duty departments unless they have been given repeated warnings to leave and they have failed to comply. Employees must be able to prove they had warned more than once preferably with recordings. A verbal warning should be used on all intruders if possible per legislation, exemptions are given if the subject is brandishing a firearm. Employees should always attempt to detain the individual where possible rather than resorting to lethal force. Lethal force may only be used on trespassers when they:
- Trespass in the Correctional Facility (anything past the solid blue doors which is no longer public)
- Trespass on the roof of any part of the facility
- Drive into the restricted parking area in the middle
- Trespass into the WEB Hanger
- Brandish their firearm anywhere inside the facility
- The highest ranking deputy **(that is also at or above the rank of Deputy Second Grade)** inside the correctional facility has the authority to invite LEO’s and MP’s **(PAW LEO DOES NOT COUNT)** inside the facility.
- The deputy shall make sure that no prisoner(s) is being held in a disturbing manner and make sure all protocols outlined in Custodial Service Handbook apply to you and to the visitor(s). **(THIS INCLUDES FIREARMS AND NORMAL REGULATIONS)**
- The deputy shall make sure that no crimes/rights are being violated/committed by the visitor(s) and should they take place it is at fault of the deputy and the visitor(s).
- Custodial division has authority over regular deputies, Custodial Deputy Command shall have the same authority as a Lieutenant.
- In cases where two or more deputies of the same rank, they are to communicate effectively who is going to take point while the other one is assisting. **(UNLESS IT IS ONE DEPUTY AND ONE CUSTODIAL DIVISION DEPUTY)**
- Captain and above are able to invite anyone except tourist(s).
11. **FOID REVOCATION**
- All Sergeants+ of the Sheriff’s Office are granted privileges to revoke individual’s Firearm Licenses should they misuse it per the FOID Revocation Act. As delegated, Sergeant+ should log revocation of FOIDs under 2 hours of the revocation being done in game or may face a demotion or termination.
12. **PROTECTIONS DUTIES**
- All full time deputies in the Sheriff’s Office are permitted to conduct protection operations once certified. Deputies shall be trained by Strategic Response Team Operatives. Protections may be conducted on any individual listed in the Protections Registry unless otherwise stated by High Command. The use of a modern unmarked crusader during these operations is permitted.
13. **CUSTODIAL DUTIES**
- Custodial Duties may be conducted by all certified within the department. Custodial duties are only conducted inside the Sheriff’s Office Headquarters, the only exception is to Custodial Squad members who may perform Community Service outside of the headquarters. Community Service may be freely conducted by Custodial Squad members (not custodial certified as long as they follow divisional policy. No weapons are permitted inside. The correctional Squad automatically have command over duties within the County Jail.
14. **CLASSIFICATION**
- Assistant Sheriff’s and above may declassify information obtained in the conduct of any official duties carried out by the Sheriff’s Office so long as it meets one of the following requirements:
- Being used as FOID revocation evidence.
- Being used as Burn evidence.
- Being used in sharing intelligence with a sister agency.
- Being used in criminal or civil proceedings.
- Being used in administrative proceedings.
- Displaying non-sensitive information to other members of the Department.
- Being used as public relations material which does not show any sensitive information.
- Any other reason must go through the Undersheriff or Sheriff of the Sheriff’s Office.
- Any material obtained during the course of official duties of a specialised division is protected by the Non-Disclosure Agreement, this is only applicable during the course of their duites and not during regular patrol.
- Material which is being used as Burn evidence or FOID revocation evidence is automatically declassified, so long as it does not show any operations of a specialised division.
- In the case of it showing operations of a specialised division it requires the approval of the Sergeant of the respective division.
- The Criminal Investigations Division has the authority and ability to declassify and reclassify any information they deem necessary for it’s functions.
- This must be done through either the CID Sergeant or CID Lieutenant or their superiors.
- Any Search Warrant Receipt is automatically declassified, regardless of the author.
- Except where the Search Warrant stems from a paper warrant then the receipt shall remain classified to the members of the Warrant Enforcement Bureau.
15. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this policy, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to issue exemptions to this regulation, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to change anything within this regulation.
### 1003. Transfers
1. **DIVISIONAL/BUREAU TRANSFER REGULATIONS**
- Employees must notify their immediate administration-level supervisor of any transfer between divisions.
- Their Sergeant and/or Lieutenant must be notified when for example, moving from Patrol to the Internal Affairs.
- Employees must wait for their respective Lieutenant or Captain to approve of their transfer before the transfer can be completed.
- When a transfer is occurring, both divisional commands are expected to work with eachother in order to ensure paperwork is completed appropriately.
2. **DEPARTMENT TRANSFER REGULATIONS**
- When transferring departments a member of Central Command must be notified at the time an application is passed.
- Employees must wait for a member of Central Command to approve of their transfer before the transfer can be completed.
- Deputies must serve at least two (2) weeks in the Sheriff’s Office since their hire date in order to be approved a transfer to another department.
3. **OTHER REGULATIONS**
- Deputies must serve at least one (1) week in the Sheriff’s Office since the completion of their Sheriff’s Office Academy or Probationary period in order to be promoted past the rank of Deputy.
- Should a Cadet or Probationary Deputy be approved a transfer to another division, they will be subject to the Cadet Policy and will not inherit any privileges afforded to them by their new division.
- These privileges may be utilised whilst they are under the supervision of a member of their unit, bureau or operation command.
- Central Command and High Command reserve the right to re-assign any employee to any division dependant on staffing levels in each division.
- An employee may not be moved to a different division IF that move would result in there being more employees of their grade (or rank) in that division than is set out in other policies or in the structure of the unit on the Roster.
- Where a divisional re-assignment is required, all efforts should be made to ensure the employee stays at the same grade (or rank) in their new division.
