# MIP4c2-SP15: Core Unit Offboarding Process Amendment
This is a summary of the governance impact of ratifying this amendment from GovAlpha's perspective:
- Out of the four MIPs that make up the Core Unit Framework MIP Set, three will be heavily amended: [MIP38](https://github.com/makerdao/mips/blob/a609ca78c553850b06626e0b0349e1b2eb1aa3fb/MIP38/mip38.md), [MIP39](https://github.com/makerdao/mips/blob/f803f4b7c019188fc5b594d945e3964a7d6c3f05/MIP39/mip39.md), [MIP41](https://github.com/makerdao/mips/blob/f803f4b7c019188fc5b594d945e3964a7d6c3f05/MIP41/mip41.md).
- Albeit large, the amendments leave these MIPs largely functionally equivalent to their original versions, with the bulk of the effort aiming for increased clarity --- "thankless clarity", as described by the amendment author:
- Rephrasing and terminology changes.
- Relocating information across the MIPs.
- Flowcharts.
- Etc.
- There are however some procedural changes introduced by these amendments:
- Core Unit Offboardings will be executable within one Monthly Governance Cycle via one single MIP39c3 subproposal. ([The unamended MIP39 does not allow offboarding Core Units that have "an active budget implementation and an active Facilitator"](https://github.com/makerdao/mips/blob/f803f4b7c019188fc5b594d945e3964a7d6c3f05/MIP39/mip39.md#mip39c3-removing-core-units-subproposal-process), and did not explicitely acknowledge the possibility of bundling the required subproposals into one single vote).
- [The revised MIP39c3 subproposal template](https://github.com/makerdao/mips/blob/b72ae54a1dc2decf23e319842fafdbe227e04e8f/MIP39/MIP39c3-Subproposal-Template.md) will be more granular than [the current one](https://github.com/makerdao/mips/blob/71e03bdecf543cef3f552610a2d53d70612e342c/MIP39/MIP39c3-Subproposal-Template.md).
- There will be more precision on unwinding timelines and unwinding compensation:
- Since unwinding activities must complete by four months, the maximum allowable severance funds are 33% of the Core Unit’s yearly operating costs.
- A default unwinding compensation setup is provided for Core Units that have none defined.
