[MIP55c3-SP15: Phoenix Labs Initial Funding SPF](https://forum.makerdao.com/t/mip55c3-sp15-phoenix-labs-initial-funding-spf/19733) has just entered this Weekly Governance Cycle. The SPF requests 50,000 DAI for legal and incorporation expenses of Phoenix Labs, an R&D company focused on creating new products for MakerDAO. [This short Ratification Poll](https://vote.makerdao.com/polling/QmYBegVf) will run for three days, closing on Thursday, March 09.

The Formal Submission Window for the March Governance Cycle has just opened. Eligible proposals must be formally submitted before Thursday 09. It is important to highlight that eligible subproposal [MIP102c2-SP1](https://forum.makerdao.com/t/mip102c2-sp1-mip-amendment-subproposals/19703) ---spawned off component 2 of eligible proposal [MIP102](https://forum.makerdao.com/t/mip102-endgame-mip-amendment-and-removal-process/19684)--- modifies MIP0 so that:

- No new MIPs can be submitted.
- All MIPs that are not Endgame MIPs are to be marked as obsolete and left without effect.

Note that the passing of MIP102c2-SP1 therefore precludes any MIP that's not contained in this list (and any SP not derived from those MIPs) from being/remaining accepted and active in the Maker Protocol. This includes those proposals eligible to enter the March Governance Cycle.

Also note that, while on the list, some of these MIPs have been restricted so that no new SPs can be instantiated from them. Such is the case for MIP55 ---the SPF MIP---, which is to remain active until all ratified SPFs have run their course, but has been restricted so that new SPFs cannot be proposed. This also includes those SPFs that are eligible to enter the March Governance Cycle.