- If this is not possible, the individual should be offered a demotion to the next lowest rank in their current, or preferred, division.
- Individuals who have taken a demotion to the next lowest rank in their division, owing to budget issues, should automatically be added to the long list of candidates, where appropriate depending on their service length and character of service, to be promoted once a higher position becomes available within their current, or preferred, division.
4. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this policy, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to issue exemptions to this regulation, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to change anything within this regulation.
### 1004. Department Structure
1. **GENERIC STRUCTURE**
- The New Haven County Sheriff’s Office has two (2) bureaus.
- **Field Operations Bureau** - the Field Operations Bureau houses both Patrol and Correctional entities of the department.
- **Patrol Squads**
- Squad A
- Squad B
- Squad C
- Gang Enforcement Team
- **Training Division**
- **Corrections and Custodial**
- **Field Support Bureau** - the Field Support Bureau houses all of the fundamental divisions within the department. These include tactical divisions and investigation divisions.
- Public Relations
- Warrant Enforcement Bureau
- Criminal Investigations Division
- Internal Affairs
- Strategic Response Team
2. **COMMAND STRUCTURE**
- The New Haven County Sheriff’s Office has five (5) main levels of command.
- **Central Command** - the highest level of authority within the department, each member of Central Command has respective duties outlined by the Sheriff.
- **High Command** - one of the most senior positions within the department, each member of High Command usually leads a Bureau or Operation, which is then supervised by Central Command.
- **Administration** - the bulk of command, each member of Administration either leads a division or a squad within the department. Reporting to their member of High Command.
- **Senior Deputies** - the first level of authority, each Senior Deputy will make up part of a squad’s chain of command, Corporals being the highest and first supervisory position.
- **Non-Administrative** - the base level of command, this level contains all Correctional Officers, Cadets, Probationary Deputies and Deputy ranking employees.
3. **SPECIFICATIONS**
- **Squad A** - lead by a Sergeant and a Corporal, one of the patrol squads within the department. Joint Lieutenant with Squad B.
- **Squad B** - lead by a Sergeant and a Corporal, one of the patrol squads within the department. Joint Lieutenant with Squad A.
- **Squad C** - lead by a Sergeant and a Corporal, one of the patrol squads within the department. Joint Lieutenant with the Traffic Enforcement Squad.
- **Gang Enforcement Team** - lead by a Sergeant and a Corporal, primarily focuses on gang violence. Joint Lieutenant with Squad C.
- **Training Division** - lead by a Sergeant and a Corporal, focus on training new employees of the department. Joint Lieutenant with the Public Relations.
- **Custodial Squad** - two positions, a Sergeant and a Corporal, focuses on managing the Correctional Officers and training them. Joint Lieutenant with the Correctional Officers.
- The Custodial Squad are considered to automatically have command over any duties within the County Jail.
- They are permitted to conduct Custodial Service with prisoners by taking them outside of the prison.
- They also have command over Bailiff duties also.
- Custodial Squad deputies are permitted to have a Bennetti 17 while conducting their duties, long guns are prohibited inside the jail.
- Members of the Custodial Squad automatically have command over all other deputies within the County Jail who are not members of High Command or Central Command.
- **Correctional Officers** - houses all of the Correctional Officers, has it’s own rank structure, lead by the Custodial Squad. Joint Lieutenant with the Custodial Squad.
- **Warrant Enforcement Bureau** - responsible for dealing with Search Warrants and Arrest Warrants in the county. Lead by a Lieutenant, Sergeant, and two (2) Corporals.
- Ensures all safety precautions are taken to secure a warrant and transport them to the nearest secure booking station.
- Should the Warrant Enforcement Operator have a conflict of interest or relations with the search warrant subject, they should request for another operator to take lead on the warrant.
- All warrants should be recorded for the Criminal Investigations Division.
- Such recordings should be readily available when asked for.
- **Strategic Response Team** - the main tactical team within the department, responsible for handling all serious threats such as hostage situations, gang shootings, and high firearms crime. Lead by a Lieutenant, Sergeant, and two (2) Corporals.
- **Internal Affairs** - the internal investigations division within the department, responsible for handling all of the complaints about employees of the department.
- Special Investigations may be authorised by a member of High Command into gross misconduct, policy violations, or any other interdepartmental disputes by their subordinates.
- Internal Affairs members are to remain completely unbiased in investigations into employees, in the event that there is a potential conflict of interest, said investigator or supervisor should recuse themselves from said case immediately.
- In the event that all members of the Internal Affairs are unable to take the case, it should be handled by the Specialized Operations Assistant Sheriff.
- Members of the Internal Affairs may not receive any form of disciplinary action during their time within the division, or they will face expulsion.
- Should a case pertain to any possible criminal action, the case should be liaised with CID Command, however the Internal Affairs will keep jurisdiction over the investigation process.
- This may be overruled by the Investigations Captain or by Central Command.
- **Criminal Investigations Division** - the main investigations division within the department, responsible for handling all criminal investigations and liaising with both the Department of Justices Criminal Office and the District Attorney’s Office.
- Permitted to conduct vehicle searches of deputies with regards to the Consensual Search and Liability Agreement with authorisation from the Investigations Captain or Central Command.
- Members of the Criminal Investigations Division are expected, as part of their job, to report all gang and criminal activity to CID Command for investigation and prosecution.
- Such reporting procedures will be defined internally.
- Any gang and criminal activity within the department shall be reported to CID Command for investigation and prosecution, in addition to CID Command, the Investigations Captain, and Specialized Operations Assistant Sheriff are to be notified immediately.
- **Public Relations** - lead by a Sergeant and a Corporal, focus on hosting events and writing newsletters for the department. Joint Lieutenant with the Training Division.
4. EXEMPTIONS

