As an Importer

I want to be able to create a draft CHED-PP notification from an ePhyto

So that I can create a CHED-PP notification with minimal manual data entry

## BUSINESS BRIEF

The Code that Maps consignee and importer in the mapper will be replaced with the business logic proposed on Ticket IMTA-10447.

As a result of the above implementation, we will need to remove the current Consignee and Importer mapping.

We also need to replace the test mapping with a call to uk.gov.defra.tracesx.common.PointOfEntryMapper

## ACCEPTANCE CRITERIA

The Point of Entry will be correctly mapped to the current CHED PP UI Journey
