# To-Do's - Solana Network Restart February 25, 2023 Post Mortem

## Background

Solana validators met to discuss ways to improve the network restart process, after the February 25, 2023 restart. This was a validator community organized discussion. Agenda and notes, including more details on the to-do's are [here](https://hackmd.io/@KFEZk8oMTz6vBlwADz0M4A/SJ4sCr9Ai).

This document captures To-Do's from that call. The intention is to execute actionable follow-up's to implement the suggestions that came out of the call.

## To-Do's

To-do's fall into four sections

**1. Define primary goals to guide decision making**

1.1 Define the criteria and guiding principles used when deciding when/how to move forward

1.2 Document the process

**2. Empower broader validator participation**

2.1. Identify and develop necessary docs

2.2. Identify and develop necessary tooling

2.3. Identify and develop necessary spec and monitoring information

2.4. Develop and implement self-reporting tool

**3. Decide how to poll and what constitues a quorum**

3.1 Implement a gated, i.e. #validators-verified, Discord channel to filter operators from non-operators is needed

3.2. Define the decision making process, select an off-chain tool to execute it, implement the tool

3.3. Determine criteria for a quorum