### 1005. Deputy of the Month
1. **DEPUTY OF THE MONTH**
- The Deputy of the Month title will serve as an award issued on a monthly basis to department personnel.
- The award aims to honour a particular Deputy once a month for shining above their peers and doing more than what is required of them. Their burning passion for committing to their duty and adhering to standards is what sets them forth from others.
2. **HOW TO ACHIEVE DEPUTY OF THE MONTH**
- The Deputy of the Month award, or DotM, can be achieved by acquiring the most points, at the end of every Log Cycle.
- Respective Sergeants and/or Lieutenants will tally up the points of every Deputy in their Unit and indicate it on their weekly report.
- At the end of every Month the Captains and Assistant Sheriffs will tally up all the points from the weekly reports and the Deputy with the most points will be declared Deputy of The Month.
- There will be one Deputy of the Month for the Field Operations Bureau and Field Support Bureau.
3. **HOW TO EARN POINTS**
- One Patrol Log is worth one (1) Point.
- You may only gain a maximum of seven (7) points a week from Patrol Logs alone.
- Any additional logs submitted after the seven (7) patrol logs, will only be worth half (0.5) of a point.
- If you get a commendation, through the commendation form, you will receive five (5) Points.
- Such commendation will be subject to review from High Command, should a commendation not meet appropriate standards, it will discredited.
- Every Internal Affairs Case you complete you will receive three (3) Points.
- Only applicable to members of the Internal Affairs.
- Every Departmental Search you complete you will receive two (2) Points.
- Only applicable to those who are able to conduct such Department Searches.
- Every Search Warrant or Arrest Warrant you complete you will receive one (1) Point.
- Only applicable to members of the Warrant Enforcement Bureau and any individual who retains a secondary capacity within the Warrant Enforcement Bureau.
- Every Shift you Host/Attend you will receive two (2) Points.
- Every Training you Host/Attend you will receive two (2) Points.
- Every Public Affairs Event you Host/Attend you will receive two (2) Points.
- Every Background Check you complete you will receive one (1) Point.
- Only applicable to members of the Criminal Investigations Division.
- Every Ride Along, to the public that you document, you will receive one (1) Point.
- You may only gain a maximum of five (5) points a month from Ride Alongs alone.
- Any type of warning you receive, you will lose five (5) Points.
- A Captain+ may award a Deputy up to five (5) Points a Month for actions they deem to deserve it.
- The Sheriff and Undersheriff may award an unlimited number of points a month to any Deputy for any action they deem to deserve it.
4. **REWARD FOR DEPUTY OF THE MONTH**
- **Vehicle Rewards**
- Use of any departmental vehicle for 2 weeks after the award is issued.
- Abuse of any departmental vehicle will result in this privilege being revoked.
- **Uniform Rewards**
- Use of plainclothes for 2 weeks after the award is issued.
- Departmental policy must be followed in regards to restrictions of uniform.
- A departmental badge must be worn with all plainclothes and/or otherwise a vest must be used.
- Reasonable and appropriate hair with all uniforms the Deputy has access to.
- **Activity Rewards**
- The Deputy of the Month will be granted an exemption for a single log cycle of their choice.
5. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this policy, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to issue exemptions to this regulation, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to change anything within this regulation.
### 1006. Board of Appeals
1. **BOARD OF APPEALS**
- The Board of Appeals (BOA) will serve as an appeal board.
- The Board of Appeals will preside over any and all appeals in regards to departmental actions.
- The scope of the Board of Appeals will not be restricted, they will have the capability to hear any types of actions taken against a Deputy during their service within the Sheriff’s Office.
2. **COMPOSITION**
- The Board of Appeals will be comprised of the following members:
- Sheriff
- Undersheriff
- Routine Operations Assistant Sheriff
- Specialized Operations Assistant Sheriff
- Investigations Bureau Captain
- Any other member the Sheriff may designate.
- The Sheriff or Undersheriff, in addition to two of the three other members is needed for a Board of Appeals session to be deemed valid.
- In the event that a Board of Appeals session is taking place, should there be the absence of:
- An Assistant Sheriff, a Captain within their Operation will take their position for the duration of the session.
- The Investigations Bureau Captain, a Lieutenant within their Bureau will take their position for the duration of the session.
3. **FUNCTIONALITY**
- The Board of Appeals will be hosted either in the New Haven County Sheriff’s Office Discord, or in the tribunal room inside of the New Haven County Sheriff’s Office Headquarters.
- An announcement will be made in public-announcements and the announcements channel within the NHCSO Discord when a Board of Appeals session is being hosted.
- The Sheriff or Undersheriff may be the only members of the board allowed to convene the Board of Appeals.
- As an alternative to attending a Board of Appeals session, user may fill out this form: ***(TO BE ADDED)***
4. **EXEMPTIONS**
- Central Command shall have the authority to change anything within this regulation.
### 1007. Employment Policy
1. **Acceptance of department agreements**
All members within the Sheriff's Office group are required to submit a form indicating whether they agree with departmental policies and agreements or not. Failure to do so invalidates a department member's right to stay within the department and thus warrants removal/termination. Violations of policy are grounds for investigation by Internal Affairs and disciplinary action.
2. **Correctional Officers**
Upon receiving a Law Enforcement Training Institution (LETI) Certification, correctional officers may be offered a position as a cadet in the department. This offer may not be extended to those who fail to follow policy, fail to follow instructions, or are otherwise held by High Command. Failing to follow instructions may include instructions listed on the application when accepted into the department. Immediately joining LETI before waiting one class may also result in offers being held.
3. **Departmental Policies**
All departmental policies must be adhered to by all employees of the Sheriff's Office unless otherwise specified by Central Command. The Departmental Policies may also be known as a "handbook" or "standard operating procedure". Departmental policies are effective to all employees and may not be altered or otherwise affected by divisional policies. Divisional Policies may be created by divisional command where all members of said division must adhere to said policies.. All divisional policies must be approved by the division's direct oversight. Divisional Policy is considered an extension of departmental policies and violators of said policies may be disciplined by divisional command or Internal Affairs.
4. **Public Servants Act Job Limit Compliance**
All employees are expected to adhere to the limit set by the Public Servants Act in regards to the maximum number of jobs that are permitted to have. In the instance that an employee is over said defined limit they are liable to be terminated from the department without warning to rectify said issue as the burden lies on them to ensure they are in compliance. This also applies to Section III(a)(i) of the Public Servants Act.
5. **Disciplinary Actions**
Employees are liable for termination of employment if they are issued two recorded disciplinary actions. Any form of recorded punishment (recorded warning, suspension etc) accounts to this, which are on the department database for records, but not required.
Employees are further liable for termination if they are issued any form of Internal Affairs punishment while being subject to a 'zero-tolerance' regime implemented by Central Command, which should be recorded on their warnings section of the personnel roster.
6. **Suspensions**
While a member is suspended, they are prohibited from using any department equipment or going on-duty as a deputy of the Sheriff's Office. Anyone found on team or in possession of department property while suspended is subjected to immediate termination. Employees who are suspended may be placed at the “Suspended” rank temporarily during their suspension.
7. **Administrative Leave**
Administrative leave is a precautionary action used to prevent further possible violations of policies or anything else where appropriate. The action is not disciplinary and can be used by Internal Affairs during an investigation to ensure there are no further lapses from employees/members of the department through the course of an investigation. Employees on administrative leave may be placed at the "Suspended" rank temporarily during their leave. Anyone placed on Administrative Leave cannot perform duties given to them by the department. No employee may bring any equipment off duty while on administrative leave.
8. **Resignations/Transfers**
Resignations/Transfers are signified as a member wishing to leave the department on their own terms, as long as they have reached two (2) weeks of employment within the Sheriff’s Office after passing their seven (7) day probationary period. Once they receive approval from their Captain or above, they may leave the department. Leaving without approval will result in a termination and a possible blacklist. Employees may not resign while under investigation, administrative leave, or suspension. No reinstatements are permitted. Exemptions may be made by Central Command. Their County-issued equipment must be disposed of otherwise the resignation will become a termination. Equipment can be returned to an employee of the Criminal Investigations Division, Internal Affairs, or a member of High Command/Central Command.
9. **Department Acceptance**
In order to gain employment with the Sheriff's Office an individual must qualify and satisfy the following requirements:
Pass a background check
Be compliant with requirements given by the Public Servants Act
Have an application that must meet department standards which may include:
Relevant and continuous detail
Display good character and want of achievement
Any other relevant/applicable standards per Central Command
Not be blacklisted/have disciplinary action in any department within the last six months.
Central Command must approve all acceptances into the department.
10. **Department Communications**
All employees of the New Haven County Sheriff’s Office are required to be in the department discord. All employees must abide by #discord-rules in the department discord. Those who violate #discord-rules may receive disciplinary action. Failure to be a part of the official Sheriff’s Office Discord owned by Southside Studios (danieI#5687) may result in a termination of employment.
11. **Game Moderation**
In the event that an employee of the New Haven County Sheriff's Office is moderated by an official Mayflower Moderator in game and is issued an indefinite game ban then their employment may be terminated due to the inability to complete their duties.
12. **Citizenship**
In the event that an employee of the New Haven County Sheriff’s Office is either deported or looses citizenship by any other means, then their employment will be terminated.

# 2000. Standards Policy
### 2001. Standards Policy
1. **INTRODUCTION**
- Public standards revolve around the Sheriff’s Officer relationship with the public and the image that employees set out on behalf of the Sheriff. It is therefore paramount that employees behave appropriately throughout their employment. Anyone in violation of any policies including department and divisional policy of the Sheriff’s Office will face disciplinary action as outlined in 2003 - Disciplinary Actions.
- **General Policy** - Any deputy, cadet, correctional officer et cetera may not place the department’s standards into disrepute. Doing so can invalidate their employment and result in an immediate termination, at the discretion of the Central Command or Internal Affairs Command (IA Lieutenant and IB Captain). Disrespect or insubordination to superiors or superior supervisors is frowned upon . Weighting should especially be placed with interactions with other departments and civilians in general.
- Each division has the authority to make, create, and maintain their own policies. Deputies within divisions must adhere and follow all divisional policies unless they are unlawful **OR** they are superseded by departmental policy.
2. **DISCORD**
- **Internal Communications** - Employees are permitted to communicate freely within the department’s discord, in accordance with the set rules of the discord itself, and try to be courteous to others. Violators may face a ban from the discord which will invalidate their employment. Leaving/being banned from the discord will invalidate a deputies employment.
- **External Communications** - Any official Mayflower discord outside the Sheriff’s Office discord must be respected, also in accordance with the discord rules. Any lapses in behavior may be punished. Direct messages serving no topic about the department are irrelevant in regards to this policy.
3. **IN COUNTY**
- **On Duty** - The highest regard must be maintained whilst patrolling throughout the County. Civilians must be respected regardless of circumstances or situation. Personal matters must not influence any negligence in standards whilst on duty.
- The use of emojis must not be excessive and should only be used when it is appropriate
- Do not use during formal interactions, casual is fine
- Dancing is permitted but should not be used during formal interactions or when the situation is inappropriate or distracts from duties.
- Determinable by the Internal Affairs Division
- Radio communications should maintain and convey the most appropriate message, callsigns are expected to be used unless in a dire emergency.
- Use of department equipment should be used for their intended purpose.
- Using equipment to joke or mess around is inappropriate and may result in disciplinary action
- Deputies may not donate any amount of cash to anybody on the Citizen or Tourist team while on duty as a deputy.
- Deputies are permitted to donate cash to any on-duty law enforcement officer or emergency service member. This may include the New Haven County Transit Authority but exclude the Mayflower Postal Service.
- There shall be no off-duty donation restrictions however, deputies should still be careful with who they donate their money to while off duty.
- Deputies should also not accept any donations or favors from any member of the public or other employees except members of the Sheriff’s Office.
- **Off Duty** - Employees are still considered as representatives of the department, depending on circumstances. Respect or well-mannered behavior may not be as much expected, but nonetheless can be considered whilst off duty.
- **MCC Violations** - Any deputy found committing violations of the MCC, or as otherwise specified by the PSA, or any other law, may be subjected to termination of their employment.
- **LETI Certification** - Any deputy found lacking a LETI Certification from the Law Enforcement Training Institute is subject to termination.
4. **CRIMES**
- Employees are prohibited from being affiliated with gangs or criminal organizations. Employees may be asked to leave criminal related discords/groups. Failure to comply will result in disciplinary action. Exemptions may be given to authorized employees. Employees who witnessed a crime are expected to take action on said individual.
- See Criminal Organization Memo to the Department’s Policy in regard to Criminal Organizations.
5. **EVENTS AND TRAINING**
- If any employee attends any event that the department is invited to or attends in assistant whether it be in the County, or at the LETI Campus the employee must maintain a positive image towards the department at all times by adhering to both department policy and any orders that may be given in announcements on the topic of such event. The deputy should also comply with all lawful orders given.
- Trainings are hosted in order to ensure all employees are equipped to deal with any situation that may arise while on duty. While at trainings, all employees are required to maintain a positive attitude while ensuring all department policy is being followed. This includes the LETI Campus and the County.
- Misconduct of any sort during such events is punishable by command members or Internal Affairs action and such misconduct will not be tolerated.
6. **DUTY TO REPORT**
- Employees of the Sheriff’s Office are required to report any and all misconduct they witness from another employee. Withholding evidence of an employee violating department policy or law is prohibited. Violators may be issued disciplinary action if they fail to report misconduct.
7. **CLOSURE**
- Members of the Internal Affairs Division may verbally warn employees about potential policy violations, or the violation of any other directive given by a member of High Command. Once verbally warned by a member of Internal Affairs said employees shall cease their actions immediately.
- All violations of department policy may be investigated by Internal Affairs or Command where disciplinary action may be taken.
8. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this policy, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to issue exemptions to this regulation, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to change anything within this regulation.
### 2002. Activity Policy
1. **INTRODUCTION**
- Deputies are subject to proving their activity within the department, this is established through the completion of patrol logs or as divisions require. Patrol logs must be submitted through the google form unless otherwise specified by a division. Specific division patrol logs (i.e. CID, WEB, IA) can be found in their respective documents.
2. **PATROL LOG REQUIREMENTS**
- Every deputy that is subjected to patrol logs is required to complete one (1) patrol log each consisting of thirty (30) minutes, exemptions may be given on a divisional basis. All patrol logs start on Monday at 00:00 EST and end on Sunday at 11:59 EST.
- A limit of two (2) logs per day is only permitted and said logs must have a time period of thirty (30) minutes between them in order to be valid. While doing logs, employees are expected to remain actively doing their jobs. In the event they are unable to remain alert and actively doing their jobs, they should do their log another time.
- A patrol log can be submitted for the following:
- A regular patrol
- Custodial duties
- Protections duties
- Any training/department event
- Specific deployments
3. **ACTIVITY WARNING REMOVAL**
- A deputy can request one (1) activity warning to be removed if they have successfully completed two (2) full weeks of submitting double or more of the required patrol logs for each of the two weeks to be eligible for having an activity warning removed from the deputy’s record.
4. **LEAVE OF ABSENCES**
- Per the Public Servants Act, deputies are permitted one (1) week of absence which protects them of any log requirements. Requests for these must be submitted through the discord bot “sheriffFLOW” where they are approved by the Administration (divisional specific). Said administration must also be notified once such a request has been made to confirm.
- Leave of Absences may be granted as long as it is not seen as an attempt to circumvent their duties consistently (i.e. don’t repeat every other week). Employees should submit their leave of absence requests at the beginning of the week in order to be properly exempted from Patrol Logs. If a request is submitted past Wednesday, then the employee will still be required to submit their patrol logs for that week.
- Any requests which exceed the week must still be submitted where they are forwarded to High Command (up to two weeks) and Central Command for any longer for an extenuating circumstance approval. No absences longer than 4 weeks are permitted unless otherwise approved by Central Command.
5. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this policy, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to issue exemptions to this regulation, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to change anything within this regulation.
### 2003. Disciplinary Actions
1. **DISCIPLINARY ACTIONS**
- **Verbal Warning**
- A verbal warning can be used for a variety of reasons, most commonly where a recorded warning isn’t warranted. This does not go on the recipients record.
- This shall be the first level of disciplinary action.
- **Recorded Warning**
- A recorded warning can be used for a variety of reasons, most commonly for failure to meet a required patrol quota, the recorded warning will go on their record.
- Obtaining two (2) recorded warnings will result in a termination.
- This shall be the second level of disciplinary action.
- **Administrative Probation**
- Administrative Probation can be used for a variety of reasons, when used, the recipient cannot utilise any long arms and will be subject to close monitoring for any further policy violations.
- Whilst on Administrative Probation, deputies must wear Class A’s.
- The only exemption is when attending as a primary bailiff in a court case.
- This shall be the third level of disciplinary action.
- **Suspension**
- A suspension can be used for a variety of reasons, when used, the recipient cannot represent the New Haven County Sheriff’s Office in their official capacity. This includes but is not limited to:
- Going on team.
- Conducting administrative duties.
- Carrying a department-issued Bennetti 17 off-team.
- This shall be the fourth level of disciplinary action.
- **Demotion**
- A demotion can be issued for a variety of reasons, when used, the recipient will be removed from their position and reallocated.
- This may be used by the Internal Affairs should they gain approval on a case-by-case basis by their Captain (or above) and the Captain of the individual they are attempting to action.
- This shall be the fifth level of disciplinary action.
- **Termination**
- A termination can be issued for a variety of reasons, when used, the recipient will no longer be employed by the New Haven County Sheriff’s Office.
- This shall be the sixth level of disciplinary action.
- **Blacklist**
- A blacklist can be issued for a variety of reasons, when used, the recipient will no longer be employed by the New Haven County Sheriff’s Office (should they be employed), and they will be prohibited from gaining employment within the New Haven County Sheriff’s Office.
- This shall be the seventh level of disciplinary action.
2. **CAUSE FOR ACTION**
- Employees may be issued any punishment listed above, inclusive of a verbal warning, strike, suspension, demotion, termination, and blacklist for any policy violation.
- While any policy violation is punishable with a termination and blacklist, members issuing the department action may use their discretion and lower said action to a lesser degree.
- Violating any policy may be subject to disciplinary action as outlined in section 3 of this policy.
- The highest level of disciplinary action is **Blacklist** (seventh level) and the lowest level is **Verbal Warning** (first level).
3. **PUNISHABLE OFFENCES**
- Any individual who is in violation of a subsection of `1001 - Role Outline` without proper authority or permission from Central Command is subject to disciplinary action including a Verbal Warning, Recorded Warning, Administrative Probation, Suspension, Demotion, Termination, and/or Blacklist.
- Any individual who is in violation of a subsection of `1002 - Routine Policy` without proper authority or permission from Central Command is subject to disciplinary action including a Verbal Warning, Recorded Warning, Administrative Probation, Suspension, Demotion, Termination, and/or Blacklist.
- Any individual who is in violation of a subsection of `1003 - Transfer Policy` without proper authority or permission from Central Command is subject to disciplinary action including a Verbal Warning, Recorded Warning, Administrative Probation, Suspension, Demotion, Termination, and/or Blacklist.
- Any individual who is in violation of a subsection of `1004 - Department Structure` without proper authority or permission from Central Command is subject to disciplinary action including a Verbal Warning, Recorded Warning, Administrative Probation, Suspension, Demotion, Termination, and/or Blacklist.
- Any individual who is in violation of a subsection of `1005 - Deputy of the Month` without proper authority or permission from Central Command is subject to disciplinary action including a Verbal Warning, Recorded Warning, Administrative Probation, Suspension, Demotion, Termination, and/or Blacklist.

2. **GENERAL EQUIPMENT USAGE**
- The use of department-issued equipment should only be for it’s intended purpose.

- All types of firearms are prohibited within the County Jail (past the dayroom, where inmates spawn)
- Members of High Command and Central Command are exempt.
- Members of the Criminal Investigations Division are exempt when conducting investigations in relation to an inmate or someone within the facility.
- The only equipment that may be taken off-duty is the **Bennetti 17** and **9mm Magazines**.
- Any individual on Administrative Leave, Suspension, or on Administrative Probation are prohibited from doing this.
- Any individual who does not possess the rank of Deputy or above are prohibited from doing this.
3. **DISPENSING AND DISPOSAL**
- Department-issued equipment may only be disposed of inside of department vehicles.
- Disposing of department-issued equipment on the ground will result in disciplinary action.
- Any department vehicles with department-issued equipment inside of it, must be despawned before going off-duty.
- This shall not extend to inventory items that are inside of the vehicle when it is spawned.
- All department members are required to explain any instances of suspicious dispensing to the Criminal Investigations Division.
- This shall only apply when specifically asked about instances.
- Failure to have a valid explanation will result in termination in the instance of suspicious or mass dispensing.
- Ammunition should not be dispensed in large quantities.
- This prevents mass amounts being dropped after dying.
- 3 extra magazines for the Bennetti 17, Delino R21A, Hawthorn 500T, and 2 extra sets of cartridges of the TI26 is recommended.
4. **CADET RESTRICTIONS**
- Cadets may not dispense any form of long arm.
- Cadets may ONLY be in possession of a long arm under the following circumstances:
- When permitted by a member of Central Command.
- When securing dropped weaponry in public spaces.
- When seizing illegal items from an individual not authorised to possess them.
- Cadets may ONLY be in possession of 5.56 (30 Round) Magazines and 12 Gauge Rounds under the following circumstances:
- When permitted by a member of Central Command.
- When securing dropped ammunition in public spaces.
- When seizing illegal items from an individual not authorised to possess them.
5. **SPECIALIST EQUIPMENT USAGE**
- The use of civilian weaponry shall be prohibited.
- Members of the Internal Affairs who are conducting Standards Enforcement Patrols are exempt whilst in Civilian Vehicles.
- Members of the Criminal Investigations Division are exempt whilst in Civilian Vehicles.
- Deputies who are securing dropped civilian weaponry must immediately store said civilian weaponry within a departmental vehicle.
- Temporary use of said civilian weaponry may be permitted in the case of a life and death situation.
- Deputies who decide to use said civilian weaponry in a life and death situation must be prepared to provide evidence of such to the Internal Affairs.
- Deputies who are conducting a Search Warrant and are required by law to confiscate such weaponry, must immediately store said civilian weaponry within a departmental vehicle.
- Deputies who are conducting a departmental search and are required by law to confiscate such weaponry, must immediately store said civilian weaponry within a departmental vehicle.
- The use of the Delino R21M shall be prohibited.
- Except when on-duty on the Mayflower National Guard team.
- Deputies who are securing such weaponry that has been dropped, must immediately store such weaponry within a departmental vehicle.
- Deputies who are conducting a Search Warrant and are required by law to confiscate such weaponry, must immediately store said weaponry within a departmental vehicle.
- Deputies who are conducting a departmental search and are required by law to confiscate such weaponry, must immediately store said weaponry within a departmental vehicle.
- The use of 9mm (30 Round) Magazines shall be prohibited.
- Deputies who are securing such ammunition that has been dropped, must immediately store such ammunition within a departmental vehicle.
- Deputies who are conducting a Search Warrant and are required by law to confiscate such ammunition, must immediately store said ammunition within a departmental vehicle.
- Deputies who are conducting a departmental search and are required by law to confiscate such ammunition, must immediately store said ammunition within a departmental vehicle.
- The use of the Hawthorn 500S shall be prohibited.
- Deputies who are securing such weaponry that has been dropped, must immediately store such weaponry within a departmental vehicle.

6. **PLOPPABLE USAGE**
- Barriers may not be placed directly in front of a doorway, and should not fully impede a doorway.
- Barriers should not be used on moving vehicles.
- Cones should not be used on moving vehicles.
7. **TI26 USAGE**
- The TI26 (Taser) is a non-lethal tool for law enforcement officers to utilise against subjects who may be evading or non-compliant with deputies.
- When utilising the TI26 (Taser), deputies are required to adhere to the Use of Force Continuum, taught within the Law Enforcement Training Institute.
- When utilising the TI26 (Taser), deputies are prohibited from utilising it on other law enforcement personnel, or those who they are unable to apprehend.
- Such may include, the Mayflower National Guard, fellow deputies, members of other law enforcement agencies, the Mayflower Parks and Wildlife.
- Members of High Command and Central Command may utilise the TI26 (Taser) on departmental personnel, should they have intent on apprehending such individual for a lawful reason.
- Exemptions can be granted with lawful reasoning, deputies must be prepared to provide evidence of such to the Internal Affairs.
- When utilising the TI26 (Taser) on other state funded departments that deputies can apprehend, deputies may only use it when INTENDING on apprehending such individual for a lawful reason.
8. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this policy, should it not infringe any law or be deemed unlawful.
- Central Command shall have the authority to issue exemptions to this regulation, should it not infringe any law or be deemed unlawful.

### 3002. Uniform Policy
1. **UNIFORMS**
- There are a few categories that uniforms are defined as:

- The following will be categorised as **Standard Attire**:

- With or without vest.
- Jacket
- Bomber Jacket
- Formals
- Polo
- The following will be categorised as **Specialist Attire**:
- Strategic Response Team Uniform
- Warrant Enforcement Bureau Uniform
- Criminal Investigations Division Windbreaker Uniform
- County Air Support Flight Suit
- Sweater
- The following will be categorised as **Civilian Attire**:
- Any uniform which is not representative of any other department or organisation funded by the State of Mayflower.
- Said uniform must not represent or mimic any form of criminal organisation within the State of Mayflower.
- Said uniform must not put the department’s image in disrepute.
- Any uniform which is not representative of the New Haven County Sheriff’s Office.
- Said uniform must not include any sort of logo of the New Haven County Sheriff’s Office.
- Said uniform must not include any sort of branding of the New Haven County Sheriff’s Office, i.e. “NHCSO”, “Sheriff’s Office”, “Sheriff”.
2. **GENERAL UNIFORM USAGE**
- When making use of any Standard Attire with the plainclothes option, only appropriate accessories may be utilised.
- If you are questioning if your accessories are appropriate, they are most likely not.
- Ask any supervisor or Internal Affairs member if you are unsure.
- When making use of any Civilian Attire you must wear a departmental badge or use a vest (if permitted).
- When not making use of Civilian Attire, male employees must have bald/short hair.
- When not making use of Civilian Attire, all visible hair must be of a natural colour.
- When not making use of Civilian Attire, the only permissible facial hair is a well kept moustache.
- Moustaches must reflect a natural hair colour.
- Moustaches should not extend past the head or be on the side of the head.
- Moustache must not be a stubble.
- When not making use of Civilian Attire, female employees may not have hair that is longer than shoulder length and the hair should be located mostly on their back.
- When not making use of Civilian Attire, all deputies must have a natural skin tone (as assigned by developers).
- Divisions may further regulate the use of body paint whilst making use of plainclothes in their unit/division-specific policy.
- All plainclothes must be business casual, except when making use of Civilian Attire.
- When making use of Civilian Attire, only unmarked vehicles and/or civilian vehicles may be utilised.
- Should the Internal Affairs or members of Administration+ deem your attire unprofessional, you may be issued disciplinary action.
3. **UNIFORM RESTRICTIONS**
- **Class A**
- May be utilised by any Deputy+ when conducting their duties.
- May be utilised by any Deputy Second Grade+ with the “Plainclothes” option.
- Must be worn with a duty-belt and/or a vest.
- May be optionally used with a vest.
- Female employees who choose to utilise this option with a vest are required to put their hair in a bun, should it be shoulder length.

- May be utilised by any Deputy+ with a Protections Certification when protecting individuals listed on the Protections Registry.

- Must be recognised by Central Command.
- Must be utilised by the Bailiff during Court Cases.
- Long guns are prohibited whilst utilising this attire.
- Ribbons issued by the department’s quartermasters may be optionally worn with this attire.

- Must be utilised by any Cadet when conducting their duties.
- Must be utilised by any Probationary Deputy when conducting their duties.
- Except when acting as a Bailiff to a Court Case.
- Must be worn during departmental Trainings within the County.

- May be utilised optionally with a vest for members of the Corrections Squad when conducting Community Service.

# 5000. Memorandum
### 5001. WEB Garage
1. **WEB Garage**
- When the WEB Garage is in-use, no Deputy or member of the public other than the Unit(s) using the garage may be inside the garage.
- A supervisory member (Corporal+) of the unit(s) using the garage may allow other Deputies or other on-duty Law Enforcement Officer within the garage if it is necessary to complete the function that is ongoing within the garage.
- When the WEB garage is in use, no Deputy, without authorization or prior approval to do so, should open the WEB garage doors.
- Violation of this memorandum may result in disciplinary action.
- This memorandum shall be enforced by Internal Affairs.
2. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this memorandum, should it not infringe any law or be deemed unlawful.

### 5002. Promotions
1. **GENERAL PROMOTION RESTRICTIONS**
- Lieutenants may promote up to the rank of Corporal.
- Sergeants may recommend promotions to their respective Lieutenants.
- All other promotions must follow the restrictions outlined in section 2 of this policy.
2. **ADMINISTRATION PROMOTION RESTRICTIONS**
- To be promoted to the rank of Sergeant, the promotion must be requested by Unit Command to their respective Bureau Command for approval.
- To be promoted to the rank of Lieutenant, the promotion must be requested by Bureau Command to their Operation Command for approval.
- To be promoted to the rank of Captain, the promotion must be requested by Operation Command to Central Command for approval.
- The ranks of Assistant Sheriff and Undersheriff are picked at the discretion of the Sheriff.
- Violation of this memorandum may result in disciplinary action.
- This memorandum shall be enforced by Central Command.
3. **EXEMPTIONS**
- Central Command shall be exempt from all restrictions in this memorandum, should it not infringe any law or be deemed unlawful.

### 5003. SOHQ Interview Rooms
1. **INTERVIEW ROOM CLASSIFICATIONS**
- The Main Interview Room shall be defined as:
- The interview room closest to the Warrant Enforcement Bureau Hangar, with a privatised viewing room.
- The Correctional Interview Room shall be defined as:
- The interview room past the Dayroom and within Range III of the main Correctional Facility.
2. **GENERIC INTERVIEW ROOM USAGE**
- Spectating an interview conducted by the Criminal Investigations Division or the Internal Affairs whilst not actively serving within the respective division or serving within it’s command structure, is prohibited.
- Exemptions may be issued by respective divisional command.
- The Investigations Bureau Captain may order any individual of equal rank or beneath their rank to leave the interview room or viewing room.
- The individuals who are making use of a respective interview room may ask others to leave the interview room or viewing room.
- Members of High Command are exempt UNLESS the removal is supported by a member of Central Command or by the Investigations Bureau Captain.
- Members of Central Command are exempt.
3. **SPECIFIC INTERVIEW ROOM USAGE**
- Main Interview Room
- May be used for generic interviews by any member of the New Haven County Sheriff’s Office.
- May be used for generic interviews by any member of another departments/agencies own intelligence division/sector.
- Members of High Command and Central Command may ask the users of the interview room to leave.
- Whilst the interview room is in use, members of the New Haven County Sheriff’s Office must gain permission to spectate, unless they a member of High Command or Central Command.
- Correctional Interview Room
- May be used for interviews in relation to an incarcerated inmate by any member of the New Haven County Sheriff’s Office.
- As the interview room is past the Dayroom, you must adhere to the Equipment Policy’s section on the correctional facility.
- May be used for interviews in relation to an incarcerated inmate by any member of another departments/agencies own intelligence division/sector.
- Members of High Command and Central Command may ask the users of the interview room to leave.
- Whilst the interview room is in use, members of the New Haven County Sheriff’s Office must gain permission to spectate, unless they a member of High Command or Central Command.
### 5004. Attorney General Mandates
1. **MANDATES**
- An Attorney General Mandate will be defined by as any mandate released by the Attorney General.
- Any deputy who is found to be violating or not following an Attorney General Mandate may be subject to disciplinary action.
- This disciplinary action may range from a verbal warning to a termination dependant on the seriousness of the offence.
- It is the responsibility of the average deputy to maintain knowledge and acknowledge any existing or new Attorney General Mandates
2. **EXEMPTIONS**
- Deputies may be granted exemptions from the Department of Justice.
### 5005. Administrative Leave
1. **MEMORANDUM DEFINITION**
- This memorandum should be applied to any employee of the New Haven County Sheriff's Office, regardless of rank or level of authority they may have, so long as they are a current employee.
- This memorandum only applies if the employee is placed on Administrative Leave.
- The following authorities have the privilege to place employees on Administrative Leave: (a) Central Command. (b) Internal Affairs Command. (c) High Command (The employee placed on Administrative Leave is a member of the bureau the High Command supervises - with proper authorization from IA Command or Central Command).
2. **ADMINISTRATIVE LEAVE**
- Any employee of the New Haven County Sheriff's Office who has been placed on administrative leave may not function in the role of an employee, regardless of position or authority, nor may they represent the department in any way.
- Administrative Leave forbids employees from representing the department, whether on LETI Campus or in New Haven County, therefore on-duty employees who have been placed on Administrative Leave should immediately leave the team - should they be actively representing the department.
- Employees who are actively representing the department and have been placed on Administrative Leave without their knowledge shall have no more than (5) minutes to get off-team.
- The term of Administrative Leave shall not exceed (7) days without the employee being informed of the extension of their Administrative Leave, if allowed by the appropriate authorities.
- Administrative Leave is a direct order issued by lawful authority for employees to cease representing the department for any reason deemed appropriate or as permitted by the Public Servants Act.
3. **ENFORCEMENT**
- Violation of this memorandum may result in disciplinary action or dismissal from the department.
- This memorandum shall be enforced by Internal Affairs.
- If an employee has been told that they have been placed on Administrative Leave and is still actively representing the department, the timer in Section 2 (c) shall be set to (2) minutes to prevent the employee from causing further harm.

# 6000. Agreements
### 6001. Agreement Information
1. **AGREEMENT INFORMATION**
- All agreements within the New Haven County Sheriff’s Office are signed within 48 hours of acceptance otherwise the acceptance is withdrawn.
- Agreements are subject to change and you may be asked to re-sign the agreements.
- Should an agreement be found unlawful, unconstitutional or otherwise illegal, the agreement shall be subject to immediate review in accordance with this policy.
- Upon this being found, all members of the department will be asked to re-sign the agreements with the updated variants.
- Upon a new agreement being released, all members of the department shall have 48 hours to sign said agreement.
- Should any member of the department fail to do so within 48 hours, they are subject to administrative leave (immediately), and termination after 6 days.
